Generic Scope
Oversees through subordinate managers one or more large, complex departments or business units with multiple functional disciplines / occupations, OR manages a program, regardless of size, that has critical impact upon the organization as a whole, such as most or all of a campus, medical center, UCOP or the UC System. Has significant responsibility for formulating and administering policies and programs, manages significant human, financial, and physical resources, and functions with a very high degree of autonomy. Oversees through subordinate managers the accountability and stewardship of department resources and the development of systems and procedures to protect organizational assets.

Leads, directs, manages department(s) charged with building, maintaining and expanding positive relationships with external constituencies, including local, state and / or federal outreach in support of the UniversityÆs pursuit of legislative objectives. Serves as the principal spokesperson with the most senior levels of government, and other prominent constituencies. Negotiates on behalf of the institution with legislature and government. Generally considered a key thought leader in area of expertise.

Department Custom Scope
The Assistant Vice Chancellor for Governmental and Community Relations serves as the chief government and community relations officer as well as the lead campus advocate for the University of California, Riverside, its mission and purpose. Primary emphasis is placed on building and maintaining strong support for the campus at all levels of the federal, state and local government and community through relationships with the supporters and public stakeholders of the University of California, Riverside. While it is expected that the incumbent will keep strong and open communication with other members of the campus' senior leadership team, this position reports directly to the Chancellor.

Key Responsibilities

Directs the design and implementation of key legislative outreach programs and develops strategies related to governmental legislative matters with the objective of establishing/maintaining a high level of visibility and creditability with various constituents that will turn into substantial support for the campus and/or medical center.
  • Serve as the liaison between the university and federal elected officials/agencies and their staffs. Serve on national committees in support of the national higher education agenda. Analyze and monitor federal legislative, political, budget and policy issues that impact UCR and advise the Chancellor/other senior campus leadership. Register with the U.S. Senate Office of Public Records per the Lobbying Disclosure Act. Manage the university's federal non-competitive funding (earmark) requests.

Oversees organizational structure and supervisory relationships for unit. Instills strong management practices among subordinate managers. Has ultimate responsibility for ensuring direct reports follow all policy, operational and ethical guidelines that govern department activities and ensures staff is adequately trained to carry out their duties.
  • Direct the activities of professional staff for the Office of Governmental and Community Relations. Hire, evaluate and ensure the professional development of staff. Establish clear performance goals and objectives for staff. Serve as a key member of the Campus and Chancellor's executive leadership team. Consult with Vice Chancellors, Deans and other executive leadership on strategic campus initiatives and provide direction to appropriate staff to meet those priorities.

Serves as one of the principal legislative representative for a variety of higher education, research and healthcare related issues. Directs relationships with key internal and external constituencies, typically at the highest level, and serves as principal advocate for campus and/or medical center goals and objectives.
  • Point of contact for state legislative offices on legislative state policy, budget or issue-oriented inquiries. Represent UC Riverside at state legislative meetings/hearings/community meetings and UC system-wide meetings. Act as a liaison between the campus and state office to resolve issues, connect with academic or administrative resources, and provide information regarding a wide variety of campus topics.

Primarily responsible for a critical part of the public service mission by addressing key legislative and/or advocacy issues for the campus and/or medical center.

Develops annual program to address legislative needs and advocacy priorities and works with leadership to develop vision for legislative and advocacy activities for the long-term.
  • Conceptualize and help plan information programs, special events, issue briefings, and meetings consistent with the objectives of the campus. Develop agendas and speakers lists for related events. Represent the university by serving on regional and local government affairs and advocacy committees.

  • Oversee the preparation, monitoring, updating and evaluation of annual business plans and appropriate budgets. Manage financial plans to ensure that resources are best spent and allocated.

Develop and maintain UC Riverside Advocacy program in coordination with Office of the President system-wide advocacy efforts. Develop plans and approaches that ensure local constituencies approve of UC Riverside priorities and advocacy. Develop, cultivate and coordinate the support of key volunteer leaders and grassroots volunteers. Participate in planning, development and administration of a year-round legislative advocacy program to advance the University of California with members of the federal and state lawmakers and other elected officials. Keep local constituencies apprised of UC Riverside, UC and higher education priorities. Advocate with private interests applicable to and in support of UC Riverside's state and federal priorities.

Seek to involve the administrative and academic campus community in high profile public events. Monitor and participate in groups and associations and other organizations that interact and have a relationship with UC Riverside. Develop and maintain relationships with local community groups. Facilitate positive interaction between campus leadership, faculty and the community. Develop relationships with local community leaders to form a long-term strategy for recruiting, training and communication with regional leaders and foster their continued involvement and support of the institution.

Develop relationships with county and city officials in order to promote and enhance the UC Riverside relationship. Participate and represent the University on the City-University Taskforce. Establish and maintain dependable working relationships with academic and administrative leaders and other campus units engaged in local relations efforts and convene leadership of those units regularly to maximize impact of the campus' investments in the local government. Provide guidance to academic and administrative units in developing and implementing programs and generating promotional materials designed to highlight the accomplishments of faculty and students, articulate the role of the campus in the city and county, promote initiatives and projects and identify potential resources both academic and financial as appropriate to meet the needs of the city and county.
