Public higher education in the State of California is at a crossroads. The number of qualified students wishing to enroll at the University of California is fast outpacing public funding. To fulfill the University of California's mission to provide quality, affordable, and accessible higher education to all qualified California students will require a fundamental transformation of the University's operating model in the next decade. As the official campus data guru, you'll play a critical role in answering the tough questions that UCR is tackling in its pursuit to be the model 21st century university. You have the creativity, resourcefulness, technical skills and the statistical know-how to dive into the data and understand how we're doing, enabling leadership to make data-driven decisions on how to align our resources to the outcomes that matter most - student success and the creation of knowledge.

We are looking for an individual that can lead their team to synthesize the available data available, identify hidden relationships and correlations, and create a foundation for predictive analytics that will launch our students into a successful future. We are most of all looking for someone that is innovative and never satisfied with the status quo. You possess a high degree of intellectual curiosity, balanced with an insatiable desire to get stuff done.

Demonstrated experience motivating and driving cross-functional teams to deliver exceptional work is a huge bonus.

This position reports directly to the Vice Chancellor of Planning and Budget and will be an integral part of the University's strategic planning leadership.

Essential Functions

Institutional Research Leadership 100
Heads the Office of Institutional Research (IR), which reports to the Vice Chancellor for Planning and Budget (VC-P&B). Oversees and manages staff, workload, and operations of the IR office;

Identifies academic planning issues and manages the execution of timely, accurate, and relevant research in support of decision-making
Responsible for leading a wide range of studies to support and foster campus planning, including analyses of instructional workload, short- and long-range enrollment planning and forecasting, students' likelihood to retain and graduate, time-to-degree, employee data, graduate student support, and related issues;
Provides analytical services for academic and administrative units, including program evaluations, identification and interpretation of available data, survey design, advice concerning the use of statistical tools, and comprehensive analytical studies;

Provides leadership and stewardship in the development and implementation of campus databases, data definitions, and other systems that serve as the source of official statistical data. Leads the development and maintenance of IR databases and systems that serve as the source of official data. Provides critical input for and oversees the development and maintenance of the institution's official statistics to meet the needs of data providers and consumers, covering topics including retention rates, graduation rates, time-to-degree, enrollments, instructional workload, degrees, financial aid, admissions, staff and faculty, and other common reporting domains. Responsible for reporting and disseminating a consistent set of data to members of the campus community and to the public in accordance with established procedures and in response to special requests from campus offices and departments, the Office of the President, state and federal agencies, and other external organizations;

In charge of maintaining data security and privacy obligations. Ensures users of the IR database understand their responsibilities related to data security and privacy;

Develops and supports staff analysts fairly and equitably through the effective selection and hiring of employees, the establishment of clear performance expectations, the provision of appropriate feedback, recognition, and rewards, and the encouragement of a safe and inclusive working environment.

Provides leadership and foresight in assuring the quality, accuracy, and commonality of campus data; anticipates data obstacles and works efficiently to resolve problems in a complex university environment;

Communicates complex technical information in a clear and concise manner.

Education equivalent to an advanced degree in statistics, mathematics, business or social science with a quantitative concentration, and at least five years of demonstrated experience in the field of institutional planning/research.

Superior oral presentation skills in support of decision-making processes, and excellent writing skills (e.g., position papers) so that the AVC becomes a recognized expert and reliable source of data and advice for campus leaders making decisions in a fast-paced environment.

Demonstrated leadership in coordinating, facilitating, and conducting meetings for the purpose of resolving differences and working towards institutional goals, demonstrated skills in leading cooperative ventures with various administrative units to the benefit of institutional research across the campus, skill in prioritizing assignments to complete work in a timely and accurate manner, and demonstrated excellent interpersonal skills to interact effectively with various constituencies within the UC system and to work cooperatively in a complex environment.

Demonstrated excellence in the identification of academic planning issues and execution of timely, accurate, and relevant research in support of academic and administrative decision-making (e.g., course demand analysis; faculty workload policy, enrollment forecasting).

Understanding of advanced statistical methods, such as multiple regression, logistic regression, ANOVA, time-series analysis, causal program evaluation methods, and survey analysis.

Understanding of data as demonstrated within a major statistical package (e.g., STATA, SAS, or SPSS).
