Generic Scope
Provides direct supervision typically to professionals or skilled technical employees. Functions as advisor to unit and administration. Analyzes and resolves problems, interprets policies (e.g., fiscal management, HR, contracts and grants, resource management in defined areas) and demonstrates solid subject matter knowledge. Exercises judgment within defined procedures and policies to determine appropriate action. Supervises staff to assure accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental goals and objectives.

Custom Scope
Supervises Student Life & Development Specialists and support staff, and administers a component of a Student Affairs or Student Life program. Independently oversees day-to-day operations, and determines goals and performance expectations of subordinates. Makes recommends concerning improvements of program/function to manager.

Department Custom Scope
As the primary staff administrative officer and advisor for the Associated Students at UCR (ASUCR), the Executive Director provides administrative, fiscal, supervisory, advising and programmatic leadership for the student government-managed services, activities, programs and projects on an on-going, year to year basis for both the Graduate and Undergraduate students. Acts as a representative and liaison in both daily operations and in often highly sensitive situations between students and the campus. Works in conjunction with the ASUCR accounting office to insure fiscal responsibility and management. Has responsibility for overseeing the general operations of ASUCR, the Graduate Student Association (GSA), and the official student newspaper, The Highlander. Constantly communicating with all student leaders and staff on operational questions and processes. Advisor to 100+ elected/appointed students within the ASUCR, GSA and Highlander Newspaper departments. Manages 2.0 FTE staff direct reports and additional 2.0 FTE staff indirect reports. Manages an annual operating budget of $2.5M involving multiple fund sources.

Key Responsibilities

Solves the most complex and sensitive issues arising in Student Affairs/Life & Development specialization.
  • Manages programs and services of diverse complexity and scope. Responsible for the successful implementation and maintaining of all key ASUCR programs and events such as the student government elections, the ASUCR retreats and banquet, outreach and sustainability events, conferences, senator and officer projects and annual training sessions, weekly campus scotmail, the ASUCR Legal Clinic, and the annual ASUCR scholarship selections. Oversight of the ASUCR Bear?s Den meeting space, 1 ATM Machine, and the Discounted tickets program. Serves as special resource on governmental constitutions, bylaws, resolutions, referenda, standing orders, and policies, as well as Robert's Rules of Order, and provides interpretation in a straightforward and impartial manner. Also makes suggestions for creating, updating and/or clarification of information in the ASUCR governing documents as needed and necessary, proofreads prior to adoption, and maintains current records of all new/updated documents. Serves as advisor and ex-officio on the ASUCR Legislative Review Committee and meetings. Provides administrative oversight and support of GSA and the Highlander Newspaper.

Responsible for administering the budget for managed function: Oversees annual operating budget totaling 2.5M involving multiple fund sources. Works closely with the ASUCR Accounting Department and VCSA Central Office to create a sound financial environment, and to ensure that university and ASUCR policies are strictly adhered to. Serves as primary signer on the ASUCR administrative and other budget accounts, ASUCR outside bank accounts, and all contractual agreements entered into on behalf of ASUCR. Approves ASUCR, GSA and Highlander Newspaper ledgers, ASUCR outside bank statements and student/staff time reporting. Serves as a special resource on ASUCR?s 501 (c)3 status. Serves as primary contact for any issues relating to the University Audit department, responsible for implementing audit recommendations and ensuring that university, UCOP ASUCR, GSA and Highlander Newspaper internal financial policies and procedures are adhered to by all staff and student leaders.

  • Authors various internal policies and procedures (such as the Referendum Instructions, travel and social media guidelines, and other necessary bills), and assists in the development of campus policies as they pertain to ASUCR, GSA and Highlander Newspaper.
