Custom Scope
As a seasoned, experienced professional in K-14 academic preparation, independently works with assigned institutions and organizations to plan and implement a wide range of academic preparation programming. Develops and maintains program visibility in schools. Develops and maintains collaborative relationships with K-14 and higher education institutions and/or community entities. Develops collaborative relationships with other college-going programs.

Department Custom Scope
The Upward Bound Rialto/Colton-Joint (RCJ) Assistant Director (AD) is responsible for the management and implementation of all aspects of the Upward Bound Federal Grant Program Rialto/Colton-Joint. The AD will provide pre-college services to at least 60 participants and their parents at 3 high schools in San Bernardino County. Responsibilities includes conceptualization, development and implementation of program services described in grant objectives. The AD will provide advising, supervision and instruction to high school student participants to help them develop academic skills which will enable them to be admitted and successfully graduate from a 4-year university. The AD will be responsible for the collection of information and tracking of program services provided to participants for the annual performance report. Will provide assistance to the Director in making decisions regarding allocations of funds for implementation of grant objectives. This is a grant funded position and it is in year 1 of 5 of the current grant and may be extended based on funding and project needs.

2 years of experience evaluating academic documents, including high school transcripts, state testing scores, progress reports and academic skill assessments. Preferred
1 year of experience in budget forecasting, maintaining cost effectiveness to implement grant budget and implementing TRiO Regulations. Preferred
2 years of experience in supervising professional and student staff. Preferred

Key Responsibilities

Description % Time
Responsible for meeting the objectives of the program, as set forth in Upward Bound approved grant proposal. Responsible for establishing and maintaining contact with school personnel for implementation of program.

Delivers individual and group advising services and maintains relationships with a group of K-14 students.
  • Individual and group advising may be done at school sites which may require the use of a university vehicle.

Participates in strategic and program planning.
  • Assist the Director in making decisions regarding allocation of funds, budget projections, proposing expenditures for implementation of the program and ensuring compliance with grant regulations.

Produces program reports, collects student data, documents participant contacts and progress, and tracks academic progress of program participants.

Knowledge of K-12 and higher education institutions (UC, CSU, CC, etc.), admissions and financial aid requirements, and the ability to interpret policies and procedures to youth, parents, and school representatives. Required
Strong knowledge of up-to-date information on K-12 and higher education policies and issues. Ability to assess their impact on program strategies. Required
Strong knowledge and experience working with educational equity programs serving a diverse student population. Required
Ability to establish and maintains cooperative relationships with school district administrators, school counselors, principals, teachers, and community contacts. Required

Knowledge of youth and adolescent development theory, including issues facing low-income, first generation urban youth. Required
