Department Custom Scope
Under the general direction of the Executive Director and/or the Budget Director of Financial Planning and Analysis, the Financial Analyst III provides professional level expertise and skill while conducting analysis and research critical to help campus leadership make informed data-driven decisions on how to align resources to best meet campus strategic goals. As part of the Financial Planning and Analysis team, this position performs various analyses related to organizational budgets, revenue and expenditures, forecasts and projections to ensure that UCR resources are effectively and efficiently utilized to move the university mission forward.

Key Responsibilities

Description % Time
Provides analytical support for complex budget, financial, or resource analysis projects.
  • Analyzes budget and financial performance of campus units, fees, or rates. Conducts various analyses interpreting accounting and budget data and incorporating this data into financial performance analyses against planned targets. Maintains complex budget and financial records encompassing a variety of funding sources, revenues and expenses, and one-time and on-going funds.

Gathers information, analyzes, prepares and summarizes recommendations for financial and/or resource plans, including annual resource allocation approaches, trended future requirements, operating forecasts, sources and uses, etc. Examples include generating, modifying, and conceiving of new financial or other resource reports, or analyzing and forecasting staff/faculty salary budgets, contracts, grants, gifts, endowments, or user fees.
  • Develops analytical studies, summary reports and background materials for campus budget process and rate review process. Examples include analysis and reporting on salary/FTE and benefits, external or recharge rates (e.g., parking rates, copier rates, etc.), student fees (self-supporting programs, professional school fees, course material fees, etc.), student enrollments, etc.

Applies professional concepts to perform moderate to complex analysis to understand past performance and determine present and future performance and/or resource allocations.
  • Performs ad hoc, analytical studies on a wide-variety of complex policies, programs and issues. Assists with gathering, organizing, drafting, and presenting a variety of data types and information to construct a clear message for executive leadership to present to varied audiences.

Documents procedures for financial activities.
  • Create and maintain standard operating procedures for all functions and processes in order to maintain efficiency and enable cross-training.
