Responsible for managing the administrative services and/or general operations of a school, OR college OR large, multiple or interdisciplinary department(s) within a college, or large or multiple non-academic department(s). Establishes operational objectives and work plans, and delegates assignments to subordinate managers. Responsible for managing, preparing, administering, and directing resources. Reviews and approves recommendations for functional programs. Monitors division and department adherence to approved budget. Involved in developing, modifying and executing organizational policies that affect immediate operation(s) and may also have organization-wide effect. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

Department Custom Scope
Under the general direction of the Chief Financial and Administrative Officer (CFAO), the Senior Director provides complex administrative, payroll, facilities, financial, and budgetary support for organizational units that the Financial and Administrative Services Team (FAST) supports. The Senior Director serves as lead for three organizational units; Enrollment Services - Org 33 (Associate Vice Chancellor Enrollment Services (AVCES) Office, Undergraduate Admissions, Financial Aid, Registrar, Summer Sessions, Highlander One Stop Shop and the Financial and Administrative Services Team); Undergraduate Education - Org 36 (Vice Provost / Dean Undergraduate Education (VPDUE) Office, Xcite, High Impact Practices, Student Engagement, Health Professions Advising Center, University Writing Program, and the Academic Resource Center); International Affairs - ORG 32 Vice Provost International Affairs (VPIA) Office, International Scholars, International Recruitment, and Education Abroad). The Senior Director also oversees the activities of the FAST Payroll and Workforce Administration Unit which is a campus payroll shared service center providing, payroll, workforce administration, on-boarding, off-boarding and financial transactions in the UCPath system. The Senior Director provides critical executive level support and consultation to various members of the executive leadership team and assigned units on budgetary planning, campus-wide analysis and recommendations for approvals of exceptions to UCOP and campus policies and procedures. Assists the CFAO with the coordination of financial and administrative operations for control units. Performs the highest level of sophisticated/complex budget/resource analysis, including retrieving data from campus information systems, organizing, validating, and analyzing data, and preparing reports. Participates in developing annual financial plans for the supported organizations & departments; oversees day-to-day operations of the budget and financial operations: provides complex analytical support/policy analysis for the organization to monitor expenditures through the use of Power BI. Provides technical support in all financial areas and leads the continuous improvement behavioral values that drives value. creation and transformative work products for our clients and our team. Coordinates the Power BI budget process for all units supported by FAST. Leads all Work Front system processes and implementations. Leads a culture focused on FAST strategic anchors of, Psychological Safety, Client Engagement, and Innovation. Ensures hand in glove collaboration with unit directors to ensure our team is providing value added and transformative service, elevating our clients abilities to achieve their strategic goals. This position is expected to be primarily in-person, on-campus with the possibility of some hybrid work days as business allows.

Key Responsibilities

Manages, plans and administers administrative operations and/or general operations of a school, OR college, OR a large interdisciplinary department within a school OR a large or multiple-department, non-academic unit.
  • Provides leadership and strategic oversight to the Financial and Administrative Services Team (FAST) supporting very complex and diverse functions for the Associate Vice Chancellor for Enrollment Services, Vice Provost for International Affairs, and the Vice Provost / Dean for Undergraduate Education organizations. Responsible for the hiring, training, and development of professional staff including providing continuous coaching, continuous learning, and mentoring for the team supporting multiple units and organizations. Oversees the operations of the FAST Workforce Administration Shared Services Unit. Collaborates and engages with individuals across campus and assists with resolution to complex payroll issues and escalations. Establishes unit Key Performance Indicators and tracks performance against metrics via Work Front.

Makes decisions on administrative or operational matters and ensures achievement of objectives (operational and budget processes, academic and/or staff FTE, finance, human resources, IT and space planning) that have department-wide impact.
  • Serves as strategic leader for all financial and budgetary matters providing solutions based recommendations for budget expenditures, controls, and financial reporting involving multiple fund sources to ensure that resources support department goals and plans (total budget of approximately $400M across all clients FAST supports). Leads and empowers our team to oversee the highest level of complex sophisticated financial and budget/resource analysis by retrieving data from campus financial systems, analyzing and validating data, forecasting expenditures, and preparing comprehensive reports through the use of Power BI that it presented in a clear and concise manner for non-financial clients to understand. Gathers data or conducts studies in order to make recommendations or support decisions. Via Power BI, enables our Financial Administrative Officers to provide up-to-date information on expenditures, including identifying trends, overdrafts, and other potential problems in real time using leading indicators. Leads a highly functional financial team performing detailed budgetary analysis of unit requests. Oversees processing of financial transactions for all control units and departments. Researches and analyzes variances including recommendations on how to maintain compliance. Ensures hand in glove collaboration with unit directors to ensure our team is providing value added and transformative service, elevating our clients abilities to achieve their strategic goals.

Serves as key administrative officer for unit's functional programs, oversees analysis and policy development for issues and processes. Develops, modifies, and executes organization policies which affect immediate operation(s).
  • Primary contact for all campus-wide exceptions to UCR and UCOP policies. Consults with AVC ES, VPDUE, and VPIA and CFAO as needed regarding the appropriateness of each request and makes initial recommendations for approval or denial based on analysis of policies, procedures and guidelines. Presents findings and observations to the AVC ES, VPDUE, VPIA and CFAO as needed when policies are changed or rewritten. Recommends and implements organization-wide policies and procedures related to business operations. Provides leadership in developing and maintaining organization wide policies related to compliance and accountability initiatives. Advises unit financial staff regarding a wide array of budgetary and financial policies and practices. Conducts training as needed.
