Position Information

The University of California at Riverside (UCR) will provide the California Air Resources Board (CARB) with operations and management of the Heavy-Duty Vehicle Inspection and Maintenance (HD I/M) Referee program in compliance with the HD I/M Regulation specified in Title 13, California Code of Regulation, Sections 2195 to 2199.1. The HD I/M Referee program will provide independent evaluations of heavy-duty vehicles and services for vehicles with inspection incompatibilities or compliance issues. UCR will perform and report all Referee actions and testing results to CARB.
UCR is looking to hire Referee testers who possess high skill levels in the areas of vehicle inspection procedures, emission testing equipment, and HD I/M program requirements. Incumbent Referee testers will perform Referee inspections under the supervision of a regional manager or the project principal investigators including, but not limited to, visual inspections of heavy-duty diesel engine and aftertreatment systems, readings from the vehicles on-board diagnostics (OBD) system, smoke opacity tests, and verification of vehicle modifications and/or compliance issues. The incumbent will perform these tasks in the field, or virtually through various meeting software packages. The incumbent will document the results on any inspection performed in relation to the Referee program and report these results to CARB. The current contract end date for this position is June 1, 2024, with the anticipation of being extended. Looking to fill (3) positions. The budgeted salary amount for this position is up to $64,290.

Degree Requirement
Graduation from high school or a General Education Diploma; or an equivalent of combination of education and experience. Required

Licenses

License Requirement
Must possess or obtain a Valid CA Driver License in accordance with the California Department of Motor Vehicles, if driving a university/personal vehicle for university related business. Required
Commercial vehicle driver license is preferred Preferred

Certifications

Certification Requirement
Diesel engine repair and maintenance-related certifications Preferred
OBD-related certifications Preferred

Experience

Experience Requirement
Minimum of 3 years of experience in in vehicle inspection, diagnostic, and repairs with at least one (1) year of those three (3) years of experience in diesel power vehicles. Required

Special Conditions

Special Condition Requirement
UCR will secure a legal document, signed by the Referee testers stating that they have no ownership interest in, or business or economic interest with the regulated communities of the HD I/M program. Required
Has not recieved a State citation within the past three (3) years as of the date the Referee Tester's emloyment with the University. Required

Minimum Requirements

Training and experience as a diesel mechanic with engine diagnosis, repair, and maintenance expertise.
Understanding of various engine and vehicle technologies, as well as an understanding of electronic control module (ECM) equipment/instruments and their appropriate operation and maintenance.
Knowledge of on-road heavy-duty engine and exhaust components over various fuel technologies.
Ability to perform OBD scans on light- and heavy-duty sources. General understanding of Diagnostic Trouble Codes (DTCs). Experience testing with standard diagnostic tools.
General knowledge of the concepts, practices, and procedures from vehicle ECM-related data logging devices.
General working knowledge necessary to independently apply principles, practices, and procedures in the completion of assignments.
Organizational and decision-making abilities to prioritize work assignments.
Ability to work in a collaborative manner, and to assist in identifying any challenges arisen at work.
Effective written and verbal communication skills.
Skills in interpersonal relationships and communication between vehicle owners/drivers, site staff, and program management.
Strong ability to maintain composure and professionalism at all times, including during high-pressure interactions with internal and external stakeholders.
Strong initiative and ability to learn quickly, including strong problem solving and follow-through skills.
Ability to present basic information and answer routine questions for vehicle owners/drivers, program staff, and the general public.

Preferred Qualifications

Practical knowledge of HD I/M program requirements and procedures.

Possesses a credentialed CARB HD Inspection and Maintenance (I/M) Tester ID

General knowledge in electrical concepts and practical maintenance applications

General knowledge of the concepts, practices, and procedures for emissions-related laboratories or for field-testing

Bilingual skill in English and Spanish and/or English and Punjabi

Heavy-duty diesel mechanic expertise is highly desirable.
