Custom Scope
Uses advanced contracts and grants concepts to manage high volume and high complexity transactions. May review and guide others in the review of financial and administrative management requirements of research contract and grant proposals, awards and / or transactions to ensure compliance with institutional and sponsor policies. Works independently to assess complex grant, contract and subcontract transactions where analysis requires an in-depth evaluation of variable factors. May be eligible for delegated signature authority. May review and sign transactions for less experienced staff. May serve as a technical specialist in a particular area, such as federal contracts, state contracts, subcontracts or information systems. Central Role (CR): Typically works on highly complex proposals and awards such as grants / contracts which require task budgets, option years, multiple investigators and multiple sub awards. Is eligible for delegated authority.

Department Custom Scope
In support of the School of Public Policy (SPP) and the Graduate School of Education (GSOE), the Grants Facilitator serves a strategic role in identifying and securing extramural funding that supports the research, instruction, and public service missions of the SPP and the GSOE. The position serves the faculty and Deans, with responsibility to identify extramural funding opportunities and coordinate proposal and pre-award processes. The position will have a strong focus on acquiring large multi-investigator and multidisciplinary awards. Responsibilities include writing portions of these large complex proposals and editing them to unify and enhance the contributions of disparate writers, as well as supporting faculty in identifying these large funding opportunities. The position will also support junior faculty to assist them in proposal organization and editing. This multi-level search will result in the hire of either a senior or junior level Grants Facilitator depending on the successful candidate's level of experience. A Senior Grants Facilitator (Research Administrator 4) is responsible for performing the highest level of administrative analysis. Positions are allocated to this level on the basis of internal comparison, the nature and scope of responsibilities, and the specialized requirements of the work. A Research Administrator 4 is required to have a Bachelor's degree in a related area and/or equivalent experience/training and a minimum of 8 years of related experience. In addition, the senior level candidate has demonstrated skill in identifying large multi-disciplinary grants and some experience in working with granting agencies, researchers and/or faculty in a university setting. A Junior Grants Facilitator (Research Administrator 3) will provide staff assistance to campus officials in studying and developing recommendations that lead to major changes in organization, policies, procedures and practices, and may supervise other Analysts, or conducts responsible and complex analysis of administrative organization, policies, procedures, practices, and cost-benefit studies on a University-wide basis. Administrative analysis duties are performed under minimal supervision and work is reviewed in terms of meeting specific goals and objectives. A Research Administrator 3 is required to have a Bachelor's degree in related area and/or equivalent experience/training and a minimum of 5 years of related experience. In addition, a junior level candidate must have demonstrated writing skills coupled with enthusiasm for higher education & research.

Dept Role (DR): Leads the organization, planning, establishment and monitoring of fiscal budget control of contracts and grants administration, submissions, budgets, support documents, gifts, endowments and privately funded projects for faculty research programs.
  • Responsible for engaging with the faculty to source new contract and grant opportunities to stimulate additional research activity in SPP and GSOE.

Provides guidance and counsel on wide variety of highly complex research administration matters to principal investigators, senior departmental administrators and less experienced department staff.

(DR): Ensures complete and accurate collection of research management administration data at all stages of the contract and grant life cycle. Independently oversees award reporting and closeout.

Reviews budget allocations for policy exceptions, conceives of and maintains chart of accounts or other data management tools, and related business processes. Reviews and reconciles ledger accounts. Participates in gathering data from the general ledger for the collection of information for UBIT, preparing summary schedules, and either answering questions from departments or coordinating getting answers.

Prepare technical white papers for pursuit of potential research contracts/grants and/or foundation support. Provide technical communication skills and analysis to write portions of proposals, editing and integrating research components/objectives from multiple researchers. Prepare tabulated data using UCR databases as appropriate as part of proposals. Format documents to sponsor's specification. Deploy sophisticated literature/web searches for background information. Develop technical graphics and prepare required documentation that fulfills all sponsor requirements and conforms to University of California guidelines. Submit documents to appropriate agencies. Develop and maintain proposal text libraries. Develop and maintain an up-to-date library of research presentations covering the primary research areas in the School of Public Policy and the Graduate School of Education. IN ADDITION TO THE DUTIES DESCRIBED ABOVE, THE SENIOR LEVEL CANDIDATE WILL PERFORM THE FOLLOWING: Independently identify potential sponsors. Proactively solicit new concepts from the faculty. Compare new concepts to trends to determine viability. Utilize knowledge of award success factors to optimize the success rate of cutting-edge proposals. Prepare sophisticated research presentations for use by faculty and administrators for the communication of capabilities to potential sponsors and industry/academic collaborators.

Assist with post-award grant management. This may include attending meetings; preparing and delivering presentations on behalf of the Schools; and researching, writing, and submitting reports. Manage a variety of special projects that will be identified on an on-going basis by the Deans and/or Associate Deans to support the primary objective of increasing the number of large interdisciplinary contracts/grants in the Schools, including training grants and other specialized grants identified by the Deans. IN ADDITION TO THE DUTIES DESCRIBED ABOVE, THE SENIOR LEVEL CANDIDATE WILL PERFORM THE FOLLOWING: Independently define, scope and execute projects that can lead to an increase in SPP and GSOE funding success. Engage faculty in the process to ensure buy-in. Without direct authority, provide influence that helps faculty increase individual success rate.

Provide specific requested technical writing/editing and data gathering assistance to faculty for preparation of standard proposals. Contribute proposal language concerning SPP and GSOE specific information relevant to the proposal. IN ADDITION TO THE DUTIES DESCRIBED ABOVE, THE SENIOR LEVEL CANDIDATE WILL PERFORM THE FOLLOWING: Expertise in interpretation of Request for Proposals (RFP) documentation and the ability to assist in the preparation of non-routine proposals.
