General instructions may be provided on new assignments, projects and initiatives.

Department Custom Scope
Under the general supervision of the Workplace Health & Wellness Manager, provides facilitation and coordination of UCR's Transitional Return to Work (TRTW) programs, development of job analyses, facilitation of interactive process meetings, recommendations for reasonable accommodation for both occupational and non-occupational injuries and illnesses. Will also be responsible to develop, implement and oversee administration of policies, procedures and practices to assure UCR's compliance with the Americans with Disabilities Act. Will be a liaison with other University offices regarding information flow and compliance.

Administers and communicates the University's employee benefits programs.
  • Facilitates the Interactive Process/Reasonable Accommodation. Perform end-to-end case management. This includes working with the employees, occupational medical providers, supervisors, managers, and other campus stakeholders. Maintain case records to ensure accurate and timely information/documentation. Develop and distribute monthly reports on loss time incidents.

Provides training to departments on employee benefit programs, conducts workshops and revises/updates workshops as appropriate.
  • Provides guidance and training to employees and management on all aspects of the Interactive Process/Reasonable Accommodation and RTW.

Works in a collaborative manner with others across the organization to prioritize and complete multiple assignments on time.
  • Consults, coordinates and partners with our third party administrator, HR, Safety, Legal, Payroll, Benefits, team members and other departments/systems as appropriate. Build and maintain positive and collaborative relationships with management to make LOA/RTW decisions based on business objectives and individual needs.

Prioritizes work assignments, conducts analysis on a broad range of benefit programs and develops recommendations.
  • Actively identifies and pursues opportunities for safety prevention claims cost reduction. Collaborates with occupational medical providers to obtain medical work releases immediately following treatment in order to determine RTW capabilities. Escalates complex issues such as, inability to accommodate, RTW, and LOA to campus partners (i.e. benefits, LR/ER, Office of Campus Counsel, OGC, etc.)

Influences and shapes employee benefit programs.
  • Responsible for broad campus communication regarding UCR's transitional RTW program, Reasonable Accommodation, and the Interactive Process. Assess temporary and permanent work restrictions and provide on-going support to managers to ensure successful participation and completion of the RTW process.

  • Apply a consistent exercise of independent judgment and discretion at all times.

Advises HR Representatives, managers and supervisors about UC policies and contracts, state and federal laws relating to the Interactive Process/Reasonable Accommodation that protects individuals with disabilities, and the University's obligations to accommodate. Formulates verbal and written information to influence department's decisions to accommodate. Is a liaison between departments, Workers' Compensation office, third party administrator, occupational medicine providers and UCOP regarding issues of injury and illness safety and prevention.

Generates workers' compensation loss reports using iVOS, analyzes data and trends and provides reporting to departments and campus leadership. Ensures that University-related information is readily available on services, accommodations, policies, and demographics relating to individuals with disability.

Develops and administers policies, procedures and practices to ensure compliance with the Americans with Disabilities Act (ADA) of 1990. Create and implement internal measures and provide reports which inform University administrators of the status of ADA compliance and opportunities for Individual with Disabilities. Provide activity flow and outcome communication to departments and campus compliance office. Develop and maintain an incident management tracking system; collaborate with campus partners to research and resolve ADA related issues with documented action plans.

The candidate must have recent experience utilizing appropriate counseling techniques, facilitating the Interactive Process, performing Reasonable Accommodation assessments, investigating modified and/or alternate job placements and preparing on-site job analyses for employees who have temporary or permanent work restrictions. Required
Demonstrated experience and knowledge in performing job analyses to evaluate essential job functions. Required
Knowledge of insurance and medical terminology to effectively evaluate medical reports and recommend appropriate placement opportunities. Required
Knowledge of policies and procedures of FEHA, ADAA Title I, Federal Rehabilitation Act of 1973, 504, Federal/State leave acts, EEOC Guidelines and detailed knowledge of Workers Compensation laws and regulations related to return to work. knowledge of the principles of disability and absence management. Required
Demonstrated excellent oral and written communication skills as well as report writing experience to proof, produce and disseminate internal and external correspondence in a style appropriate to their intended audiences. Required
Ability to successfully oversee case load and work independently. Required
Familiar with architectural accessibility standards, employment practices, adaptive equipment as it relates to Individuals with Disabilities. Required
Advanced knowledge of HIPPA and federal and state privacy regulations as they relate to Individuals with a Disability. Required
Demonstrated computer experience working in a Windows desktop user environment, including an excellent working knowledge of Microsoft Word, Excel, PowerPoint, Internet Explorer, and Outlook to generate correspondence and other documents, reports, presentation. Ability and interest to learn new technologies and software as necessary. Required
Knowledge of UC policies and collective bargaining agreements. Preferred
