Department Custom Scope
Under the general direction of the Associate Dean/Chief Financial and Administrative Officer for the School of Medicine, the Director of Facilities and Space Planning is responsible for the development of a long-range strategic facilities plan for the School of Medicine, incorporating the short and long range facilities needs in all mission areas of the school which includes: education, research, clinical and administration. Responsibilities will include planning for all SOM capital projects, from initial planning, managing environmental review processes, working on projects with varied financing, liaison with city/county/state issues related to facilities development, and coordinating with campus counterparts throughout the process as required.

Key Responsibilities

Works with the organization occupancy and facilities building project planners to coordinate the planning, design, and implementation of general and specialized facilities, new buildings, and modifications (general or specialty labs).
  • Oversees and works with architects, engineers and contractors on the planning design and implementation ensuring conformance with all regulatory and safety standards. Serves as a Project Manager for designated projects, supervising all aspects of projects, including reviewing and maintaining completion schedules, preparing and managing budgets for all facilities operations and projects for the school.

  • Provides leadership, direction and expertise to department, projects or decentralized facilities management and construction activities.

Ensures project requirements are defined, building management contract and contract changes are negotiated, operating budgets established and financial terms conditions of contract are identified.
  • Prepares building programs, in collaboration with laboratory or clinical consultants or architects, but may do much of the design planning themselves. Prepares RFP's, interview and manage contracts with external entities in support of facility planning functions.

  • Serves as main resource and lead on all California Environmental Quality Act (CEQA) actions related to the school's capital projects working closely with the central campus office.

  • Develops scope of work, work plans and will hire necessary design professionals or consultants, and will manage resources.

Ensures all systems, mechanical, electrical, plumbing and fire protection meet University and organization standards.

Interacts with campus leadership and the UCOP to develop funding and delivery strategies for SOM capital projects. Prepares all UCOP and Regental materials in consultation with capital planning.

Partners with UCR Health leadership in the development and implementation of a strategic plan for ambulatory care facilities. Manages assignment of space for ambulatory care facilities, overseeing allocation and utilization of available space. Operationalizes all newly built, renovated, and leased ambulatory care space and works with UCR Health leadership to re-deploy newly available ambulatory care space.

Provides technical information regarding building space needs, code requirements, design standards and costing to SOM leadership. Coordinates preparation for a variety of analyses and planning studies (e.g. Master Space Plans, Facilities Benchmarking, etc.) related to short- and long-range facility needs and prepares appropriate documentation for review by users and campus management. Represents the SOM in campus, University-wide, and external corporate/ industry forums (e.g. conferences, working sessions).

Oversees space planning and assignments including the long term planning for leased space needs for various mission elements in advance of final construction of long-term expansion and capital building needed for build-out. Provides planning and analyses in both space planning and building reuse studies, coordinates space report and drawings for presentation to school leadership and in collaboration with campus colleagues. Establishes policies and processes for space planning decisions. Serves as the School's point person for the acquisition of leased space needs, and will lead the SOM Space Committee.
