Generic Scope
Oversees through subordinate managers one or more large, complex departments or business units with multiple functional disciplines/occupations, OR manages a program, regardless of size, that has critical impact upon the organization as a whole, such as most or all of a campus, medical center, UCOP or the UC System. Has significant responsibility for formulating and administering policies and programs, manages significant human, financial, and physical resources, and functions with a very high degree of autonomy. Oversees through subordinate managers the accountability and stewardship of department resources and the development of systems and procedures to protect organizational assets.

Custom Scope
Leads a full section, including multiple programs, of the compliance function that is strategically and operationally important to the governance of the university. Participates with other senior managers to establish strategic plans and objectives. Makes final decisions on administrative or operational matters and ensure effective achievement of objectives. Advises Senior Leadership in sectional responsibilities such as investigations, research, health sciences, and policy. Erroneous decisions will have a serious impact on the overall success of functional, division, or location operations.

Department Custom Scope
Reporting to the Chancellor, the Associate Vice Chancellor and Chief Compliance Officer (CCO) provides leadership to the campus compliance office, including policy, planning, and promoting a culture of compliance. Advises the Chancellor on the development of an appropriate compliance infrastructure and is responsible for providing leadership, oversight, and coordination of campus compliance assurance functions, fact-finding, internal audit, and the Title IX office. Acts as the campus' Locally Designated Official (LDO) for the University of California Policy on Reporting and Investigating Allegations of Suspected Improper Governmental Activities and the Policy for Protection of Whistleblowers from Retaliation. Recommends changes in campus policies and procedures to meet local, state, and federal compliance obligations. The AVC/CCO, in collaboration and cooperation with campus academic and administrative officers and managers, is expected to vigorously and conscientiously pursue a community environment that holds itself accountable to the intent and the spirit of legal and policy authorities. This position is a confidential management position that acts with broad authority and delegation from the Chancellor with respect to the above responsibilities. This position also holds a dotted reporting line to the University of California System-wide's Senior Vice President and Chief Compliance and Audit Officer. As mentioned, the AVC CCO is responsible for the Title IX Office. The Title IX Coordinators / Officers at UC and at most universities across the country are receiving a higher level of visibility and importance at the university with the Dept. of Education's, Office of Civil Rights interest in this position and their critical role in enforcing the law and its various components including sexual violence and sexual harassment issues.

Develops the ethics and compliance strategic plan for the location. Participates with other senior managers to establish strategic plans and objectives.
  • Overall responsibility for the: 1) Gathering and monitoring of campus data used to analyze trends, patterns, and systemic concerns. Determining and, as necessary, implementing appropriate responses to incidents regarding compliance with Title IX, SVSH and related laws and policies. 2) Participation in the development of assessment and metrics for reporting as required for other laws, policies.

Plans, designs and implements policies and projects with impact on a location or system-wide basis; represents the function or project in system-wide meetings and discussions.
  • Recommends and implements relevant campus policies and procedures related to areas of responsibility.

Serves as advisor to senior and executive leadership on issues of significant consequence and risk to the location.
  • Overall responsibility for: 1) campus resource for Title IX and SVSH compliance matters and responds to outside agencies as necessary. 2) advisory to campus leadership and managers on Title IX and SVSH related matters. Disseminates information on legal and policy developments and appropriate practices.

Manages the activities of an ethics and compliance program area through several managers within the location; has overall responsibility for policy/project planning, budgeting, implementing and maintaining costs, methods and employees.
  • Leads & manages campus fact-finding/investigations unit, bringing together investigatory functions from units, including Title IX & Labor Relations, to carry out investigations & develop reports to support decision-making by senior management. Analyzes statistics regarding complaints & concerns to identify problems or trends that affect the UCR community and require action.

Provides expertise in complex situations, develops solutions in areas of critical decision making. Serves as subject matter expert, with broad and thorough knowledge of the compliance function and business operations, with full accountability for all functional operations and budget.
  • Provides administrative oversight to the internal audit program, which conducts independent appraisals of fiscal and operational functions to assure compliance with laws, regulations, & University policy. Oversees the Title IX office, & other campus compliance units, including but not limited to research & health compliance, prompt response to all complaints of potential violations. Leads the office in initiating & overseeing investigations or, as appropriate, conducting investigations.

Works with management in all areas to promote a culture of accountability, ethics, and compliance. Oversees the development and coordination of policy communications; formulates long-term strategies for education and implementation. Manages controversial situations or negotiations affecting the location. Influences senior and executive leadership.
  • Oversight of campus-wide programming in connection with other university offices, development of communications for students, faculty and staff, including publications and web site content ensuring university-wide training is consistent with Title IX, SVSH, and other relevant campus policies.

  • Consults with campus counsel, UC general counsel/independent legal counsel regarding legal issues that may arise during the course of examining complaints, developing policies and/or assessing legal issues that may arise. Monitors Title IX efforts of other delegates & university offices that receive and/or investigate complaints, including but not limited to HR, academic personnel, academic senate, Office of Judicial Affairs, CARE, campus police & other campus partners as needed.

Develops risk assessment and mitigation plans for specific program areas within ethics and compliance.
  • Including, but not limited to, the direction of efforts for Title IX, compliance with University policy regarding sexual violence and sexual harassment (SVSH) compliance and provides oversight and coordination of all affiliated policies.

Ensures the effective and efficient operation of the compliance office and its functions. Serves as liaison to the UC Office of the President (UCOP) and federal/state agencies on compliance matters. Oversees the Title IX primary liaison to UCOP who ensures the proper maintenance of files and documents.

The AVC/CCO serves as the Riverside campus Locally Designated Official (LDO) for whistleblower complaints and whistleblower retaliation complaints. As LDO, the AVC/CCO has primary responsibility for the establishment and maintenance of campus procedures that comply with the University of California's Whistleblower and Whistleblower Protection policies and related laws (e.g., California Whistleblower Protection Act).
