Department Custom Scope
Under the general supervision of the Assistant Vice Chancellor, Capital Planning (supervisor) and select work direction from the Executive Director - Real Estate Services and Asset Management for real estate projects, this professional will serve as a senior planner for estate activities including Public-Private Partnerships (P3). This position is dedicated to the support of U.C. Riverside Auxiliary Services, integrated capital asset and physical planning. Responsibilities include planning and analysis for a variety of capital, physical and real projects and planning efforts. Auxiliary Services departments include Housing Services, Dining Services, Transportation Services (parking, roads), Early Childhood Services, and Campus Business Support Services. Project and activity priorities will be directed by the Assistant Vice Chancellor for Auxiliary Services. The person in this position works closely with Auxiliary Services senior staff and managers on a variety of capital asset and physical planning activities, such as capital project development, master and district planning, specialized planning, P3 projects, and smaller projects that require capital planning.

Key Responsibilities

Provides staff planning services for major planning studies such as circulation and parking requirements, academic building locations, student housing requirements, and utility distribution systems.

Provides staff planning services for development and continuance of the organization's long-range development plan, including responsibility for collection, analysis, and evaluation of planning data and for preparation and presentation of statistical and graphic supporting material.

Participates in planning for long range and precinct plans, facility master plans, transportation plans and in the concept, project definition and feasibility phases of building and infrastructure projects.

Primary resource for auxiliary capital project development and liaison to Campus Auxiliary planning and finance staff along with campus Financial Planning and Analysis unit regarding determination of project feasibility and project approvals.

Responsible for comprehending and analyzing campus planning issues especially those that relate to Housing, Dining, Transportation, Parking and other Auxiliary Services units. Works collaboratively with campus departments (Architects + Engineers, Financial Planning and Analysis, Accounting, Environmental Health & Safety (EHS), Enterprise Risk Management (ERM), Computing and Communications (C&C) as needed to advance project objectives within the framework of campus academic planning, Long Range Development Plan, Master Plan Study, Capital Financial Plan and Physical Design Framework.

Liaison for auxiliary related major maintenance and capital renewal projects with other campus departments with emphasis on identification of potential resources.

Prepares project and planning approval documentation required by the U.C. Riverside Office of the Chancellor, the U.C. Office of the Presidents, and the U.C. Regents in support of capital projects.

Manages the Project Planning Guide and Detailed Project Program process for major capital improvement projects in support of Auxiliary Services.
