Generic Scope

Department Custom Scope
Reporting to the Associate Dean/Chief Financial & Administrative Officer (CFAO), the Chief Technology Officer (CTO) is responsible for leading the strategic planning, development, and implementation of a complex technology infrastructure including hardware, software, major systems, security and networking, development of learning technologies and applications, and management of all technology supporting the teaching, research, service and clinical mission facets of the UCR School of Medicine. This position is charged with the development of robust systems to meet the operational demands of a medical school with multiple clinical practice sites spanning a 220 mile region. Strategically works with partners, affiliates and third party vendors to manage, coordinate, and secure technology across multiple platforms, technologies, and sites. This position requires regular interface with the Senior Leadership of the SOM, officers of the UCR Campus and officers of the University of California and represents the SOM in a variety of settings. The incumbent will leverage relationships with campus technology leadership, including UCR's CIO, CTO, and CISO, as well as UC-wide partners to ensure SOM technical programs and infrastructures are provided both effectively and efficiently. This is a senior position positioned to provide leadership, vision strategy and direction for multiple technology, policy and information outreach programs relating to web software development, procurement and the management of systems needs of rapidly expanding clinical services and graduate medical education programs.

Leads the planning and implementation of an IT platform that can support a rapidly growing clinical enterprise; In collaboration with campus and UC academic medical centers technology leadership, builds an IT infrastructure adequate to support a growing School of Medicine with a clinical enterprise and supports a growing research infrastructure; Manages all efforts to provide technology services for the School of Medicine, network resources, classroom and event technology, stand-alone technology resources, and web-based resources; Provision, support, and enhance SOM educational delivery and instructional tools and systems that support a problem based, active learning environment. These tools and infrastructure may be SOM hosted, UC hosted, or cloud provisioned and will support face-to-face, online, and digitally enhanced instruction; Provision and support a wide-variety of collaboration tools and systems, including real-time and video / distance tools and systems. Plan, develop, deploy, and maintain a suite of research technologies and services that are provided by the SOM, campus, the cloud, or other UC health system locations. Manages capital infrastructures planning for voice, data, networking at multiple facilities for clinical off campus locations; Collaborates with Computing & Communications on all planning for voice, data, networking at all campus locations. Provides leadership and oversight for planning, designing, developing, installing and maintaining hardware and related software and services at the SOM that will include cloud, vendor, and custom developed systems, requiring a thorough understanding of the range of systems and technologies utilized by medical schools, as well as the educational applications that these systems may provide for the SOM - Including the Medical Student Admissions System (AMP), New Innovations (Undergraduate & Graduate Medical Education), and Curriculum Management System.

Strategic and Technology Infrastructure Planning: Develops and implements the strategic information technology plan to support the academic, research, and administrative units of the School of Medicine, including services provided to faculty, students, staff, administrators, and clinical partners; Provides IT expert advice and leadership to the SOM Senior Leadership, faculty and administrative managers regarding enhancements, modifications or additions to the School of Medicine's use of information technology in meeting the mission, goals and objectives of the School of Medicine. Strategically works with partners, affiliates and third party vendors to manage and coordinate technology across multiple platforms, technologies, and sites. Researches and recommends technology based initiatives and improvements designed to elevate or maintain the School's competitive standing within the medical industry. Represents the School of Medicine at Technology Services management-level meetings and serves as the primary technology liaison between the School of Medicine, Computing & Communications and/or the University of California. Participates in University-wide technology committees as needed. Evaluates the performance and requirements of technology in use at the School of Medicine, recommends additions or changes, and plans and manages implementation of new technologies. Sets technology standards. Participates in relevant courses, workshops, and conferences. Develops and maintains professional relationships with other technology leaders within academia and specifically within health sciences.

Oversees hosted Data Center, including negotiation of contracts and associated legal agreements; implements and supports facility access control, and employee badging; Oversees and participates in the development of administrative systems and databases, including a data warehouse project that encompasses SOM research, financial, clinical, and human resources data elements. Oversees and directs Help Desk activities for all SOM, including support of software applications, secure email, calendar, and web sites; Oversees all computer resources at the School of Medicine including hardware, software, student computer requirements, web presence, and classroom technology; Utilize effective project management techniques to direct projects and review documentation related to technology installations and modifications; Oversees and participates in writing specifications, securing written quotes and obtaining details necessary for ordering technology-related equipment and services for the School of Medicine. This includes drafting requests for proposals and other documents required as part of the purchasing process.
