Custom Scope
Responsible for managing the administrative operations of a school, OR a medium to large academic department, OR several small departments within a college, OR a medium to large non-academic department. Typically includes all or most of the following functions: IT, facilities, student services, contracts and grants, budgetary financial management and/or human resources. Manages a professional staff, typically large, and/or comprised of professionals in various fields. Assumes accountability for decisions made by subordinates. Performs long and short term planning for function. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

Department Custom Scope
Reporting to the Director of International Education Programs and consistent with the mandate and goals of UCR Extension as a self-supporting department, the Associate Director of International Education Programs is part of a collaborative model for the promotion and academic and administrative leadership of IEP and its programs. With a demonstrated commitment to continuing education, academic excellence and a creative vision for entrepreneurial initiatives, the Associate Director provides exceptional leadership and knowledge in international education, curricular and instructional areas, strategic planning, program development and management, global marketing and international student recruitment. The IEP Associate Director possesses the professional and personal skills to ensure the quality and success of current and potential self-supporting programs through a demonstrated ability to lead, challenge, inspire and motivate a team of dedicated professionals who teach and support programs delivered in Riverside, California and around the world. The Associate Director shares the academic and program leadership for IEP, directly overseeing several IEP units, supervising 3 managers and 3 administrative staff, ensuring course and service delivery for a complex, multi-functional organization. The Associate Director is the executive manager for the English as a Second Language (ESL) and TESOL programs, supervises 3 academic program coordinators and 20 instructors, recommending and leading curricular and programmatic change to ensure the highest continuing level of standard for program delivery in intensive English programs, teacher training programs, custom programs, concurrent enrollment and pathway programs. The Associate Director also serves as the primary academic and institutional contact with international sponsorship or scholarship organizations, ministries of education, and ministries of higher education and is a driving force behind international marketing and student recruitment, maintaining knowledge of market demands abroad, planning and executing international marketing trips, cultivating relationships with international partners and fulfilling commitments through high-quality customer service and program delivery.

  • Provides administrative leadership for IEP units and their managers/staff including Immigration and Academic Advising, International Student Services, Custom Programs, Main Office, and several academic program areas. Provides broad departmental administrative management, international marketing/recruitment and partnership development/management and oversight of intensive English and TESOL programs.

Administrative services typically include all or most of the following functions: IT, facilities, student services, laboratories, contracts and grants, budgetary financial management, recharge administration and/or human resources.
  • Provides administrative oversight of departmental usage, needs and business practices for information technology including Destiny One software, space utilization including classrooms, offices, and language laboratories, partnership contracts to include memoranda of understanding and program agreements, financial viability of programs to include proposals, expenditures and staffing, and departmental HR processes and procedures.

May coordinate/oversee activities for other UC locations or external universities.
  • Oversees the partnership agreement for the Gangnam UCR Center (GNUCR) and provides support to its director. Support is inclusive of curriculum, assessment, program, and human resource guidance, as well as professional development. Guidance includes travel to Korea, engaging in liaisons, communications, and negotiations with the mayor, vice-mayor and GNUCR Educational Team from the District of Gangnam.

Prepares short and long range planning for administrative services operations and improvements to processes.
  • Maintains thorough knowledge of the unit's academic, financial and business administration; assists in long-range planning; analyzes and reports accurate retention rates, and manages and reports enrollment, projections and no-show rates; identifies enrollment trends; and utilizes appropriate resources to manage day-to-day operations.

Establishes and recommends change to policies which affect the assigned unit(s).
  • Evaluates, develops and recommends new organization structures, policies and procedures for ESL and TESOL in order to ensure cost-effective, compliant, and efficient operations. Coordinates with other Extension departments, including, but not limited to, student services, registration and immigration to implement policy and procedural changes.

Develops and monitors operational and budget processes, staff FTE, finance, human resources and space planning.
  • Manages the hiring, training, performance evaluation, disciplinary actions, delineation of functions and monitoring of timeliness and appropriateness of work performed by direct reports and assigned units. Provides recommendations for continuing professional education instructors and staff and engages in independent and collaborative problem solving associated with the day-to-day operations of a multi-functional, complex academic and administrative unit.

Manages systems and procedures to protect departmental assets.
  • Provides leadership on the utilization, maintenance and assessment of systems and procedures around assets to include lab facilities and equipment, software, testing materials, textbooks and TESOL library, and ticket inventories.

Oversees the preparation and management of grant and contract proposals involving a diverse and/or wide variety of funding sources and agencies.
  • Generates and negotiates program proposals that are responsive to the educational needs and objectives of IEP's audiences in order to attract and retain diverse constituencies to IEP programs.

Represents the department on business affairs to the institution community.
  • Interacts with other Extension units and the UCR campus, and represents IEP to city leadership, local and federal agencies and organizations and an extensive community of international education partners from over 40 countries. Represents UCR Extension in a global marketing capacity by participating in promotional events (including educational fairs), recommending new programs, and establishing and maintaining long term relationships.

Develops and prepares budgets and financial reports for grants, general appropriations, endowments and other funds. Funds appropriations are typically moderate in complexity.
