Department Custom Scope
Reporting to the Associate University Librarian for the Digital Library, the Digital Initiatives Program Manager leads the Library in both on-going and future development of a comprehensive program to generate, manage and preserve born-digital and digital surrogates, and to build value-added services on top of these digital assets. The incumbent manages digital programs and services including needs assessments; converts legacy collections from analog to digital format; manages born-digital assets; develops and adheres to digital library standards and best practices; surveys the digital scholarship landscape to monitor trends in the use of digital assets; and ensures the creation of metadata to support perpetual access to and preservation of digital assets. The Digital Initiatives Program Manager collaborates with various Library departments, vendors and other stakeholders on the planning and implementation of project design, digitization workflows, and file transfer into content and delivery systems. The incumbent plays a pivotal role in an innovative, deeply collaborative environment, and has strong knowledge of digitization best practices, and practical familiarity with scripting languages and database technology.

Applies professional project management and IT concepts and department/unit and campus, medical center or Office of the President policies and procedures to manage complex projects.
  • Creates documentation including guidelines, policies and procedures, best practices, and relevant reports and updates for the Library digital program. Prepare and maintain appropriate project documentation including user requirements, design specifications, test plans, project management plans, workflow diagrams, risk assessments, policies and procedures, and project and/or grant reports.

Implements the project management process in support of products and services involving departmental or cross-functional teams. Monitors and reports on project progress from initiation through delivery, including oversight of system integration, project and campus, medical center or Office of the President communications, interaction with vendors and managing risk. Creates project proposals and reports.
  • Manages, develops, and tests, in collaboration with other library staff, the Library's digital program including conversion of collections from analog to digital format, management of born digital assets, including data sets, adheres to digital library standards and best practices, and implementation of technologies related to the management and dissemination of digital content such as digital asset management systems, institutional repository, and online exhibition tools.

Assembles and directs moderate to large project teams, designs project plans and schedules and monitors budget and resources. Directs the activities of the project with the goal of completing the project on schedule and within budget constraints.
  • Assesses the overall digitization needs, resources, scheduling, budget, and priorities. Addresses areas requiring software development and technical infrastructure. Coordinates and participates in the development of detailed project plans including goals and deliverables, resources, cost estimates, workflows, and timelines for successful completion of digital library projects.

Maintains knowledge of current industry trends and performs continuous assessment of innovative methodologies, technologies and approaches. Identifies opportunities for improvement and communicates them to supervisor.

Creates sound benchmarks and monitors project status to ensure compliance with established timelines, established standards and best practices, relevant policies and procedures, sound financial management, and successful completion of project. Identify issues, concerns, and constraints that may jeopardize or delay project implementation.

Maintains up-to-date knowledge of digital standards and best practices, metadata standards, current and emerging technologies, and other relevant digital programs and projects. Perform analysis of content, tools and user data as it relates to understanding and design of current and proposed systems. Recommends those that are applicable to UCR Library's program/services and strategic plans. Contributes expertise to the development of the Library's Linked Open Data strategy.

Provides training and direction for project support staff in a range of tasks including preparation of collections for digitization, image capture, file naming, and post-capture processing in accordance with best practices and project-specific requirements. Communicates with campus staff about new digital asset management system (DAMS) features, ongoing developments, standards and requirements, planned maintenance, or unexpected problems that require interpreting technical information for a general audience. Develops and maintains digital program website, wikis, blogs, and other venues to share relevant information with customers. Serve as liaison with vendors to load content into vendor-hosted storage and access systems.
