Department Custom Scope
Within UCR University Advancement organization, the office of Strategic Communications is responsible for creating integrated programs that publicize and support the university's mission through first-person communication, programs and publications. Strategic Communications has a program budget of approximately $800,000 and a staff of approximately 25. Reporting to the Assistant Vice Chancellor, Strategic Communications, the Budget and Operations Manager is responsible for working with the Strategic Communications leadership team to create the annual budget (including projecting based on actual events, providing cost benefit analyses, reviewing and making recommendations, etc.) and monitoring the progress throughout the year with periodic variance reports for the team. Becoming a trusted member of the leadership team helps the incumbent provide credible forecasts and trends, identify obstacles, and manage/avoid potential challenges. Additionally, the position is responsible for the coordination of other budget-related activities (purchasing, accounts payable, etc.) to enable the organization to run smoothly. The position will provide supervision and guidance to department's administrative staff. The Budget and Operations Manager works very closely with University Advancement's central finance/accounting and human resources functions. May be called upon to draft job descriptions, assist with the recruitment process, and other personnel related actions as necessary.

Provides analytical support for complex budget, financial, or resource analysis projects.
  • Analyzes budget and financial performance for department. Designs various reports to analyze performance against plan. Using accounting and other activity data, identifies trends, problems, risks, opportunities against budget and financial realities. Maintain complex budget and financial records; both temporary and permanent funds.

Coordinates and implements department budget allocations, conceives of and maintains department chart of accounts or other data management tools, and related business processes.
  • Develops annual budgets for Strategic Communications, including adjusting expenses for seasonality and operational timing. Provides counsel and advice to senior management team on ways to maximize resources, evaluates process and/or institutes changes for more effective management.

Gathers information, analyzes, prepares and summarizes recommendations for financial and/or resource plans, including annual resource allocation approaches, trended future requirements, operating forecasts, sources and uses, etc. Examples include generating, modifying, and conceiving of new financial or other resource reports, or analyzing and forecasting staff/faculty salary budgets, contracts, grants, gifts, endowments, or user fees.
  • Assists with gathering and organizing a variety of data types and information to construct a clear message for the Assistant Vice Chancellor and leadership team. Collaborates with diverse individuals at varying hierarchical and departmental levels.

Performs complex financial or resource research and studies for a variety of internal department constituents.
  • Calculates long-term and short-term financial projections to advise department leadership on financial strategy decisions and to distribute funds appropriately.

Prepares reviews and/or approves financial transactions.
  • Records adjustment entries based on financial analyses in various budgeting and financial tools. Reconciles monthly ledgers and validates budgetary and financial entries. Assists with the year-end closing processing.

  • Identifies initiatives to address gaps and process improvement efforts in all areas of financial management. Reviews expenses and activities for compliance with University policies and University Advancement's practices; initiates correction when necessary, identify, investigates and reports variances between actual expenditure and budget allocation. In consultation with the Assistant Vice Chancellor and University Advancement human resources, composes, reviews, and edits job descriptions as needed. Works with central talent acquisition team on recruitment. Coordinates search process for professional, administrative and support staff. As needed, interviews and screens applicants, assesses skills, confers with supervisors regarding final decision.

Serves as the department's coordinator/point person for IT issues and interfaces with the central IT group to accomplish department objectives
