Generic Scope
Oversees through subordinate managers a large department or multiple smaller units, OR manages a highly specialized technical function/team. Has significant responsibility to achieve broadly stated goals through subordinate managers. Determines objectives, directs programs, develops strategies and policies, manages human, financial, and physical resources, and functions with a high degree of autonomy. Proactively assesses risk to establish systems and procedures to protect organizational assets. Determines strategies for a program with organization-wide impact.

Establishes objectives and work plans and delegates assignments to subordinate managers. Responsible for managing, preparing, administering, and directing resources. Involved in developing, modifying and executing energy policies and programs that affect immediate operation(s) and may also have organization-wide impact.

Department Custom Scope
The Director of Infrastructure & Energy Management is a member of the UCR Facilities Services team and is responsible for oversight, planning, implementation and monitoring for all energy and utility distribution systems including the central plant operations, purchased utilities for the campus and sustainability programs for Facilities Services operations. Develops a campus-wide strategic energy plan, implements projects and programs to meet the campus and UC System-wide goals for energy management; develops and implements procurement strategies and oversees contract negotiations for purchase utilities; manages central plant operations which includes; steam, chilled water and compressed air and underground distribution systems; and oversees operational sustainability programs and develops metrics for reporting for effectiveness and compliance. Provides direct supervision to two (2) Energy Management Analysts, one (1) Central Plant Supervisor, and one (1) Lead Maintenance B Electrician.

Key Responsibilities

Directs and oversees managers and supervisors to adhere to budgets, schedules, work plans and performance requirements to achieve broadly stated energy program objectives.
  • Identifies trends in energy and utility use and recommends appropriate application and operational changes for most efficient systems and use. Monitors and produces monthly and annual reports related to utility use. Coordinates payback analyses to justify funding projects that utilize energy savings funds.

Coordinates resource needs for energy programs and unit, including review and approval of budgetary recommendations. Continuously monitors approved budgets. Analyzes and prepares variance analyses of budget schedules.
  • Negotiates most efficient purchasing plans for the campus utilities and manages the contract terms. Acts as liaison between campus and the local energy and utility companies; develops positive working relationships with each utility; and understands the various rules and coordinating utility system improvements.

Develops and implements technical and administrative operational processes for energy conservation programs. Monitors the product/program/project from initiation through delivery, interfacing on technical matters.
  • Works with minimal supervision; determines long-range goals and short-term objectives, initiates projects and analyzes results; coordinates complex projects with special sensitivity to the diverse academic environment. Provides quarterly status reports to the Executive Director of Facilities Services.

Partners with other leaders and organizes interdepartmental activities to ensure completion of the product/program/project on schedule and within budget constraints.
  • Reviews and assists with development of construction cost estimates; reviews detailed project budget and schedule; and ensures construction documents have required approvals. Analyzes and prioritizes project activities, while ensuring project requirements and project delivery schedules are met.

Provides mentorship and leadership to managers and supervisors in unit. Reviews and approves professional development plans.

Represents the organization on systemwide committees. May lead cross-functional peer group managers to implement program objectives.
  • Provides technical advice and assistance to various staff within Facilities Services and across the Campus regarding potential impacts to utility infrastructure, structural systems, and code compliance issues involved in proceeding with the design and construction of a proposed project. Provides evaluations of alternate solutions and recommends ways to accomplish a desired project, while minimizing costs and impact on existing building systems and programs.

Oversees analysis and policy development for organizational energy issues and processes.
  • Responsible for the management and analysis of the effectiveness of energy and sustainability related programs, working with a diverse group of campus customers as well as shop supervisors and directors. Responsible for reviewing and verifying energy savings related to proposed projects, and ensuring that both simple and complex methods are used to calculate payback and appropriate documentation is filed for all energy related projects.

Advanced knowledge of the principles of green building and energy efficient design, operation, and evaluation of institutional facilities; and energy efficiency programs. Ability to manage all related systems and implement corrective action. Required
Advanced leadership in Energy and Environment Design (LEED) principles. Preferred
Advanced knowledge of heating, steam and heat transfer systems, ventilating, air condition (HVAC), power, electrical services and variable frequency drive (VFD) system installation. Required
