Generic Scope
Oversees through subordinate managers a large department or multiple smaller units, OR manages a highly specialized technical function/team. Has significant responsibility to achieve broadly stated goals through subordinate managers. Determines objectives, directs programs, develops strategies and policies, manages human, financial, and physical resources, and functions with a high degree of autonomy. Proactively assesses risk to establish systems and procedures to protect organizational assets. Determines strategies for a program with organization-wide impact.

Custom Scope
Manages multiple EH&S programs within multiple disciplines, and through subordinate managers and/or supervisors, manages the professional staff responsible for implementing these programs. Develops new programs in response to changing regulations and ensures awareness of and compliance with all applicable rules, regulations, etc. Oversees specialized technical programs and serves as an organization expert within these fields.

Department Custom Scope
The Director of Environmental Health & Safety will be responsible for the operational management of the Environmental Health & Safety department, consisting of the following functional units (1) Fire & Life Safety; (2) Laboratory/Research Safety; (3) Industrial Safety/Hygiene; and (4) Environmental Programs. As a "hands-on" administrator, the incumbent will establish specific, measurable departmental and individual operational plans and goals for each unit and monitor progress against these plans. Serves as the key campus administrator responsible for addressing the environmental, health, and safety issues the campus faces and address key program issues and risks and develop appropriate plans and procedures, ensure adherence to legislative and regulatory requirements, handle various issues related to research and instructional support, and promote the use of safe work practices and tools/equipment throughout the campus. Serves as the campus point of contact with governmental safety and regulatory agencies on environmental, safety, and emergency management issues that affect the University. Provides professional advice on safety and regulatory issues affecting the University's instructional and research functions. Oversees professional staff through subordinate managers and/or supervisors, coaching and guiding employees in the completion of their assignments, promoting career development objectives as possible, and ensuring consistent application of personnel policies across the department. Provides direct supervisory oversight to the Industrial Safety/Hygiene group, as well as the administrative and training functions that support each of the operational units. Serves as a member of the Campus Emergency Preparedness Program.

Key Responsibilities

Plans, directs, and manages several small to moderately-sized EH&S programs within multiple disciplines.
  • Responsible for the planning, organizing, and management of the operational and administrative/training units of the department including: (1) developing strategic and annual operating plans with measurable goals and objectives, (2) monitoring performance against these objectives, and (3) determining corrective actions and/or revised strategies as necessary.

Provides comprehensive personnel administration including selection, training, evaluation, and as required, corrective action for multiple staff levels.
  • Direct staff position planning and recruitment/selection processes. Provide effective, consistent, objective feedback on performance, offer necessary training, and promote development opportunities that benefit both the department and the employee where possible, take appropriate disciplinary action as needed. Administer UC and HR policies.

Manages staff, and may manage budgets, facilities, and other resources.
  • Line management responsibility for the departmental operating budget. Ensure financial management processes and controls are effective, efficient, and in compliance with policies and laws. Administer the departmental budget in such a way that it maximizes available resources to accomplish the stated goals and objectives.Allocate and monitor expenditures by program/activity/fund source to determine effectiveness of strategies adopted.

Evaluates, recommends, and implements policies and procedures to assure awareness of and compliance with EH&S requirements.
  • Provide professional advice on safety and regulatory issues affecting the University's instructional and research functions. Meet regularly with the Research Integrated Safety Committee (RISC) to strategize regarding issues related to research safety and the management of hazardous materials and equipment, and to coordinate and integrate strategies with the various campus safety-related committees.

  • Serve as the campus point of contact with UCOP and governmental safety and regulatory agencies on environmental health and safety issues that affect the University.

Develops, implements and promotes communication programs to enhance, encourage and ensure awareness of and compliance with all applicable rules, regulations, policies, et cetera in order to prevent environmental health emergencies and unsafe conditions.
  • Serve as key campus administrator responsible for promoting a safety culture through the adoption of safe work practices, development of a process for identifying and remediating unsafe conditions, and overall promotion of "safety-first" as a way of life. Utilize customer service oriented approaches in assuring regulatory compliance and cooperation and coach campus leaders to be visible EHS advocates in respective areas of responsibility. Serves as member of Campus Emergency Preparedness program

Maintains current, up-to-date knowledge and understanding of all existing and proposed regulations.
  • Represents senior management and as the key campus administrator responsible for addressing the environmental, health, and safety issues the campus faces. Identify key topics and risks, legislative and regulatory requirements, various issues related to research and instructional support, and develop plans to deal with these situations. In conjunction with researchers and other affected parties, develop campus procedures and protocols related to new regulations affecting current operations.
