Generic Scope
Technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas; problem-solving frequently requires analysis of unique issues/problems without precedent and/or structure. May manage programs that include formulating strategies and administering policies, processes, and resources; functions with a high degree of autonomy.

Custom Scope
Serves as the technical expert in one of the following fields/disciplines: Laboratory Safety, Radiation Safety, Occupational Safety, Environmental Health, General Safety including Pest Management, Industrial Hygiene, Ergonomics, Hazardous Materials, Hazardous Waste, or Environmental Protection. Problems are complex and may require creation of new methodologies by applying professional EH&S knowledge and/or expertise. Serves as technical expert in the development/implementation of programs within one of these fields/disciplines. May represent EH&S regarding the field/discipline at meetings and conferences involving academic compliance committees, campus, system wide, local government, state and federal levels of authority in matters related to field of expertise. Decision-making is based on established procedures and integration/interpretation of relevant laws, regulations and organizational policy; professional best practices; relevant science methodology, impact on other EH&S programs; and senior management approvals. Decisions may impact other EH&S programs, departments, segments of the organization and/or organization-wide.

Department Custom Scope
The Campus Fire Marshal directs the development, implementation, and management of the Fire Prevention Program, a major segment of the EH&S Department's programs. This includes development, organization, implementation, and management of a comprehensive fire and life safety program that is responsive to the complex demands of a dynamic and eminently technical research environment. The Campus Fire Marshal (CFM) has been delegated the authority to act on behalf of the State Fire Marshal as the Authority Having Jurisdiction (AHJ). As such, the CFM functions as the designated lead authority; responsible for the program which includes review and approval of all campus construction building plans, provide construction inspections, and final building acceptance prior to occupancy for all matters related to fire and life safety. This authority is delegated as the result of a negotiated Memorandum of Understanding between the University of California, the Office of the President, and the Office of the State Fire Marshal. This designation from the State Fire Marshal is bestowed upon specific individuals, not the position designation. This position is an integral and key function in support of the Campus Capital Plan. This position supervises and oversees the work of the Deputy Fire Marshal, The Campus Fire Inspector and the Fire Prevention Specialist.

Key Responsibilities

Description % Time
Performs complex technical work in one or more of the following fields: industrial hygiene, safety, occupational safety, ergonomics, environmental health pest management, controlled substances, laser safety, environmental protection, fire safety, radiation safety, hazardous materials control, and hazardous waste management (including shipping).
  • Provides the formally mandated construction/renovation plan review and approvals to determine and ensure compliance with minimum state building & fire codes and campus standards. Provides detailed technical construction/renovation site inspections and fire systems acceptance testing. Including the documentation of various progress inspections during construction for matters related to fire and life safety. Conducts and witnesses formal acceptance testing of all fire safety systems

Develops procedures using a combination of original and standard professional approaches/techniques to solve substantive, complex problems with multiple variables.
  • Manages the development and implementation of a program of recurring periodic Campus facilities inspections and the development, coordination, and implementation of general fire safety/emergency preparedness training; Provides complex specialty inspections of unique campus facilities, provides hands on required, annual recurring fire extinguisher training to promote fire safety awareness on campus and elsewhere.

Provides expert counsel by evaluating, interpreting and applying laws, regulations, codes and standards across complexity of environmental, health, and safety disciplines.
  • Provides highly responsible and complex support to the Director of Environmental Health & Safety through advising and providing technical support to other major EH&S programs and managers. Participating in the development and implementation of all elements of the Campus Emergency Preparedness Program.

Monitors compliance and prevents hazards, and may serve as organization liaison with regulatory agencies.
  • Property evaluation/inspections for campus real estate transactions. Researches, reviews, and provides due diligence for facilities or properties owned or occupied by the University on matters related to fire and life safety.

Provides input to federal and state regulators through trade associations and industry groups for writing and revision of regulations.

Organizes, equips and oversees teams.
  • Provides technical leadership, functional guidance and supervises staff, including selection, assignment of work, development, performance management and corrective action as required.

Serves as the advanced technical organization subject matter expert in Fire prevention, safety and inspection. Provides professional level Fire Protection Engineering/Consultation by continual participation in all developmental stages of capital projects including programming, schematic design, design development, construction documents.
