Department Custom Scope
Under the direction of the Assistant Vice Chancellor for Governmental and Community Relations, and in cooperation with the Vice Chancellor for Research and Economic Development, the Director of Federal Relations is responsible for developing and executing the University of California Riverside's (UCR) federal affairs strategy, including advocating for university priorities affecting public higher education and the university's research enterprise, developing and managing university relationships with federal elected officials, Congressional staff, Agency personnel, Congressional Committees and Caucuses, business and industry leadership, higher education associations and professional societies for the purpose of generating support for UC Riverside's federal priorities and initiatives; advising and informing university officials and faculty on federal activities, policies, regulations, and funding opportunities; identifying and developing opportunities for faculty to participate in federal policy discussions and development; fostering strong relations with both legislative and executive branch officials at the federal level; assisting with strategic planning; supporting broad economic development activities for the campus; and interacting with national, state and local organizations and coalitions that represent university interests and influence higher education and research policy at the national level; and helping to strengthen the UCR's presence and profile in statewide and nationally.

Key Responsibilities

Designs, develops and implements short and long-range plans designed to highlight campus and/or medical center achievements and showcase the institution to broad based or highly influential publics/constituencies.
  • Works with Congress, the federal administration, federal agencies and national organizations by advocating for the university and public higher education. Responsible for representing campus interests in Washington, D.C. and locally. Establishes federal advocacy strategies and conducts outreach activities to advance legislative priorities at the federal level.

Projects include government and/or industry lobbying efforts.
  • Establishes and fosters relations with federal elected officials, policy makers, and higher education associations to promote advocacy efforts on behalf of UCR.

Identifies communication needs and develops informational materials and/or programs/events to inform appropriate publics of campus and/or medical center policy, programs, services and activities.
  • Anticipates informational needs and proactively drafts relevant communications materials for informational programs and special events in a timely manner. Regularly presents to campus leadership, Office of Research and Economic Development (RED), grant writers and others. Analyzes and evaluates complex issues and situations involving legislators and community leaders. Determines need for referral or action, to inform and increase support, and develop and implement solutions.

Plans, executes, and evaluates the overall effectiveness of broad based information and communications programs designed to further campus and/or medical center goals, making revisions and changes as necessary, to ensure on-going improvements and enhancements improve the effectiveness and success of external relations activities.

Serves as an institutional representative, working closely with relevant groups to appropriately and positively influence discussion and debate for legislation favorable to campus and/or medical center.
  • Develops external partnerships to expand the reach of UCR's advocacy efforts.

Provides expert advice and counsel to all relevant groups, including senior management, regarding all areas of the legislative process as well as general issues of concern in higher education, research and medical science including those issues that may directly impact the campus and/or medical center.
  • Understands and interprets federal government systems and processes, agency budgets, policies and legislation to serve the appropriate audience including campus leadership, faculty, staff, community and business partners, and students.

May coordinate visits between senior campus and/or medical center administration and key federal, state, and local government officials.
  • Assists in the identification and coordination of expertise within the university system; arranges for UC faculty, students and staff to participate in federal meetings, hearings and other events impacting the university.
