This is all to be determined as there will be an integration of two existing organizational structures - A&E and CAS. Unique Opportunity: The Associate Vice Chancellor for Campus Planning, Design and Construction Services is a new position created to lead the staff currently in two separate organizational structures - Architects and Engineers (A&E) and Capital Asset Strategies (CAS). The integration of these existing departments into a new organizational structure provides a great opportunity for the successful candidate to work with the Vice Chancellor for Planning and Budget to create an effective and efficient team of professionals to serve the university.

Generic Scope
Oversees through subordinate managers one or more large, complex departments or business units with multiple functional disciplines/occupations, OR manages a program, regardless of size, that has critical impact upon the organization as a whole, such as most or all of a campus, medical center, UCOP or the UC System. Has significant responsibility for formulating and administering policies and programs, manages significant human, financial, and physical resources, and functions with a very high degree of autonomy. Oversees through subordinate managers the accountability and stewardship of department resources and the development of systems and procedures to protect organizational assets. Responsible for campus planning, design and construction services, usually in support of the implementation of capital projects. Leader in relations with other organizational units at high level. Determines and/or recommends staffing assignments for all planning, design and construction related services in support of campus land use planning and buildings/projects under design or construction. Provides administrative oversight for teams of planners, project managers, and building code official with emphasis on daily operations, functions, and ensuring that project progress and completion meets approved cost, schedule and program expectations. Determines development needs of all unit staff.

Department Custom Scope
Responsible for the planning, design, construction, inspection/code, space utilization, contract and fiscal management and land use and capital programs for the UCR campus. Provides leadership on matters related to planning, design and construction, and on the design/build delivery of projects. Partners with campus management to lead the strategic and long range planning for development of future campus projects. Prepares and presents documentation for planning and design approval to Campus committees, design review boards, community groups, the Chancellor and Executive Staff, Office of the President Staff, the Board of Regents and the Legislature, as requested.

Key Responsibilities

Description % Time
Provides management and coordination of all major planning and capital improvement projects, including ensuring implementation of planned and comprehensive building, landscape and infrastructure programs.
  • Manages large-scale planning & construction projects that will include: entertainment and recreational centers, research facilities, housing, health center, transportation, pedestrian mall and extensive renovation projects. Prepares planning project and capital budgets and submits to senior management for review and approval. Assures the university has an accurate and complete set of detail building and design standards at all times. Plans and structures a broad range of delivery options for capital projects that include design/build as well as the use of prequalified vendors for the efficient and effective delivery of smaller facilities projects. Directs the physical planning, environmental assessment, regulatory approvals, community planning, and long range development planning for the campus. Directs the management of all major and minor campus capital improvements projects. Oversees the scheduling, budgeting, consultant selection and contract negotiation, architectural and engineering design, project management, inspection and claims management for the Capital Program. Manages the planning and implementation of major campus grounds/landscaping projects, including the improved integration of existing campus spaces.

Manages professional staff of planners, architects, engineers, landscape architects, project managers, analysts, and other planning, design, and construction professionals and associated support staff.
  • Oversees the development of the unit's workforce strategy to maintain a highly skilled workforce. Responsible for hiring, assessment, performance management, training/development and engagement of staff. Establishes and implements employee performance standards, which support campus-wide strategies, and promotes individual development and training opportunities. Determines training and certification needs. Assures there are up to date Standard Operating Procedures for all major processes that are both effective and efficient, and serve campus clients and external constituents. Assures these SOP's are regularly part of on-going staff training, especially for new hires. Demonstrates, promotes, and recognizes unit standards for excellent client service, effective use of resources, workplace safety, professional development, personal accountability and continuous improvement. Develops a customer-focused, service-oriented and cooperative environment by implementing methods to enhance employee productivity and morale. Models leadership that is decisive, communicates vision, and provides employees with the support and feedback needed to do their best work. Oversees the consistent application of campus and UC personnel policies and bargaining unit contracts related to hiring/training, performance management, and disciplinary actions, to effectively direct employees in their assignments.

Represents department in developing processes and procedures with service providers such as EH&S, U.C. Police, RSSP, Information Technology Services, Facilities Services, State Fire Marshal, State Architect, etc., to advance the interests of the organization.
  • Represents the department on local and/or system-wide committees such as the Life Safety Committee and the Deferred Maintenance Board.

Provides expertise in selection of design professionals, fee and contract negotiations, project code compliance and regulations, engineering and technical support, organizational policies and project development.
  • Provides key leadership in the development of campus planning & capital project delivery standards by designing and managing efficient and effective processes that align all internal and external participants and goals. Provides leadership for all aspects of Campus Planning, Design, & Construction Services, as well as the construction and project management groups, including the preparation and review of all engineering standards and plans.

Advises senior management in responding to requests for information regarding the Long Range Development Plan and Capital Improvement Program, ensuring consistency and continuity in offering historical perspective in describing projects.

Oversee vendor RFP's, selection, and contract negotiation processes. Analyze and approve all final bids, which includes the assessment of risks relative to contractor pricing, schedules, and bonding requirements. Conduct final budget analysis against approved capital budget prior to construction to ensure compliance.

Provides strong collaboration with the University Architect on project designs inclusive of enhanced sustainability concepts. Advocates and implements Innovation in design, materials, processes, engineering, and sustainability principles. Advises senior management in responding to requests for information regarding the Long Range Development Plan and the Capital Improvement Program, ensuring consistency and continuity in offering historical perspective in describing projects.

Shares responsibility for oversight of Planning, Design, Construction & Facilities Services (PDCFS) staff and functions, which provides Business Office support not only to Campus Planning, Design, & Construction Services but also to the Facilities Services unit, with the Executive Director of Facilities Services. Develops performance metrics, measurements, analytics and reporting, utilizing Balanced Scorecard methodologies and other applicable best practice methods and tools.

Partners with various campus departments, including Facilities Services, auxiliary services and others, to ensure effective campus organizational coordination and communication of programs and services. Serves as liaison with academic departments to ensure effective project design and delivery. Develops and maintains focus on providing exemplary client service and outreach by developing customer service communication and workflow processes to promptly investigate and resolve complaints and address issues of concern. Leverages and optimizes technologies effectively to streamline administrative procedures and add value to client services.
