Generic Scope
Provides direct supervision typically to professionals or skilled technical employees. Functions as advisor to unit and administration. Analyzes and resolves problems, interprets policies (e.g., fiscal management, HR, contracts and grants, resource management in defined areas) and demonstrates solid subject matter knowledge. Exercises judgment within defined procedures and policies to determine appropriate action. Supervises staff to assure accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental goals and objectives.

Custom Scope
Receives assignments in the form of objectives with goals and the process by which to meet goals. Provides direction to staff according to established policies and management guidance. Administers policies that directly affect subordinate staff. Recommends changes to department policies and practices. Identifies risks and responds accordingly. Provide priority setting and work flow analysis. Supervises support staff in medium to large unit; or a small unit with complex and broad responsibility processing personnel transactions and/or administering related policies and procedures. Or supervises a small group of HR professionals, with program direction provided by a manager.

Department Custom Scope
The Director of Library Organizational Design and Human Resources is responsible for supporting Library strategic objectives by partnering with the University Librarian, the Academic Personnel Office, and the central HR division to deliver a broad range of human resources services. It is characterized by a high degree of collaboration and coordination. The incumbent is responsible for recommending, developing, implementing, administering and/or evaluating the organizational design and human resources programs and services of the University Library. Participating as a member of the department's leadership team, the Director, Library OD and HR oversees staff HR and serves as the principal consultant on all staff personnel matters. The Director, Library OD and HR works closely with leaders within the department to develop and implement comprehensive people strategies that enable the organization to attract, develop, engage, and retain top talent. The Director, Library OD and HR is client-centric and thoroughly understands both the client's strategic objectives and day-to-day operations, and builds trusting relationships with its leaders and staff. The Director, Library OD and HR builds strong partnerships, collaborates, and coordinates with Central HR to ensure delivery of high quality, value-added services that align with organization's goals. The position serves as consultant to leadership on strategic decision-making, including organizational effectiveness, talent and performance management, leadership development and change management. The Director, Library OD and HR is accountable for all associated HR laws, policy, and regulatory compliance within scope of the position. The Director, Library OD and HR may also manage the coordination of a variety of campus initiatives. This position has a dual reporting relationship to the University Librarian and to the Associate Vice Chancellor for Human Resources.

  • Provides leadership to supervised staff and fosters a motivating and engaged environment. Establishes goals for supervised staff and works continuously with them to promote achievement of established goals. Effectively delegates, empowers supervised staff to make independent decisions at appropriate operational levels and holds them accountable for successful completion of assignments.

Recommends, develops, implements, administers and/or evaluates the organizational design and human resources programs and services of the University Library. Provides vision and administers efficient and effective operations through engagement in strategic planning, team leadership, assessment, continuous improvement and reporting. Works with client groups on highly complex re-organizations and staffing objectives to assist in meeting business objectives. Serves as a member of the University Librarian's Cabinet.

Applies advanced HR concepts to counsel senior managers on HR issues, employee and labor policies, procedures, and appropriate practices. Participates in collective bargaining, grievance administration and contract interpretation.
