Generic Scope

Department Custom Scope
The Energy Manager is a member of the UCR Facilities Services (FS) team and is responsible for oversight, planning, implementation and monitoring for all energy management programs, and purchased utilities for the campus and Facilities Services operations. Develops a campus-wide strategic energy plan, implements projects and programs to meet the campus and UC system-wide goals for energy management; develops and implements procurement strategies and oversees contract negotiations for purchase utilities; develops metrics for reporting for effectiveness and compliance. Evaluates and examines the existing utility infrastructure of the campus and identifies efficiencies for resource conservation, climate protection and cost savings. Actively identifies and models projects that require an investment and bring great value and savings to the institution, while meeting the overall campus goals for Academic, Research, Service, and Patient Care. Establishes polices and methods for energy management practices. Ensures continuity of communication and is responsible for communicating updates, changes, needs and impacts to internal and external stakeholders, as related to campus energy management programs. Organizes and leads collaboration with external partners and internal departments to ensure organizational communication and cooperation. Provides direct supervision to one (1) Energy Management Analyst. Positively promotes the organization by demonstrating a high value of professionalism and support for organizational values and expectations.

Key Responsibilities

Applies advanced technical project management concepts to address natural gas, biomethane, carbon management, energy efficiency, direct access and/or wholesale electric power.
  • Evaluates and examines the existing utility infrastructure of the campus and identifies efficiencies. Provides technical guidance, coordinates engineering evaluations of new technologies and strategies for future implementation. Monitors the effectiveness of individual projects by analyzing the consumption and demand before and after each retrofit project. Regularly leads analyses determining approaches, sources of data, methods, techniques and evaluation criteria for obtaining project results.

Provides the analysis for highly complex, project-related issues. Secures the funding for energy efficiency projects and commodity purchasing to lower the campus carbon footprint in support of campus carbon neutrality goals.
  • Reviews and assists with development of construction cost estimates; reviews detailed project budget and schedule; and ensures construction documents have required approvals. Identifies unusual problems or significant changes in project objectives; provides recommendation and solutions to energy management projects/programs.

Interacts with senior internal and external personnel.
  • Negotiates most efficient purchasing plans for the campus utilities and manages the contract terms. Acts as liaison between campus and the local energy and utility companies; develops positive working relationships with each utility; and understands the various rules and coordinating utility system improvements.

Responsible for overall project management.
  • Coordinates fund sources, data, technology, calculations, consulting resources and campus strategic energy policy to develop projects; provides status reports and answer questions accurately related to the progress of project activities. Works closely with academic departments and research staff to plan and schedule projects, providing the least possible impact to their mission.

May lead a team of technical project management professionals.
  • Provides technical advice and assistance to the campus community regarding potential impacts to utility infrastructure, structural systems, and code compliance issues involved in proceeding with the design and construction of a proposed project. Provides evaluations of alternate solutions and recommends ways to accomplish a desired project, while minimizing costs and impact on existing building systems and programs.

Responsible for the development and implementation process, products and services involving departmental or cross-functional teams focused on the delivery of new or existing products.
  • Works with minimal supervision; determines long-range goals and short-term objectives, initiates projects and analyzes results; coordinates complex projects with special sensitivity to the diverse academic environment. Produces high level strategic energy plans and progress reports presentable at an executive level to the Executive Director of Facilities Services and Vice Chancellor of Planning & Budget.

Assembles and directs large project team, develops detailed project plan, schedules and may monitor budget/spending (people and dollars).
  • Responsible for the management and analysis of the effectiveness of energy programs; works with a diverse group of campus customers and FS leadership. Actively identifies and models projects that require an investment and bring great value to UCR. Responsible for reviewing and verifying energy savings related to proposed projects, and ensuring that both simple and complex methods are used to calculate payback and appropriate documentation is filed for all energy related projects.

Monitors the project from initiation through delivery, including oversight of system integration, project and communications, interface with vendors and managing risk.
  • Analyzes and prioritizes project activities, while ensuring project requirements and project delivery schedules are met. Interprets whether contractor has fulfilled requirements of project contract documents and provides direction and solutions for satisfying deficiencies. Helps to identify and evaluate new promising energy management technologies.

Organizes the interdepartmental activities ensuring completion of the project/product on schedule and within budget constraints.
  • Identifies trends in energy and utility use and recommends appropriate application and operational changes for most efficient systems and use. Monitors and produces monthly and annual reports related to utility use. Coordinates payback analyses to justify funding projects that utilize energy savings funds. Forecasts utility consumption.

Provides operational support to various Facilities Services operating units based on need. Responsible for staffing, hiring, disciplinary action, performance management, etc. Motivates staff to meet departmental and organizational goals and objectives, striving for excellent customer service. Develops extensive insight across FS processes and consistently applies the end-to-end perspective in conjunction with meeting the service delivery objectives of FS Infrastructure and Energy Management.
