Custom Scope
Having wide-ranging accounting-related experience, uses expert accounting concepts and standards and organization objectives to resolve complex accounting issues and assignments where analysis of data requires an in-depth evaluation of variable factors and multiple sources of accounting and finance related information. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. Determines methods and procedures on new assignments. Internal and external contacts often pertain to accounting and financial reporting matters of significance to the department and the organization. Is considered a subject matter expert and often recognized as an expert externally in the industry.

Department Custom Scope
The Executive Director, Investment Accounting, UC Riverside Foundation (EDIA-UCRF) reports to the Associate Vice Chancellor of University Advancement, Administration, (AVC-UAA). The EDIA-UCRF serves as the Associate Treasurer of the UC Riverside Foundation and, as such, oversees all aspects of Foundation accounting and administrative affairs. These duties include analysis, management, and reporting of the Foundation investment portfolios; working closely with investment consultant to monitor the execution of strategies and actions to maximize the endowment set in motion by the Foundation volunteers; propose and monitor Foundation's annual operating budget; provide oversight of UC Riverside's endowment, scholarship and gift accounts, and work with the donor relations office, campus accounting, and academic units on financial structure of gifts. The EDIA-UCRF staffs the Board of Trustee's Investment and Audit committees as well as the Foundation's Treasurer to communicate investment policies, steps taken, activities needed as well as annual audit and budgeting process. Will manage and oversee the transition to an automated reporting system as well as manage two professional accountants. Will serve as the primary interface with outside investment advisory team and serve as liaison to the system-wide Controller's Office, Office of the Chief Investment Officer for the University of California Regents, and for private support issues and investment of Foundation assets with the Regents.

Leads development, implementation and maintenance efforts in one or a combination of comprehensive and complex general accounting systems.
  • Leads efforts to automate reporting and records to improve efficiency. Comprehensive oversight responsibility for the Foundation's full service stand-alone fund accounting and web-based electronic financial accounting/reporting system. In excess of 1000 funds and growing daily. Performs system replacement selection, implementation, and upgrades as necessary. Provides budget status updates to the Executive Committee. Provides analysis of complex gifts directed to The Regents or to the Foundation. Provides analytical support and financial strategies to development office staff in evaluation of gifts. Assists the AVC-UAA in staffing the Board of Trustees meetings and its various Committees and sub-Committees, including the Investment, Audit, and Executive Committees. Manages oversight responsibilities to ensure compliance with UC and UC Riverside policies and guidelines with respect to the UC Riverside Foundation, UC Riverside Support Groups, and other UC Riverside affiliated entities.

Leads others in the preparation, maintenance and reconciliation of journal entries and general ledger accounts.
  • Ensures the appropriate periodic financial status and management reports are provided to the units reflecting current status of gift funds (endowments, scholarships, current funds) and proposes corrective actions if necessary.

Provides record of assets, liabilities and other financial transactions.
  • Responsible for a system which provides for the overall management, safeguarding, and enhancement of the Foundation's endowment, current and life income fund assets through the timely and cost effective management of all investment portfolios (which include mutual fund-like investments, stocks, bonds, cash, etc) in accordance with Board policy. Responsible for development and maintenance of the complete system of internal controls and checks to ensure integrity, accuracy, and safeguarding of the assets through investment and accounting means. Includes managing cash flow. Monitors closely the Foundation's investment advisors (who, in turn, oversee the individual managers), reviews and critiques performance, provides information and updates to the AVC-UAA, Investment Committee, and Board of Trustees on a regular and ad hoc basis regarding enhancements/alterations in investment policy or mix. Establishes and maintains relationships with members of the Foundation Board, the Investment Committee, the Audit Committee, and the Foundation Treasurer to ensure seamless communications. Same with representatives of investment consulting firm, the staff in the UC Office of the President (UCOP) Treasurer's Office, and the colleagues at the other UC campuses in similar function/role. Prepare reports to the UC Office of the President, the Treasurer's Office, and to the National Association of College and University Business Officers {NACUBO) on the Foundation's investment assets, performance and activity.

  • Coordinates or develops investment research information requested or required by the UCRF Investment Committee. Oversees staff of two professional accountants. Allocates work, sets priorities, and provides guidance on all assignments. Develops cooperative team to produce appropriate reports, performs essential duties (eventually independently), and earns cross-campus respect for expertise and reliability. Assess training needs and assign opportunities for professional development. Support group oversight and responsibility.

Performs the most complex and advanced analysis techniques, understands past performance and determines present and future performance and/or resource allocations.
  • Responsibility for endowment administration management for all Foundation and Regents. Responsible for providing endowment information to UC Riverside Vice Chancellor's, Dean's, Department Chairs, Departmental Financial Officers, Office of the President, Development, and donors. Responsible for system in perpetuity, primary source for financial data regarding endowment, and carrying out UCOP, Regents, and Foundation policy regarding endowment administration. Develop, implement, and manage an endowment database system to ensure that endowment fund benefactors have sufficient information to use funds appropriately; that the system documents all reporting requirements; and notifies departments and Vice Chancellors of issues as they arise. Assist AVC-UAA and Development office in reviewing and analyzing proposed endowed gift agreements . Ensure agreements contain appropriate language and are manageable by either institution (The Regents or the Foundation) in perpetuity. Prepare annual report to UCOP and campus vice chancellors regarding status of campus endowment funds.

Directs the Foundation's and campus trust accounting and administration program; the management of separate annuity and unitrusts. Ensures compliance with laws regarding trust administration and standards of fiduciary care. Directs a system to ensure (1) payments and reporting to donors and income beneficiaries are accurate and timely; (2) annual income notifications to trust income beneficiaries and to the IRS are accurate and timely; and (3) annual trust tax returns preparation for all beneficiaries are accurate and timely. Assists UCOP Corporate Accounting and Investment Office with Regents trusts they invest on behalf of the Riverside campus. Acts as liaison between UCOP and UCR Planned Giving as necessary. Prepares annual trust administration reports to the UC Office of the President.
