Department Custom Scope
Under the direction of the Biosafety Officer, the incumbent will serve as the campus Assistant Biosafety Officer (ABSO) and High Containment Lab Director (HCLD). As the ABSO and HCLD, this individual will collaborate with the Biosafety Officer, other Environmental Health & Safety (EH&S) staff, campus faculty and staff in the efficient and integrated delivery of biosafety services. The incumbent performs routine and impromptu audits of research laboratories, provides training and applies technical knowledge in all campus-related biological safety issues and ensures safe procedures are properly followed and follows up with management as appropriate. In support of the Biosafety Officer, the incumbent will schedule and conduct independent general laboratory biosafety surveys and inspections to identify and evaluate a wide variety of potential hazards in the work place. The incumbent works with institutional committees including Institutional Biosafety Committee (IBC), Institutional Animal Care and Use Committee (IACUC), Institutional Research & Effectiveness (IRE), and High Containment Laboratory Oversight Group (HCLOG) to ensure the safe use of biohazardous materials in research. The incumbent will support all biosafety issues related to Federal, State and county regulations and guidelines.

Key Responsibilities

Description % Time
Develops, implements, and monitors environmental and safety programs, systems, procedures, and training in one or more of the following fields: industrial hygiene, environmental health, pest control, occupational safety, ergonomics, laboratory safety, biosafety, controlled substances, environmental protection, fire safety, radiation safety, hazardous materials control and hazardous waste management (may include shipping).
  • With general supervision from BioSafety Officer, responsible for oversight of the high containment biosafety program ensuring compliance with all applicable regulations including federal, state and county regulations and UC system-wide policies and guidelines. Ensures regular inventory and audit of high containment laboratories and biological agents, identification of deficiencies and overseeing the correction of all deficiencies.

Performs outreach and communication to organization within relevant field.
  • Serve as the Alternate Responsible Official (ARO) for the Federal Select Agent program (USDA/CDC) and carries out all responsibilities of RO to be in compliance with the Federal Select Agent Program. Acts as the ICDUR and as a voting member of the Institutional Review Entity (IRE) to be in compliance with the US Government Dual Use of Research of Concern policy ( DURC)

Performs technical work related to field(s) of expertise.
  • Supports the Biosafety Officer in the development and implementation of a comprehensive biological safety program including institutional biosafety policies, guidelines and procedures with emphasis on enhancing program quality and customer service and ensuring compliance with the National Institute of Health (NIH) guidelines for research involving recombinant and synthetic nucleic acids, Center for Disease Control & Prevention (CDC)/NIH Biosafety in Microbiological and Biomedical Laboratories, OSHA, Cal/OSHA and other applicable county, state, federal, and USDA regulations.

Monitors compliance and may serve as organization liaison with regulatory agencies.
  • Enhances and maintains a working relationship with Federal, State and County Regulatory Agencies (USDA, APHIS, Cal-OSHA, CDPH, local health care agencies, Fire Dept., etc.). Represents the interests of the campus to various agencies.

Inspects, investigates incidents and complaints, and recommends corrective action as needed.

  • Supports the biosafety officer in conducting routine compliance audits, identifying and coordinating corrective actions, and establishing and implementing effective control measures for biological hazards.

Provides training within several EH&S areas.
  • Work closely with research staff, faculty, students, research support units, other university units, institutional committees to promote safe practices, procedures, proper use of containment equipment and facilities assuring safety, biosecurity, and regulatory compliance.

Within specific field maintains knowledge/expertise on existing/proposed changes in all regulations; interprets and applies relevant laws, regulations, codes and standards, including making recommendations for work environment changes based on interpretations and principles of professional practices.
  • Participates as a key member of the campus High Containment Laboratory Oversight Group; Participates as a key member of the campus High Containment Laboratory Oversight Group (HCLOG), contributes and attends the UC system wide BSL 3 High Containment Oversight Committee meetings, system wide HCLD workgroup meetings and participates in UCOP High Containment Laboratory projects.(HCLOG).
