Generic Scope
Spends the majority of time (50% or more) achieving organizational objectives through the coordinated achievements of subordinate staff. Establishes departmental goals and objectives, functions with autonomy. Manages the accountability and stewardship of human, financial, and often physical resources in compliance with departmental and organizational goals and objectives. Ensures subordinate supervisors and professionals adhere to defined internal controls. Manages systems and procedures to protect departmental assets.

Custom Scope
Manages specific recruitment programs. Receives assignments in the form of objectives and determines how to manage and use professional recruiting staff and resources to meet schedules and goals. Oversees recruitment issues that are diverse in scope. Has interactions with internal and external contacts on issues of significance to the organization. Exercises strong judgment in interpreting and administering recruitment programs.

Department Custom Scope
Under the general direction of the Associate Vice Chancellor of Human Resources, this position is responsible for managing all facets of talent acquisition activity for UCR, which includes leading the talent acquisition team, developing and executing talent acquisition plans, initiating strategies for social media use, and applicant sourcing, screening, selection and recruitment. The position plays a key role in identifying improvements to processes and systems, and partners with hiring managers to develop effective and appropriate recruitment and selection plans in compliance with federal and state laws and regulations. The position has a strong customer service focus and ensures that talent management programs are tightly integrated with campus objectives pertaining to diversity and inclusion, in order to identify, select, promote and retain the best and most diverse workforce. The position also provides general oversight to the Employee and Organizational Development team.

Manages, through subordinates, assigned recruitment programs to support organization with on-going and special recruitment campaigns.
