Generic Scope

Custom Scope
For a senior leader (i.e. direct report to the President, Chancellor or Health System CEO), provides leadership and professional expertise for units at the highest levels of administration at the University. Develops and administers systems for managing information, projects and communications throughout unit; functions with a high degree of autonomy. Significant barriers to entry exist at this level (e.g., may require the approval of senior leadership).

Department Custom Scope
This position provides executive level support to the Vice Chancellor for Research and Economic Development and serves as a resource to the Vice Chancellor's Office staff. In addition, the incumbent provides administrative support to other senior level managers in Research and Economic Development, including the Senior Associate Vice Chancellor and Chief Financial and Administrative Officer. The incumbent must maintain a professional, positive, and open environment reflective of the Vice Chancellor's priorities and management style. Independent judgment, an understanding of the academic and administrative issues with which the Vice Chancellor is concerned, and excellent interpersonal skills are required to represent the Vice Chancellor. The incumbent must be able to maintain a high level of confidentiality, tact, and decisiveness while working under the pressure of constantly changing priorities, unanticipated urgent demands, and multiple tasks and projects with competing deadlines.

Key Responsibilities

Description % Time
Directs the daily administrative operations for the executive's office.
  • Provides comprehensive planning and administrative support for the VC RED Office, including travel planning and reimbursements. Manages the front desk operations and processes all correspondence for the VC's suite. Reviews all incoming mail to determine actions needed and routes as appropriate, providing pertinent background material and highlighting urgent items. Processes purchase requisitions and orders using campus on-line systems and uses procurement card as necessary. Processes online work orders for printing, communications, facilities, and transportation. Coordinates entertainment business-related meetings and events logistics. These responsibilities are inclusive of the following: securing event/meeting location, identifying appropriate vendors, handling RSVP lists, providing on-site support, and finalizing all required paperwork after event is completed. Arranges for the maintenance of office equipment. Processes reimbursements and routes invoices accordingly. Assures accuracy of these purchases and maintains proper archives. Ensure the use of appropriate FAUs (coding of accounting information). Ensures financial transactions comply with campus policies and procedures.

Functions as the gatekeeper, understanding the requirements of the executive, in order to prioritize issues according to urgency and to allocate time accordingly.
  • Manages a complex and tightly-booked calendar for the Vice Chancellor. Interacts with high-level contacts or their representatives, requiring a high-level of political acumen, diplomacy and discretion. Provides relevant background and briefing materials in advance of meetings. Develops meeting agendas with consideration of current issues and in consultation with the Vice Chancellor and others. Coordinates necessary arrangements for presentations and special items. Coordinates and staffs committees as needed. Works closely with staff in RED for requests requiring the VC's approval.

Briefs executive in a timely fashion, with regard to priorities and deadlines, on the status of pending issues.
  • Acts as a focal point for a wide variety of issues confronting the Vice Chancellor's office; anticipates the needs of the Vice Chancellor and acts in advance of consultation with the Vice Chancellor when appropriate. Coordinates with all responsible parties, convenes meetings, and sets agendas to discuss and resolve issues, presents recommended course of action to the Vice Chancellor, and follows through on implementation of decisions.

Prepares responses to urgent divisional requests on behalf of the executive; takes charge of complex and highly sensitive matters, and independently investigates issues and problems.
  • Serves as the focal point and liaison for incoming communications. Coordinates with other high level administrative and academic offices at UCR, UCOP, other institutions, and external agencies. Responds to inquiries from faculty, staff and community members on a wide variety of topics and reviews responses prepared by others.

Researches, compiles and summarizes complex and/or highly sensitive issues, policies and topics; provides background information, talking points and briefing materials for the executive.
  • Maintains understanding of campus policy and procedure in order to effectively support executive leadership. Recommends and drafts exceptional approvals for review by the Senior Administrative Officer and CFAO when necessary. Anticipates and identifies critical issues, performs research and data collection, obtains advice and input from campus resources as necessary, and formulates solutions prior to consultation with the Vice Chancellor. Prepares the Vice Chancellor for participation in meetings and arranges for and participates in briefings.

Provides administrative support to other senior level managers in RED, including the Senior Associate Vice Chancellor for Research and Economic Development and the Chief Financial and Administrative Officer.

Coordinates the Limited Submission process in conjunction with Sponsored Programs Administration, Research Development, and College Office staff.

Composes publications and other high impact communications on behalf of the Vice Chancellor. Manages the VCRED newsletters, soliciting and composing content and editing the final draft for release. Responsible for developing and managing the overall social media strategy for Research and Economic Development. Manages and updates content for the Research and Economic Development websites.
