Department Custom Scope
Under the general direction of the Chemical Hygiene Officer/Lab Safety Supervisor, the Research Safety Specialist & Personal Protective Equipment (PPE) Coordinator serves as the representative from Environmental Health & Safety (EH&S) who provides technical guidance to campus research laboratories on compliance with campus safety standards, federal and state regulations. The incumbent schedules and conducts independent laboratory safety evaluations to identify and evaluate a wide variety of potential hazards in the work place; submits timely reports; conducts timely follow-up to corrective actions and recommendations until items are resolved; and assists with the development and implementation of the lab safety program according to EH&S departmental procedures. The incumbent conducts incident investigations, recommends appropriate resolutions based on root cause analysis, and compiles lessons learned from incidents. The incumbent develops technical content and delivers formal training via various media platforms. The incumbent also serves as the expert who assists, identifies, and coordinates the distribution of lab coats, safety eye-wear and other personal protective equipment to campus research laboratories and campus support staff based on risk and hazard tools. The incumbent is responsible for training researchers in safety issues related to personal protective equipment. The incumbent ensures compliance with University of California Office of the President (UCOP) PPE Policy by overseeing, monitoring and managing compliance of PPE use in all areas involving hazardous materials and campus research laboratories to ensure safe procedures are properly followed. The incumbent works directly with EH&S leadership in the development, implementation, and monitoring of an effective PPE program; anticipate PPE needs, manages and maintains inventory, develops and manages PPE compliance metrics, manages monthly billing reports and ensures the accuracy of billing through systematic and routine audits, and recommends and implements corrective actions. Collaborates with campus faculty, student and staff in the efficient and integrated delivery of PPE including training to the campus community. Also performs other lab safety tasks including, but not limited to, PPE consultations, general laboratory inspections, providing regulatory interpretation, technical advice and guidance, and addressing lab safety questions.

Key Responsibilities

Develops, implements, and monitors environmental and safety programs, systems, procedures, and training in one or more of the following fields: industrial hygiene, environmental health, pest control, occupational safety, ergonomics, laboratory safety, biosafety, controlled substances, environmental protection, fire safety, radiation safety, hazardous materials control and hazardous waste management (may include shipping).
  • Develops and implements the management of the campus Personal Protective Equipment (PPE) program including, but not limited to, receiving and maintaining PPE stock, maintaining the PPE showroom, assist in fitting PPE to faculty, staff, students, and visitors; recognize, anticipate, evaluate, and recommend PPE control measures for occupational health and safety risk factors that are associated with laboratory environment and campus facilities; ensures compliance with campus lab safety program and PPE use in laboratory and technical areas.

Performs outreach and communication to organization within relevant field.
  • Routinely liaises with the University of California system wide PPE and Lab Safety workgroup to share best practices and develops programs that supports campus safety. Serve as the campus expert on laboratory safety issues related to the implementation of the hazard assessment program, reaching out to students, faculty and staff to ensure lab safety, providing guidance and recommendations to ensure compliance with research protocols and regulatory requirements and the development and effectiveness of SOPs. Research questions and concerns from individual departments on issues arising from the assessment, ensuring recommendations are in compliance with research protocols, legal requirements, and UC policies. Analyze assessment data and individual questions from departments to facilitate information sharing among departments.

Performs technical work related to field(s) of expertise.
  • Evaluates safety hazards and analyze PPE use in laboratories and makes recommendations on mitigation and training needed to prevent injuries. Conduct laboratory inspections and identifies reasonable safety solutions to mitigate safety hazards. Analyze and compile audit results and communicates to EH&S management in a professional and easily understood manner.

Designs new and/or recommends improvements to existing processes and procedures.
  • Collaborates with stakeholders in the development and implementation of effective PPE program procedures to further reduce risk of injury or illness.

Monitors compliance and may serve as organization liaison with regulatory agencies.
  • Serves as the point of contact in regard to new legislative requirements and/or changes in policies and procedures to facilitate campus response strategies and document any resulting changes.

Inspects, investigates incidents and complaints, and recommends corrective action as needed.
  • Conducts expert laboratory safety inspections and provides technical guidance to comply with campus safety standards, federal and state regulations. Collaborates with supervisors and provides guidance in incident investigations. Ensures laboratory personnel are trained in the use of the automated laboratory hazard assessment program by conducting formal training programs and answering individual questions and concerns.

Drafts reports and other documentation, including use of relevant scientific data.
  • Provide written reports and metrics and measures on laboratory evaluations and the PPE program on a routine basis, either daily, weekly, quarterly, twice a year, or annually, depending on program requirements.

Conducts sampling and/or monitoring related to field(s) of expertise.
  • As part of the Emergency Response Team, may be required to work with Industrial Hygienst to conduct sampling or monitor potentially hazardous situations.

Provides training within several EH&S areas.
  • Works with Training & Communications Manager to develop, or improve, and deliver comprehensive training courses regarding hazard communication, personal protective equipment, accident investigation, laboratory safety, fire and life safety, the Chemical Hygiene Plan, and others as needs arise.

Creates and adjusts methodologies to meet changing regulatory and scientific environment.
  • Analyze the effectiveness of existing lab safety programs and develop creative solutions in the continued improvement of laboratory safety and PPE programs at UCR. Collaborates with EH&S staff in the delivery of services to the campus community. Assist laboratories in conducting hazard and safety analysis for high risk tasks, partnering with laboratory personnel to develop standard operating procedures (SOPs) and determine effectiveness.

Participate in the incident response system, responding as requested to after-hours incidents that require joint cooperation between Fire, Police, Facilities Services, EH&S, and other units. Work occasional evenings/nights, weekends, and holidays.
