Generic Scope
Oversees through subordinate managers a large department or multiple smaller units, OR manages a highly specialized technical function/team. Has significant responsibility to achieve broadly stated goals through subordinate managers. Determines objectives, directs programs, develops strategies and policies, manages human, financial, and physical resources, and functions with a high degree of autonomy. Proactively assesses risk to establish systems and procedures to protect organizational assets. Determines strategies for a program with organization-wide impact.

Custom Scope
Leads in the establishment of operational objectives and work plans for single or multiple programs, and delegates assignments to subordinate managers or professional staff. Assigned programmatic responsibility may include a broad scope, such as health science, research, international activities, policy, etc. Objectives are reviewed by senior management to determine success of the Ethics and Compliance program. Involved in developing, modifying and executing local policies that affect immediate operations and may also impact the entire organization.

Department Custom Scope
The Director heads the Office of Title IX, Equal Employment & Affirmative Action (Title IX/EEAA) and leads campus efforts to prevent and respond to discrimination, harassment, sexual violence, and discriminatory retaliation. The Director coordinates campus nondiscrimination, affirmative action and equal opportunity programs that strive to exceed legal requirements and fulfill the equity, fairness, and diversity goals of the University. The Director serves as the campus Title IX Officer. Supported by the Assistant Director and Deputy Title IX Officer, the Title IX Officer is responsible for campus implementation of the University of California Policy on Sexual Violence and Sexual Harassment (SVSH) and for campus efforts to prevent and remediate all forms of sex- and gender-based discrimination and harassment. Title IX/EEAA is part of the Chief Compliance unit, a team of compliance and ethics professionals, auditors, investigators, and affirmative action and equity specialists dedicated to the UC Ethical Values of integrity, excellence, accountability, and respect. The Director reports to the Associate Vice Chancellor and Chief Compliance Officer, with a dotted line to the UC Systemwide Title IX Director. The Director provides strategic guidance, advice and subject-matter expertise to senior administrators and other campus constituencies, and acts as campus liaison on related matters to regulators, the UC Office of the President and the community. This position supports the advocacy efforts of the Chancellor, Vice Chancellor, faculty, staff and in particular, the Chief Diversity Officer, as part of the broad UC commitment to equity and diversity. The Office of Title IX/EEAA works as part of a cross-campus team of investigators to address reports and complaints including through early resolution and formal investigation under established UC and campus policies and procedures. The Director is responsible for overseeing resolution of complaints of discrimination, harassment, and SVSH violations. The Director, in collaboration with campus partners, develops and delivers campus-wide harassment prevention and anti-discrimination education and awareness programs, including Title IX training for faculty, staff and students.

Typically functions as chief liaison for policy development for a particular program area of ethics and compliance. Recommends changes as needed.
  • Responsible for campus implementation of UC SVSH Policy, Policy on Discrimination, Harassment and Retaliation in the Workplace, and other nondiscrimination policies, including maintenance of related local implementing procedures.

Manages and directs the activities in area(s) of responsibility of ethics and compliance, in accordance with internal policy and external regulations.

Serves as subject matter expert in main areas of responsibility. Reviews and advises management on specific programmatic needs. Maintains subject matter expertise and promotes growth and development of staff.

Works with management in all areas to promote a culture of accountability, ethics, and compliance. Oversees the development and coordination of policy communications; formulates long-term strategies for education and implementation. Manages controversial situations or negotiations affecting the location.
  • Partners with Human Resources, Student Affairs, Academic Personnel, Diversity, Equity & Inclusion and other campus partners in promoting diversity, respect, and non-discrimination policies and expectations. Develops education and awareness programs designed to prevent discrimination, harassment and sexual violence, including compliance with VAWA regulations.

Oversees resolution of internal and external complaints of discrimination, harassment, or SVSH violations, including through informal resolution and formal investigations in compliance with applicable procedures. Partners with the CCO/LDO in assessment of complaints and reports, including determination of resolution options. Member of the Investigations Group.

Represents UCR on related issues to external entities and serves on systemwide committees.

Expert knowledge of federal and state laws and regulations, case law, and guidance related to discrimination and harassment in the educational and employment setting, including Title VI, Title VII, Title IX, VAWA, FEHA, ADA/Rehabilitation Act, ADEA and Age Discrimination Act. Required
Demonstrated skill, sensitivity and experience interacting with students, faculty, staff and other constituents who are diverse in characteristics such as age, education level, race, gender identity and expression, ability, and socioeconomic backgrounds in a culturally-competent manner. Required
Demonstrated understanding of the relevance of trauma in the context of sexual violence (for example, the neurobiology of trauma and trauma-informed investigation techniques). Required
