Generic Scope

Custom Scope
Manages a centralized student services unit or a group of student services advisors in a department, school, or college. Formulates policies and procedures for the student services program. Develops the long term organizational goals of the unit. Manages the financial and human resources for the program.

Department Custom Scope
The Director oversees all services provided by the International Students and Scholars Office (ISS) and manages a full range of activities that support the enrollment, academic and social success, retention, lawful statutes, personal well-being, employment and travel of international students and scholars. Manages international education, I-20 functions, exchange programs, advising services, and outreach activities, including responsibility of approximately 2,500 international students and Scholars, International Students and Scholars facility operations, fiscal planning, and community involvement. Develops and implements a strategic plan for the International Students and Scholars unit. Oversees career staff, student assistants, and the unit's budget. Collaborates with campus colleagues to increase international student enrollment, expand and enhance support to international students and scholars and create new opportunities that will significantly increase cultural engagements between international and domestic students and scholars. The director is responsible for establishing and sustaining an organizational culture of service excellence and collaboration.

Manages student services programs.
  • Provide oversight, professional support and leadership guidance for ISS Program, ensuring compliance with federal regulations, appropriate documentation, advising services and maintenance of status for over 2,500 international students. Responsible for compliance and efficient record keeping, ensuring that the ISS data management and information systems are interactive with core campus information systems and in compliance with Student & Exchange Visitor Information Systems (SEVIS) regulations. In collaboration with the Associate Director, proposes, develops, and implements new international programs and enhances existing programs such as International Orientation. Promotes global learning and interactions between domestic and international students and faculty.

Provides direction to professional student services advisors on the more complex issues encountered.

Plans, develops, and administers the student services budget for the organization.
  • Oversees departmental operating budgets, work closely with Business Officers and Associate Directors to establish budget priorities that are consistent with campus, divisional, and departmental goals and objectives. Interprets and applies university policies to ensure appropriate use of funds, research and develop new sources of grant funding to augment resources available to department and to fund new initiatives.

Makes decisions on performance, salary actions, hiring decisions and other human resources related issues of managed staff.
  • Directs ISS front office operations. Supervises ISS staff and student assistants, including hiring, training, evaluating and administering corrective actions as needed. Develops, encourages, promotes, and mentors professional growth and staff development of professional and student staff at all levels. Develops and communicates performance and evaluation standards for staff at all levels.

  • Develops and implements a strategic plan for International Students and Scholars office with full participation of all internal and key external stakeholders that supports University of California Riverside and International Affairs strategic initiatives, campus-wide internationalization, and addresses International Affairs core mission, including future goals, organizational changes, resources need, strategic campus linkages, and benchmarks to measure progress over time.

Evaluates the effectiveness of the student services function, and makes changes to the program to provide better service to organizational management, faculty, and students.
  • In collaboration with Associate Director, determine campus policies and procedures to best serve campus departments while complying fully with government regulations and campus standards.

Represents the student services unit to the organization community and relevant external constituencies.
  • Representing the international students and scholars unit fosters a collegial atmosphere among and between staff and various other campus departments and constituents. Ensures compliance with university personnel policies and regulations.

  • Coordinates complex and sophisticated projects that have significant ramifications in areas encompassing policy, data analysis, workflow, finance, personnel, publications, and web design. Using a thorough understanding of issues affecting the unit, and an ability to take initiative, anticipate what will be needed. Conducts research, develop feasible options and implement the needed changes.

Provide leadership and oversight of crisis and emergency situations involving international students and scholars, collaborating closely with the Vice Provost of International Affairs, Student Affairs, Academic Personnel, Undergraduate Education and the colleges.

Coordinates Permanent Residency process for the campus as well as function as the subject matter experts for Academic Personnel on postdoctoral scholars. Serves as the Training Program Liaison for the University School of Medicine to coordinate with the Educational Commission for Foreign Medical Graduates (ECFMG). Works closely with the Education Abroad Director on the administration of the UC Education Abroad Program (UCEAP), UCEAP reciprocal exchanges at UC Riverside; and continue development of Opportunities Abroad program options.

Works with the Communication Director to oversee the development, production, and distribution of information to students & scholars through the website, publications, and listservs. In consultation with Communications Manager, directs and coordinates outreach and communication policies, practices and materials in order to interact effectively with constituencies via telephone, in person, internet, email, mail, and publications. Works with Communications Manager to develop new communications to the university community and public to reflect changing programs, policies, and procedures. Collaborates with Communications Manager and University Communications in responding to public and press inquiries about international students, scholars, and education issues and events. Works with Communications Manager to develop marketing to promote international education services, programs, and initiatives.

Participates on behalf of UC Riverside in external national and international professional organizations. Remains active in professional networks and associations. Establishes and maintains professional contacts to enable UC Riverside to be up to date on key trends, innovations, best practices and issues in international education and in collaboration with Fulbright Campus Representative, Serve as Fulbright Program and National Security Education Program liaison in International Affairs. Ensures on-time delivery of applications for national deadlines. Develops post-award services. Serves as liaison to the Academic Senate Committee on International Education (CIE).

Collaborates with key stakeholders related to campus internationalization, international agreements and partnerships, diversity initiatives, and international risk management. Maintains close programmatic and collaborative ties and mutually beneficial working relationships with student affairs, academic colleges and departments and University Extension. Serves as a key campus resource providing expert, reliable information regarding campus international education trends, models and best practices, issues affecting study abroad participation and international students; and strategies to increase intercultural communication competencies.

Manages Scholar Services: Provide general oversight, professional support, and guidance for International Scholars Program, ensuring compliance with federal regulations, appropriate documentation, advising services and maintenance of status. Oversee J-1 scholar advisors and Case Management Coordinator advising, workload, and programming activities. Closely supervise the processing of H-1B petitions and provide training to internal ISS staff to act as back-up support as applicable. Function as the Subject Matter Expert for the campus on employment-based visas. Advise colleges/departments, visiting scholars/researchers. Facilitates UCR employment-based petitions outsourced to consulting immigration attorneys. Offer training and workshops for colleges and departments. Develop and oversee the implementation of cross-cultural programming for visiting scholars and their dependents. Responsible for the management and development of the scholars operating budget following the campus recharge self-supported models.

Manages International Affairs Front Desk : Oversees front desk operations via front desk student staff by coordinating recruitments and providing recommendations for selection, training, evaluation, and termination. Manage scheduling and supervision of student employees to provide reception services to education abroad students, international scholars, students and other community members in a welcoming and courteous manner and ensures continuous coverage of front desk during university business hours, including personally serving at the front desk when needed. Models exemplary behavior for front desk service: punctuality, hospitality, customer service, front office tidiness and organization, a high level of professionalism and intercultural sensitivity in a fast-paced, multilingual and culturally diverse environment; open and appropriate communication; professional development and training; positive interpersonal relationships with IA staff and colleagues; maintains current knowledge of IA's mission, vision, values and activities.
