Custom Scope

Works under direction of higher-level officer where some interpretation of established work policies and procedures is required, and, at times deviation from standard work practices may be needed.

Department Custom Scope
The Licensing Officer will primarily be responsible for managing the commercialization of the engineering intellectual property (IP) portfolio. The Licensing Officer will focus on research, assessment, and marketing of UCR IP, negotiating technology transfer agreements, monitoring licensee performance and obligations, and engagement with faculty and students to support technology transfer and entrepreneurial activities on campus and commercialization of their inventions. The incumbent is expected to interact with internal and external stakeholders, including others on the Technology Commercialization and Technology Partnerships team, UCR faculty and students, entrepreneurs, and industry partners. The Licensing Officer should be a customer-service oriented professional with working knowledge and experience in technology transfer, the ability to communicate effectively and plan, organize, and prioritize assignments and work with guidance to complete assignments. This position will report to the Director of Technology Commercialization as part of the Office of Technology Partnerships within Research and Economic Development at the University of California, Riverside.

Key Responsibilities

Applies intellectual property/technology licensing/transfer professional concepts to evaluate commercial potential, formulate and implement licensing strategy, and negotiate and draft agreements for a portfolio of inventions.
  • Performs research and assessment of entire engineering intellectual property portfolio for commercialization opportunities, including but not limited to identifying: technology development pathway, commercialization ecosystem, competitive landscape, customer discovery, market validation, value proposition, and patent recommendation. Assessments will be completed, for each invention, in a written report/presentation format and presented during technology evaluation meetings.

Under general supervision, researches and collects data on markets and corporations to identify potential licensees that have the highest probability of successfully commercializing a technology or intellectual property.
  • May participate in entrepreneurial training activities to conduct market research and customer discovery, such as Innovat'R I-Corps Workshop.

Participates in the marketing efforts of new technology to potential industrial partners and startups.
  • Develop marketing material (one-page non-confidential disclosures, informational slides, executive summary, abstracts) for each available invention in portfolio. Market technologies and engage with potential industry partners or entrepreneurs to facilitate technology transfer of inventions.

Assists with conducting legal and/or policy analysis and recommends exceptions to policy.
  • In addition, advises on intellectual property clauses, contracts and agreements in sponsored and collaborative research agreements.

Applies professional intellectual property/technology transfer concepts to analyze and develop commercialization strategies.
  • On a regular and recurring basis, meets with researchers to review research direction in order to develop a commercialization strategy, review commercialization efforts undertaken by Licensing Officer of the researchers' IP portfolio, and review federal grants and industry contract reports for identification of potentially commercializable IP. This will be accomplished in coordination with the IP Analyst and members from the Entrepreneurial Programs within the Office of Technology Partnerships, as necessary.

Monitors licensee compliance with all licensing obligations, works with more senior level officers to intervene or initiate action when commitments are not met.
  • Responsibilities include monitoring licensee performance, progress reports, due diligence, milestones, fees and patent cost reimbursements are being paid on time.
