Department Custom Scope
Under the supervision of the Senior Associate Dean of Research for the School of Medicine, the Laboratory Facilities, Training & Safety Manager establishes and manages laboratories and safety protocols for the School of Medicine's research laboratories. The Lab Facilities, Training & Safety Manager oversees the SOM's laboratories (currently 22). The major duties include: overseeing the facilities operation, space utilization, training, and safety of the research labs; determining the design and maintenance of the labs, including the procurement of experimental equipment and repair services; serving as the Lab Safety Officer ensuring EH&S compliance; and assist in developing, maintaining and implementing procedures for the BSL2 and BSL3 labs. Additionally, this position provides oversight to the shipping and receiving operation for the SOM.

Key Responsibilities

Description % Time
Works with management to coordinate and manage capital improvement projects with Capital Projects and actively participates on committees and/or meetings concerning capital improvements to departmental facilities. Works with onsite contractors and other vendors to coordinate work schedules, facilitate emergency access, and track progress of work.
  • Routinely analyzes the appearance, structural integrity, security, personnel, equipment safety, and all building mechanical systems such as air conditioning, electrical power support equipment, domestic water system and fire suppression system, plumbing and other piping systems and the fabrication and repair of building systems and equipment. Oversees Biomed/Research departmental equipment service contracts and repairs. Provides vendor contacts for faculty-owned equipment. Submits work orders, tracks progress and follows up if necessary.

Assists management in development of annual facilities budget.

May serve as "Department Access Key Controller" as defined by the UCPD Access Control Policy, maintaining accurate records of all access control activities, ensuring appropriate authority prior to issuing keys, ordering replacement keys as needed, recovering department keys from departing personnel, reporting any failure to recover access control keys to department management and UCPD, and securely storing unassigned keys in the department's UCPD-approved cabinets.
  • Oversees access control for SOM Research facilities and Core facilities. Receives requests for access, submits requests for badge access and follows current approval methodology (for key assignments).

May act as Building Coordinator for organization emergency/disaster preparedness for assigned venues, serves as the communication liaison between organization service agencies and building occupants, and prepares building response plans and coordinates education and planning in this area for all building occupants.
  • Serves as after-hours contact in case of emergency.

Conducts regular periodic rounds to inspect areas for security, fire and accident hazards and takes appropriate action as required, including reporting infractions of fire and building codes, building rules and other building irregularities to management.

May act as representative of organization safety committee, organization building emergency committee, and organization ergonomic program, and is responsible for departmental compliance with OSHA/EH&S regulations regarding state and organization policies and procedures, and works to implement safety and emergency preparedness policies and procedures with staff, including maintaining first aid supplies, fire extinguishers and other safety equipment.
  • Serves as Lab Safety Officer and liaison with campus Environmental Health & Safety. Leads lab monthly meetings and provides ongoing communications to SOM researchers.

Space utilization: decommission laboratory space. Coordinates all SOM research facilities space assignments (offices, research labs, storage, etc.) and provide periodic reports to SAD of Research. Provide recommendations for new SOM research facilities space assignments for new programs, faculty, core facilities, etc. Coordinates efforts and responses for additional space needs. Recommends and implements adjustments, as necessary, with approval from SAD of Research. Coordinates with faculty and staff to plan and execute modifications to existing space. Monitors construction stages, ensures that schedule, budget and design specifications are met, and ensures adherence to appropriate campus policies. Organizes and coordinates relocation of labs and office space, including wiring, equipment installation, determining, specifying and costing out electrical, plumbing, lighting and communication infrastructure. Monitors the conditions of assigned space and takes appropriate actions to ensure the safety and functionality of space. Monitors the continuous growth in lab personnel, to ensure proper practices, safety and space utilization. Coordinates with department personnel to ensure that information pertaining to space assignments is promptly and accurately updated in the FMS system. Assists with the development, certification and implementation of required procedures for operating BSL2 and BSL3 labs. Coordinates lab moves between institutions/locations, including interaction with ORED for grant transfers and IACUC for animal transfers.

Training and Safety: provides oversight of training activities, maintains training records for all SOM lab members that require training, and monitors for effectiveness. Works closely with UCR EH&S department to ensure existing safety and training programs at SOM are in compliance with all applicable federal, state and local regulations. Conducts BSL2 lab safety assessments, remediation and education to volunteers, staff, students and faculty. Keeps a current list of researchers in SOM labs and training status. Assigns necessary training modules via LMS system. Receives and monitors regular training reports and takes appropriate action when necessary.

Oversight of Shipping and Receiving: responsible for the oversight of the day to day SOM Shipping and Receiving center, which provides support to all all SOM divisions, departments and units and coordinates receiving and delivery fo all SOM mail and package deliveries. Develops online tools for faculty and staff to request shipping services: FedEx, return of equipment, etc. Coordinates and schedules coverage of the center and ensures center is staffed in order to provide proper controls over the materials received. Supervises Mailroom Supervisor and student employees, including hiring, training and performance management.
