Generic Scope

Responsible for managing the administrative operations of a school, OR a medium to large academic department, OR several small departments within a college, OR a medium to large non-academic department. Typically includes all or most of the following functions: IT, facilities, student services, contracts and grants, budgetary financial management and/or human resources. Manages a professional staff, typically large, and/or comprised of professionals in various fields. Assumes accountability for decisions made by subordinates. Performs long and short term planning for function. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

Department Custom Scope
The Financial and Administrative Officer (FAO) is a critical position providing leadership in the management of financial, personnel, student affairs, facilities, administrative and research support operations for a large academic department in the Marlan and Rosemary Bourns College of Engineering (BCOE). This position also provides administrative and financial leadership in the management of two academic departments, the Department of Chemical and Environmental Engineering (CEE) and the Department of Bioengineering (BIEN) and several research centers. Additionally, the FAO also provides leadership in financial and administrative support operations for the interdepartmental graduate programs and research labs within CEE and BIEN, which are engaged in cutting-edge research. As the Financial and Administrative Officer, the incumbent provides daily management and oversight of four administrative teams (10 staff positions direct/indirect) which include Instructional Lab Support/Facilities & Safety,Contracts and Grants Administration, Financial and Business Operations, and Graduate Student Support.The management functions are highly complex, encompassing teaching, extensive research and outreach components and include approximately $14 Million in state appropriations and $8 million in contract and grants administered over 269 discreet fund sources. The administrative unit supports 40 faculty positions and approximately 200 non-senate academics, postdocs, graduate students & administrative staff.

  • Manages daily activities of Chemical & Environmental Engineering (CEE), Bioengineering (BIEN), and affiliate center staff, determines staffing needs, and allocates administrative support to department projects. Manages and evaluates performance of staff; recruits, hires, develops, motivates, promotes, and monitors professional growth and staff development. As the Financial and Administrative Officer, the incumbent provides daily management and oversight of four administrative teams which include Instructional Lab support/Facilities & Safety, Financial and Business Operations, Personnel and Graduate Student Support.

Prepares short and long range planning for administrative services operations and improvements to processes. Establishes and recommends change to policies which affect the assigned unit(s).
  • Makes recommendations for developing strategic and other long-range plans which would best achieve the teaching, research and service missions of the division. Provides strategic direction and management of the division. Interprets and ensures compliance with federal/state laws and regulations, and University policies regarding personnel matters for staff, faculty, volunteers and students.

Develops and monitors operational and budget processes, staff FTE, finance, human resources and space planning.
  • Oversees the development of the financial infrastructure of CEE and BIEN; oversees financial management of all Departmental and Program operating funds; oversees the development and design of systems and fiscal structures; oversees and approves multi-year and long-range budgets, budget projections, and annual financial reports; Oversees long & short term planning for space needs of the Department and Research Centers. Advises the Chair and Directors concerning all matters pertaining to sound fiscal management. Responds to inquiries from the Dean's Office and the campus.

Manages systems and procedures to protect departmental assets.
  • The FAO's budget and financial services responsibilities encompass revenue planning, financial controls, compliance assurance, management reporting, and strategic resource planning.

Oversees the preparation and management of grant and contract proposals involving a diverse and/or wide variety of funding sources and agencies.
  • Participates in the grant process, external reviews, grant applications, and other high level activities that will affect the direction of department and center's research. Develops research protocols and other materials needed for Institutional Review Board ( IRB); serves as liaison to UCR IRB and other collaborating IRBs. Troubleshoots often complex challenges arising in the course of research projects.

Represents the department on business affairs to the institution community.
  • Represents CEE and BIEN at College and campus meetings as needed; and serves on various internal and external committees representing CEE and BIEN and Programs.

Develops and prepares budgets and financial reports for grants, general appropriations, endowments and other funds. Funds appropriations are typically moderate in complexity.
  • Develops and manages budgets for individual research projects. Ensures that research reporting requirements are met, and that CEE and BIEN meets highest ethical standards.
