Department Custom Scope
Under the general direction of the Associate Vice Chancellor for Research, the Export Control Officer manages the export control program at UC Riverside. The incumbent will be the primary point of contact for the day-to-day operation and implementation of the campus's export control program to ensure compliance with federal laws and university policies and procedures relating to export controls, economic sanctions, and secure research. The Export Control Officer will independently respond to inquiries related to export control related to research and advise campus constituents on regulatory requirements, and creative solutions to address complicated export control situations, keeping leadership informed and involved as necessary. The incumbent works closely with campus partners to facilitate campus-wide training and compliance. The Export Control Officer independently secures necessary approvals and authorizations to facilitate the campus's export control program.

Serves as technical/analytical expert/advisor to director, faculty, national and systemwide committees and professional organizations.

Advises faculty planning large, multi-faceted or complicated research projects on relevant research compliance issues; coordination with other organization units or outside organizations, etcetera.
  • Provides information on export control laws, regulations, policies, and procedures to University staff and researchers. Notifies researchers and staff of export license requirements needed on sponsored research proposals with export control special reviews. Develops hand carry letters for temporary exports. Drafts End User Statements based on template to provide to vendors for purchasing of export restricted items. Drafts export control determinations and consults with AVC for Research on recommended actions. Communicates directly with investigators to resolve all concerns as identified during the review process. Gather additional information required for export license reviews. Work with faculty and staff to determine classification and use by individuals and facilities involved to determine whether a technology control plan is needed and export licenses or license exceptions may be required.

  • Issues formal communications to funding agencies and other regulatory organization units. Support the preparation, agency submittal, and monitoring of export licensing authorizations and exceptions/exemptions. File Electronic Export Information (EEI) in the Automated Commercial Environment (ACE) or work with UC authorized freight forwarders to ensure EEIs are filed properly to meet export regulation requirements. File Fish and Wildlife eDecs and support other campus filers through training on the system and advising on required export documentation.

Independently reviews and analyzes export control activities. Obtains government approvals such as licenses or registrations.
  • Review research and non-research related activities (e.g., travel, shipments abroad, etc.) as they relate to export control. Review low risk agreements (sponsored and unfunded Material Transfer Agreements, Non Disclosure Agreements, Service Agreements, etc.) based on export risk factor matrix and update export control special review on sponsored research or provide response to Export Control Officer for further review. Review and analyze basic international shipments (RPS, sanctioned country reviews, materials on approved export list). Request export classification from vendors/manufacturers. Analyze and determine harmonized tariff codes for commodities developed by UCR or when manufacturers have not provided it. Maintain Export Classification log . Determine equipment classifications and license exemptions and exceptions; identify and recognize embargoed and sanctioned countries for further export review by Export Control Officer. When necessary, perform and evaluate restricted party screenings.

Drafts/proposes new organization-wide policies and procedures for department based on analysis of issues facing organization oversight committees, institution and national groups. Applies advanced research compliance concepts, interprets and applies a wide variety of highly complex policies, regulations and guidelines governing research compliance and/or disclosures.
  • Develops and revises standard operating procedures and guidelines. Reviews, edits and implements enhanced export control policies and procedures for the university's export compliance program.

Regularly develops or oversees development of specialized training for departments and individuals.
  • Develops and delivers training for individuals and departments on relevant compliance processes, forms and policies. Provides training and support to those individuals who handle restricted party screenings for export transactions. Advises researchers and staff on forms and processes for Export Control Office.

Determines the appropriate level of review in triage. Export control work flow intake/triage, management and tracking by fielding phone calls and managing the export control email box tagging emails for review by category and determine level of review required and escalate reviews to AVC for Research. Log transactions in export review log. File and maintain records for transactions.

Demonstrated knowledge of federal laws and regulations (NISPOM, etc.) pertaining to government industrial security programs, including knowledge of controlled material management and federal contract requirements.
