Department Custom Scope
Under the general direction of the Research Safety Manager and with a dotted line reporting to the Senior Industrial Hygienist, the Industrial Hygienist/Personal Protective Equipment (PPE) Coordinator serves as the subject matter expert who assists, identifies, and coordinates the distribution of lab coats, safety eye-wear, respirators and other personal protective equipment to campus research laboratories and campus support staff based on risk and hazard assessments. The incumbent is responsible for training personnel in the proper use of personal protective equipment. The incumbent ensures compliance with University of California Office of the President (UCOP) PPE Policy by overseeing, monitoring and managing compliance of PPE use in all areas involving hazardous materials and campus research laboratories to ensure safe procedures are properly followed. The incumbent works directly with EH&S leadership in the development, implementation, and monitoring of an effective PPE program; anticipate PPE needs, manages and maintains inventory, develops and manages PPE compliance metrics, manages monthly billing reports and ensures the accuracy of billing through systematic and routine audits, and recommends and implements corrective actions. Collaborates with campus faculty, student and staff in the efficient and integrated delivery of PPE including training to the campus community. Also performs other lab safety tasks including, but not limited to, PPE consultations, general laboratory inspections, providing regulatory interpretation, technical advice and guidance, and addressing lab safety questions. The incumbent also provides support to the campus community in the field of industrial hygiene and campus health and safety programs or services. The incumbent helps the campus comply with state and federal safety regulations and provides guidance and assistance to campus employees so that they will work in accordance with applicable health, safety, and environmental laws, regulations and good practice. This position will be responsible for managing the department's industrial hygiene equipment. This includes equipment calibration, maintenance, inventory and cross training other EH&S professionals on appropriate use and interpretation of sampling data. Incumbent will routinely use equipment for personal and environmental monitoring/sampling needs, interpret results and write reports to provide recommendations to reduce potential exposures to hazardous materials and conditions.

Key Responsibilities

Develops, implements, and monitors environmental and safety programs, systems, procedures, and training in one or more of the following fields: industrial hygiene, environmental health, pest control, occupational safety, ergonomics, laboratory safety, biosafety, controlled substances, environmental protection, fire safety, radiation safety, hazardous materials control and hazardous waste management (may include shipping).
  • Develops and implements the management of the campus Personal Protective Equipment (PPE) program including, but not limited to, receiving and maintaining PPE stock, maintaining the PPE showroom, assists in fitting PPE to faculty, staff, students, and visitors; recognizes, anticipates, evaluates, and recommends PPE control measures for occupational health and safety risk factors that are associated with laboratory environment and campus facilities; ensures compliance with campus lab safety program and PPE use in laboratory and technical areas. Industrial hygiene programs may include but are not limited to personal or bulk sampling, respiratory protection, fume hood program and other local exhaust ventilation systems.

Performs outreach and communication to organization within relevant field.
  • Routinely liaises with the University of California system wide PPE and Lab Safety workgroup to share best practices and develops programs that supports campus safety. Serves as the campus expert on laboratory safety issues related to the implementation of the hazard assessment program, reaching out to students, faculty and staff to ensure lab safety, providing guidance and recommendations to ensure compliance with research and industrial hygiene protocols and regulatory requirements and the development and effectiveness of SOPs. Researches questions and concerns from individual departments on issues arising from the assessment, ensuring recommendations are in compliance with research protocols, legal requirements, and UC policies. Analyzes assessment data and individual questions from departments to facilitate information sharing among departments.

Performs technical work related to field(s) of expertise.
  • Analyzes PPE use in laboratories and makes recommendations on mitigation and training needed to prevent injuries. Conducts laboratory inspections and identifies reasonable safety solutions to mitigate safety hazards. Analyzes and compiles audit results and communicates to EH&S management in a professional and easily understood manner. Performs asbestos, lead and other hazardous materials sampling, monitoring and record keeping. Keeps inventory of industrial hygiene equipment, calibration and testing. Assesses indoor air and environmental quality, analyzes and communicates clear and concise results and interpretation. Responds to safety concerns and determines appropriate testing parameters based on regulatory requirements and industry best practices.

Designs new and/or recommends improvements to existing processes and procedures.

Monitors compliance and may serve as organization liaison with regulatory agencies.
  • Acts as a subject matter expert with development, maintenance, and implementation of industrial hygiene programs and services including but not limited to: asbestos, beryllium, carcinogens, industrial hygiene and safety equipment, explosives, indoor air quality, injury/illness recordkeeping, noise, pressure safety, reproductive health hazards, respiratory protection, vehicle/pedestrian safety, ventilation, and other programs, as assigned.

Inspects, investigates incidents and complaints, and recommends corrective action as needed.
  • Collaborates with department supervisors and provides guidance in incident investigations. Ensures laboratory personnel are trained in the use of the automated laboratory hazard assessment program by conducting formal training programs and answering individual questions and concerns. Assists with ensuring that faculty, staff and students are trained and in compliance with applicable industrial hygiene programs.

Drafts reports and other documentation, including use of relevant scientific data.
  • Provides written reports and metrics and measures on laboratory evaluations, industrial hygiene related surveys and the PPE and Respiratory Protection programs on a routine basis, either daily, weekly, quarterly, twice a year, or annually, depending on program requirements.

Conducts sampling and/or monitoring related to field(s) of expertise.
  • Monitoring may include but is not limited to personal exposure monitoring for faculty, staff and students and environmental bulk/air sampling in support of various industrial hygiene programs. Regularly conducts field monitoring to ensure compliance with Cal/OSHA and other regulatory standards and best industry practices. Responsible for managing all IH instrumentation in the EH&S laboratory. Ensures that the instruments are properly maintained, calibrated, inventoried. Ensures that all EH&S staff are aware of how to safely and effectively use and care for the equipment according to manufacturers recommendations and internal departmental SOPs.

Provides training within several EH&S areas.
  • Works with Training & Communications Manager to develop, or improve, and deliver comprehensive training courses regarding hazard communication, personal protective equipment, accident investigation, laboratory safety, respiratory protection, the Chemical Hygiene Plan, and others as needs arise.

Creates and adjusts methodologies to meet changing regulatory and scientific environment.
  • Analyzes the effectiveness of existing lab safety and industrial hygiene programs and develops creative solutions in the continued improvement of laboratory safety, industrial hygiene and PPE programs at UCR. Collaborates with EH&S staff in the delivery of services to the campus community. Assists laboratories in conducting hazard and safety analysis for high risk tasks, partnering with laboratory personnel to develop standard operating procedures (SOPs) and determine effectiveness. Assists UCR personnel with maintaining compliance with industrial hygiene related programs and determine if applicable controls are effective.

Within specific field maintains knowledge/expertise on existing/proposed changes in all regulations; interprets and applies relevant laws, regulations, codes and standards, including making recommendations for work environment changes based on interpretations and principles of professional practices.

Participates in the incident response system, responding as requested to after-hours incidents that require joint cooperation between Fire, Police, Facilities Services, EH&S, and other units. Works occasional evenings/nights, weekends, and holidays.
