Generic Scope
Directs through subordinate managers multiple large and complex critical programs impacting broad constituencies across major portions of the organization. Identifies objectives, manages very significant human, financial, and physical resources, and functions with an extremely high degree of autonomy. Accountable for formulating and administering policies and programs for major functions. Operational or program results can affect overall organization-wide performance and reputation. Directs through subordinate managers the development of strategic goals and objectives to achieve accountability and stewardship of university resources in a manner consistent with system-wide objectives and initiatives.

Custom Scope
Develops campus, medical center or Office of the President and/or organizational policies and authorizes their implementation. Provides advice, guidance, and assistance to the senior leadership at the campus, medical center or Office of the President. Responsible for the strategic planning, implementation and overall administration of the computing infrastructure, information systems and processes. Represents the campus, medical center or Office of the President in local or systemwide and system-wide meetings and discussions. Recognized as an influential leader, providing leadership in the effective application of systems and technology at the enterprise level. Makes final decisions for the organization and ensures achievement of objectives. Erroneous decisions will have a serious impact on the overall success of division or the campus, medical center or Office of the President.

Department Custom Scope
The Associate Vice Chancellor and Chief Information Officer (AVC/CIO) leads the campus technology initiatives through appropriate support services,innovative programs and robust infrastructure that empower the UCR community to achieve excellence in its teaching, research, public service and patient treatment missions. This forward-thinking, strategic executive reports to the Provost/Executive Vice Chancellor and leads the Information Technology Solutions (ITS) organization by engaging with senior campus administrators, faculty, staff and students through an integrated enterprise approach to workflow, process, data management, technology and culture. The AVC/CIO role encompasses three broad areas of responsibility: 1) steward multi-year strategic planning initiatives, including evaluation of innovative and emerging technologies; 2) serve as a campus advisor and strategic partner by fostering technical partnerships with UCR deans, faculty, vice chancellors and librarians in support of distributed computing initiatives; 3) provide leadership responsibility for a highly technical organization, including key matrixed relationships with campus units.

Key Responsibilities

Develops and drives strategic policies when selecting methods, techniques, and evaluation criteria for obtaining results.
  • Develops overall institutional IT strategy and provides leadership for the development and implementation of UCR-wide IT policies. Initiates and ensures improvement of processes. Promotes effective campus-wide policies to ensure the efficacy, reliability, security, and interoperability of systems. Chairs a variety of governance committees (administrative, faculty, and student related) that provide guidance on IT priorities and IT investments, participates in UC systemwide committees.

Oversees through department managers, adherence to budgets, schedules, work plans and performance requirements.
  • Oversee an operating budget of $29 million and manage ~140 FTEs that support the business operations and research of UCR. Provide Guidance and Oversight to the Following Functional Areas: 1) Enterprise Infrastructure, 2) Information Security, 3) Enterprise and Student Information Systems, 4) Service Assessment & Promotion, and 5) Finance and Administration. Create a high performance team, ensuring information and ideas flow freely across teams and empowering team members to pursue excellence and innovation.

Leads other senior managers to establish campus strategic plans and objectives.
  • Strategy and Vision: Responsible for planning for and aligning campus IT and communication resources in support of the University's teaching, research, and public service missions. Enables utilization of IT as a core, transformative resource facilitating and supporting innovative pedagogy and enhanced student success, improved collaboration and communications, leading edge research and knowledge creation, effective outreach and public service, and efficient administrative operations.

Plans, designs and implements Information Systems programs and establishes direction, policies and procedures for divisions.
  • Business Operations: Responsible for the successful deployment and management of various ERP systems, including financial (Oracle / People Soft), student (Banner), Human Resources (People Soft), and other systems (e.g. Cognos). Additionally, responsible for deploying/supporting 100+ campus online transaction processing systems (cloud, vendor, and custom developed).

Infrastructures, Communications, Security, Policy and Middleware: Plan, lead and ensure appropriate infrastructures (e.g. network, telephone, data center, etc.), communications services and technologies (e.g. collaboration, e-mail, etc.), cybersecurity programs and tools, and middleware (e.g. service originated architecture) are robustly available to ensure support of UCR's teaching, research, and business systems, tools, and services.

Research Cyberinfrastructures: Guide the creation and maintenance of a suite of cyberinfrastructures and services for researchers and campus labs / facilities. These cyberinfrastructures include a robust and sophisticated data network, physical co-location facilities for computer and storage systems, a wide range of computational, analytical, and data management tools.

Teaching and Learning: Guide instructional and classroom teams and technologies in support of active, participative learning, leading to increased student engagement, and student success. Instructional technologies include a comprehensive array of classroom multimedia equipment and "just in time" physical and online support to 90+ general assignment classrooms, and a common, robustly featured learning / course management system. Effectively partner with academic leadership and faculty to address the technological needs of pedagogy and research, including exploring innovative modes of investment in shared research technologies.
