Generic Scope
Oversees through subordinate managers one or more large, complex departments or business units with multiple functional disciplines/occupations, OR manages a program, regardless of size, that has critical impact upon the organization as a whole, such as most or all of a campus, medical center, UCOP or the UC System. Has significant responsibility for formulating and administering policies and programs, manages significant human, financial, and physical resources, and functions with a very high degree of autonomy. Oversees through subordinate managers the accountability and stewardship of department resources and the development of systems and procedures to protect organizational assets.

Custom Scope
Participates with other senior managers to establish strategic plans and objectives. Makes decisions on Information Systems matters and ensures achievement of objectives. Responsible for managing and directing a large department or campus-wide, medical center or Office of the President program(s). Reviews and approves recommendations for operational planning and control. Erroneous decisions will have a serious impact on the overall success of department, division, or campus.

Department Custom Scope
Reporting to the Associate Dean/Chief Financial & Administrative Officer (CFAO), with a dotted line direct report to the UCR campus Chief Information Officer, the Chief Information Officer (CIO) for the School of Medicine is responsible for leading the School of Medicine (SOM?s) strategic plan IT initiatives in support of the SOM leadership team, through the delivery and implementation of a full spectrum of information technology products and services. This includes application services, infrastructure services, networking and communication services, enterprise systems project management, information security and middleware and data warehouse services. This individual will direct the development of secure IT strategies and solutions that support the SOM. The CIO will chair and/or direct committees charged with the evaluation and selection of cost-efficient, secure leading edge technologies and oversee the ongoing evaluation of IT security measures, as well as the implementation of a complex technology infrastructure including hardware, software, major systems, security and networking, development of learning technologies and applications, and management of all technology supporting the teaching, research, service and clinical mission facets of the (SOM). The CIO partners with the CMIO to help with the development of robust systems to meet the operational demands of a medical school with multiple clinical practice sites spanning a 220 mile region. The CIO strategically works with partners, affiliates and third party vendors to manage, coordinate, and secure technology across multiple platforms, technologies, and sites. This position regularly interfaces with the SOM Senior Leadership team, including the UCR Health Leadership team, which includes the CMIO, officers of the UCR Campus and officers of the University of California and represents the SOM in a variety of settings. The incumbent will leverage relationships with campus technology leadership, including UCR's CIO, CTO, and CISO, as well as UC-wide partners to ensure SOM technical programs and infrastructures are provided both effectively and efficiently. The CIO for SOM is a senior leadership role positioned to provide leadership, vision strategy and direction for multiple technology, policy and information outreach programs relating to web software development, procurement and the management of systems needs of rapidly expanding clinical services and graduate medical education programs.

Oversees through subordinate managers the analysis of the needs of functional departments and helps to establish priorities for feasibility studies and systems design and implementation to develop new and/or modify information processing systems.
  • The CIO is also charged with establishing the appropriate controls to ensure the protection of student information and compliance with FERPA. They are responsible for establishing the appropriate IT infrastructure needed to adequately support faculty research information. Collaborates with the SOM CMIO to help manage the UCR Health clinical practice?s technology needs such as network and security with additional complexities due to extra requirements associated with the protection of patient information and with related laws and compliance regulations including HIPAA, the planning and implementation of Telehealth at various practice sites, and planning and implementation of health technologies including electronic health record systems as multiple systems and platforms are involved. UCR Health is composed of 5 outpatient clinics spanning a 220 mile region. Additional UCR SOM clinical services are performed at numerous local affiliated hospitals.

Manages the activities of Information Systems through several subordinate managers having overall responsibility for functional programs.
  • Leads the management of all efforts needed to provide technology services for the SOM, including network resources, classroom and event technology, stand-alone technology resources, and web-based resources. Plans, develops, deploys, and maintains a suite of research technologies and services that are provided by the SOM, campus, the cloud, or other UC Health system locations. Manages capital infrastructures planning for voice, data, networking at multiple facilities for clinical off campus locations; Leads the collaboration with UCR ITS on all planning for voice, data, networking at all campus locations. Provides leadership and oversight for planning, designing, developing, installing and maintaining hardware and related software and services at the SOM that include cloud, vendor, and custom developed systems, requiring a thorough understanding of the range of systems and technologies utilized by medical schools and clinical enterprises, including teaching platforms such as Medical Student Admissions System (AMP), New Innovations (Undergraduate & Graduate Medical Education), Curriculum Management System. Partners with the CMIO in the oversight of UCR Health EMR systems such as EPIC. Leads, through strong change management and communication skills, the development and implementation of IT related policies and protocols. Works in an integrated fashion with SOM constituents, to ensure planned, structured roll-outs of new systems and/or applications, including relevant trainings for faculty, staff and/or students. Directs ongoing risk assessments and devises and implements strategies to address risks.

Advises senior management on controversial situations, customer negotiations, or influencing and persuading other senior level managers.
  • Leads the planning and implementation of an IT platform, in consultation with the SOM leadership team to support a rapidly growing medical school, and collaborates to develop strategic plans, policies, and performance benchmarks. Advises senior management on state-of-the-art advances in research. CIO also partners with the CMIO in helping advance changes in clinical informatics.

Represents the SOM at Technology Services management-level meetings and serves as the primary technology liaison between the SOM, UCR ITS and/or the University of California. Participates in University-wide technology committees as needed. Evaluates the performance and requirements of technology in use at the SOM, recommends additions or changes, and plans and manages implementation of new technologies. Participates in relevant courses, workshops, and conferences. Develops and maintains professional relationships with other technology leaders within academia and specifically within academic medical centers and medical schools. Represents the UCR SOM on the relevant AAMC professional groups/committees

Leads the oversight of the hosted Data Center, evaluates and negotiates contracts and associated legal agreements; implements and supports facility access control, and employee badging; Oversees and participates in the development of administrative systems and databases, including a data warehouse project that encompasses SOM research, financial, clinical, and human resources data elements. Indirectly leads the IT Help Desk activities, including support of software applications, secure email, calendar, and web sites; Responsible for IT asset management including oversight of all computing resources at the SOM including hardware, software, student computer requirements, web presence, and classroom technology; Utilizes effective project management techniques to direct projects and review documentation related to technology installations and modifications; Oversees and participates in writing specifications, securing written quotes and obtaining details necessary for ordering technology-related equipment and services for the SOM. This includes drafting requests for proposals and other documents required as part of the purchasing process.
