Department Custom Scope
Under the general direction of the Executive Director of Building, Safety and Emergency Management, the Director of Emergency Management will be responsible for the daily operations of the Office of Emergency Management. Directs, plans, and administers a comprehensive and evolving emergency management program for the entire UCR campus. The Director of Emergency Management, in consultation with leadership, will act on behalf of the institution with outside agencies for emergency response and serve as a campus expert, assisting in guiding the response and recovery efforts of the university when responding to campus emergencies. Serves as the highest-level organization subject matter expert and specific organization official. Delegated authority to act for external regulatory agencies to approve/deny activities that may impact organization's core mission. Assignments involve the most complex professional Emergency Management duties. Works with organization policymakers to create new models and to enhance and improve existing plans and programs to assure and ensure compliant implementation of technical program(s). Decision-making is based on interpretation of relevant law, regulations, and organization policy, professional best practices, relevant science methodology in several disciplinary areas, necessary senior management approvals. Decisions may impact other campus programs, departments, segments of organization, organization-wide, system-wide, and/or regulatory agencies.

Key Responsibilities

Serves as delegated representative of senior management to system-wide, local government, state and federal levels of authority in matters related to Emergency Management and other related individual fields of expertise.

Serves as highest-level organization subject matter expert in the Emergency Management field and is assigned duties in specific official capacities. Develops, recommends and implements Office of Emergency Management programs, policies and procedures.

Creates and maintains professional relationships with all campus departments and other external agencies. Maintains professional knowledge/expertise and proposed changes in all areas of Emergency Management.

Creates new and complex solutions applying advanced level knowledge/expertise of best practices within multiple technical, professional, scientific, and applied disciplines and makes recommendations and presentations based on accepted scientific methodology.

Commits the organization to a course of action (e.g., approves use or close down operations). In consultation with various campus departments and campus leadership, directs the campus to a specified course of action in preparation for, or during an emergency event.

Ensures implementation of quality control procedures according to all regulations in subject area. Performs Hazard Vulnerability Assessments and Hazard Threat Assessments to identify the highest risk for the campus mitigation.

Monitors and controls the organization's Emergency Management standards in accordance with regulations. Ensures the campus emergency, departmental, and campus plans are maintained and updated on a consistently regular basis.

May perform other duties as assigned in support of Emergency Management operations.

Prepares reports and/or other forms of scientific or technical documentation related to the responsibilities of Emergency Management.

Plans, organizes, reviews, and oversees the work of the Emergency Management staff. Responsible for providing training, performance management, payroll, and other personnel administrative duties.

Must possess or obtain a Valid CA Driver License in accordance with the California Department of Motor Vehicles, if driving a university/personal vehicle for university related business. Required
Occasional travel for university related business meetings, conferences and/or professional development. Required
Shift Work (hours outside standard Mon-Fri 8AM-5PM work hours). Required
Travel Outside of Normal Business Hours. Required
