Generic Scope
Oversees through subordinate managers one or more large, complex departments or business units with multiple functional disciplines/occupations, OR manages a program, regardless of size, that has critical impact upon the organization as a whole, such as most or all of a campus, medical center, UCOP or the UC System. Has significant responsibility for formulating and administering policies and programs, manages significant human, financial, and physical resources, and functions with a very high degree of autonomy. Oversees through subordinate managers the accountability and stewardship of department resources and the development of systems and procedures to protect organizational assets.

Custom Scope
Participates with other senior managers to establish strategic plans and objectives. Makes final decisions on administrative or operational matters and ensures operations effective achievement of objectives. Responsible for managing and directing a large department or organization-wide program(s). Reviews and approves recommendations for operational planning and control. Erroneous decisions will have a serious impact on the overall success of department, division, or organization.

Department Custom Scope
The Associate Vice Chancellor of Facilities Services provides leadership and direction to the facilities services unit consisting of 400 employees, with a strong emphasis on developing best practices to provide cohesive, effective and efficient services to the campus. Responsible for leading and overseeing the functions and activities in maintenance, housekeeping, custodial, landscape, recycling and refuse, customer relations, administration, and energy management services. Provides leadership to staff and ensures adherence to departmental processes, protocols and procedures to provide quality services in a timely, cost effective manner for all campus facilities. Ensures safety procedures and protocols are established and maintained, ensuring compliance with state, federal and UC regulations. Responsible for the unit's overall operational and financial administration. Provides support to other campus units as necessary and maintains a keen commitment to client service and engagement. Leads and participates in strategic planning initiatives with other campus leaders, UC leaders, or other local, state, or federal entities.

Bachelor's degree and/or equivalent experience/training in architecture, engineering, urban design, city planning or landscape architecture. Required

Manages the activities of facilities operations management through many subordinate managers having overall responsibility for functional programs.
  • Leads and directs university facilities management services and activities including building and deferred maintenance, housekeeping and custodial, landscape, energy and utility management, central plant and HVAC systems, waste disposal and recycling, resource management (supporting moves and events) and customer service/outreach, in accordance with local, state, and federal regulations, University of California administrative guidelines and campus priorities and objectives.

Provides leadership, direction and expertise to department(s) for achievement of objectives (operational and budget processes, staff FTE, finance, human resources and space planning).
  • Implements activities and programs or makes policy recommendations, as appropriate, to achieve strategic objectives and to ensure campus compliance with changing standards and regulations. Evaluates plans, recommends and implements long-term strategies and short-term goals to meet campus demands, in collaboration with campus stakeholders (i.e., Capital Asset Strategies, Planning, Design & Construction, clients, etc.).

Leads a team of managers in a large department or that is distributed across multiple departments, requiring coordination of efforts.
  • Oversees strategic initiatives across multiple functions and departments and responds to a range of complex operational issues, concerns and risks e.g., physical, financial, legal, reputational. Serves as campus representative or respondent, acting for the leadership team in interactions with local, state, and federal bodies. Represents campus at system-wide policy-making and problem-solving meetings.

Provides oversight in the assessment and strategic planning of all assigned areas, and visionary leadership for shaping mid to long term projections while soliciting ideas from staff and university stakeholders.
  • Develops unit's business strategy and Service Level Agreements in alignment with the campus' strategic plan and PB&A's strategic objectives. Consults and partners with campus stakeholders to ensure effective development, coordination and communication of programs/services. Develops performance metrics, measurements, analytics and reporting.

Processes: Develops long-range strategic plans and initiatives and implements activities or makes policy recommendations as appropriate. Implements business processes that are in keeping with PB&A's philosophies supporting a business environment, with regard to speed, efficiency, quality and cost of services. Coordinates policy development and implementation with campus stakeholders and other UC campuses. Serves as campus representative or respondent, acting for the leadership team in interactions with local, State, and federal bodies. Represents campus/unit by participating in system- wide and local policy-making and problem-solving meetings and initiatives.

Client: Develops and maintains effective standards of service, guidance, and interaction to be provided to the campus in accordance with best business practices. Performs outreach, consulting and collaboration, with the UCR campus community and other UC Campuses, and ensures appropriate levels of outreach and marketing to all levels of campus management. Partners with various campus departments, including Campus Ethics and Compliance, Planning, Design & Construction, Capital Planning, Governmental and Community Relations, Human Resources, UC Police Department and others, to ensure effective campus organizational coordination and communication of programs and services. Develops and maintains focus on providing exemplary client service and outreach by developing customer service communication and workflow processes to promptly investigate and resolve complaints and address issues of concern. Leverages and optimizes technologies effectively to streamline administrative procedures and add value to client services.

Resources: Establishes and sustains processes and practices to ensure effective management of unit/campus resources. Ensures sustainability of unit operations, through effective oversight of unit budgeting, financial planning and decision support processes and activities. Prepares feasibility studies and proposals, to determine impact of initiatives, projects, and programs on short as well as long-term financial position. Develops and monitors operating plans that allow the unit to operate within budget and experience Increased efficiencies and cost savings. Establishes and monitors unit-wide performance objectives for services, resources, materials, costing, scheduling and operations. Develops performance goals and objectives for departments within the unit. Shares responsibility for oversight of Business Support Services staff and functions, which provides support not only to the Facilities unit but also to the Planning, Design & Construction unit, with the Assistant Vice Chancellor and Campus Architect.
