Applies advanced, specialized expertise in Registrar student record based concepts, has programmatic responsibility for a registrar services program OR collaborates directly with management in the leadership and design implementation, and evaluation of a Registrar services program. Provides leadership and guidance to lower level Registrar Specialist, resolves individual, complex student record related situations.

Department Custom Scope
Operating as a member of the Office of the Registrar, the Registrar Compliance Analyst works in collaboration with office management, Financial Aid, Information Technology Solutions (ITS) and other core offices to ensure compliance with federal, state, university and campus rules and regulations regarding enrollment and degree reporting to National Student Clearinghouse (NSC) and the National Student Loan Data System (NSLDS), enrollment and grade processing for University of California's Cross Campus Enrollment for online instruction, Residency for Tuition Purposes and other special cases. The incumbent is responsible for analyzing processes within these areas to maximize efficiencies and to assist with project management of key enhancements or system upgrades. It is expected that this person has a wide breadth of office knowledge to coordinate complex processes and assist with training to ensure the integrity of the student academic record. This position may provide temporary support within a unit as needed.

Key Responsibilities

Description % Time
Acts as lead to lower level Registrar Specialists, coordinates, implements, evaluates, and reports on complex, specialized government, agency, or University programs. Works with internal and external organizations to develop program policies and coordinate procedures. Interprets regulations, and develops, recommends and implements internal procedures to ensure compliance and accurate service delivery.
  • Primary point of contact for UCR related to the Cross-Campus Enrollment System (CCES) under the system-wide Innovative Learning Technology Initiative (ILTI) program. Evaluates the daily cases from the system-wide student information system (HUB) and facilitates the resolution in collaboration with Registrar and Information Technology Solutions (ITS) staff, as appropriate. In conjunction with ITS staff, evaluate, test and resolve issues submitted by Registrar staff. Triage quarterly identification and management of courses between the system-wide staff and the Assistant Registrars. Make recommendations for process improvement and participate in testing requirements for new functionality

Serves as lead resource for the development and implementation of registrar core functions such as classroom and course scheduling, degree audits, transcript activities, residency, grading etc.
  • Manages the monthly functional auditing of ITS data reporting to National Student Clearinghouse (NSC) and National Student Loan Data System (NSLDS). Coordinates the reporting calendar and requirements of all enrollment and degree data with ITS to ensure that UCR is in full compliance with audit requirements. Manually manage NSC/NSLDS records as necessary. Provide support to Financial Aid for documentation or research during an audit. Provide back-up support for staff related to enrollment and degree reporting, as needed. Works in partnership with management to create and maintain a department operational calendar, identifying opportunities for cross-area alignment and process improvement where appropriate.

Serves as functional lead for internal decision-making and testing process regarding the development and maintenance of student record systems. Serves as a member of campuswide project teams, providing functional specialized knowledge to facilitate student record systems design.
  • Primary point of contact for the Registrar's Office related to duplicate student records in the student information system. Investigate and collaborate with Undergraduate Admissions, Graduate Division, Financial Aid, Student Business Services and others on how best to proceed to preserve and maintain the student academic record. Provide support to Associate Registrar related to project management of Ellucian upgrades and knowledge of updates, issues and other related items from the Ellucian HUB. Maintain a high level knowledge of office procedures to serve as a resource and have the ability to step in and provide temporary support within a unit in the event of staff vacancies or long term leave.

During peak season, serves as an internal residency officer in the application of CA laws and UC regulations determining residency for tuition purposes. Engages with other UC campuses and the Office of General Council related to residency policy and procedure interpretations and changes. Ensures revised or new policies are implemented appropriately at UCR. Serves as a campus resource expert on residence matters when the Residency and Fee Coordinator is not available.

  • Acts as a resource for Registrar management to ensure all staff are trained during onboarding and also ongoing for new functionality or necessary refreshers.

Serves as expert resource, recommends resolution of extremely sensitive, specialized and/or complex issues.
  • Serves as an expert resource on specialized cases related to regulations and policy for the full Registrar management team. This includes Federal, State, UC and UCR Academic Senate regulations and UC Residency Policy and Guidelines.

Identifies and implements database elements, queries, and reports needed to monitor complex programs. Analyzes reports to resolve programming errors.
  • Identify, mitigate and report any issues experienced by providing documentation for management and ITS to review. Explores, tests, and makes recommendations to management regarding new functionality offered and any reports needed to audit and ensure the quality of student data. Provide assistance, by request of management, to staff in documenting report specifications for submission to ITS.
