Generic Scope
Oversees through subordinate managers a large department or multiple smaller units, OR manages a highly specialized technical function/team. Has significant responsibility to achieve broadly stated goals through subordinate managers. Determines objectives, directs programs, develops strategies and policies, manages human, financial, and physical resources, and functions with a high degree of autonomy. Proactively assesses risk to establish systems and procedures to protect organizational assets. Determines strategies for a program with organization-wide impact.

Custom Scope
Serves as Program Manager for project or missions, or subsystem manager for a substantial portion of a major program. Establishes objectives and work plans, and delegates assignments to subordinate managers. Responsible for managing, preparing, administering, and directing resources. Reviews and approves recommendations for functional programs. Involved in developing, modifying and executing policies that affect immediate operation and may also have campus-wide effect. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

Department Custom Scope
The Executive Director (ED) is responsible for the day-to-day operation of the Bourns College of Engineering-Center for Environmental Research and Technology (CE-CERT) and assisting the Faculty Director with the strategic positioning for long-term growth and success of the Center. The ED supervises the Financial Manager (FSO), Communications/Marketing Manager, and provides leadership and oversight to all of CE-CERT's administration and researchers. Serves as the principal advisor to the Faculty Director regarding financial, contractual, budgetary and administrative/operational matters. Analyzes situations and coordinates solutions through campus-related contacts such as BCOE, RED, accounting, capital programs, government relations, and campus council. Monitors and assists in government and industry relationships in setting up cooperative agreements and obtaining funding. Plays a major role in developing and executing marketing strategies and comprehensive strategic plans by building academic, government, and industry relationships to increase funding, partnerships, and visibility. Develops and implements internal processes and campus-wide initiatives to assist with the success of researchers within UCR.

Key Responsibilities

Provides long and short-range strategic planning for department.
  • Works with the Faculty Director to provide long and short-range strategic planning for the department. Leads the development of yearly annual reports and strategic plans, coordinating with each research group within the Center to prioritize specific needs for optimal growth. Leads the effort on longer term planning efforts including, for example, planning for a clean tech park and sustainability initiatives, negotiating with contractors and service providers, conveying top-level visions to funding agencies and stakeholders, and collaborating with the campus, city, and regional partners in developing regional initiatives. Leads planning and development of new initiatives such as the CARB-UCR training collaborative, IEGO sustainable logistics hub, and establishing new long-term strategic partnerships with industries such as Horiba, Honda, and Amazon. Co-leads the development of the Advisory Board constituents and meetings.

Implements and monitors Federal or State Agency procedures. Provides overall direction and is accountable for department budgets, project schedules, research initiatives, and experimental designs for all projects and related experiments.

Manages all engineering specialties, to include fiscal management of the enterprise, quality assurance implementation plan, subcontractor fabrication plans and facilities, parts and materials used in the project, inspections and test planning.
  • Provides overall direction and support for engineering activities at CE-CERT, including establishing personnel manuals, staff procedures, best operating practices, financial controls and contractual guidelines for sales for service operations. Provides leadership in assessing space needs and allocation to outside collaborators and internal laboratories, and identifying funding priorities for laboratory renovations and updates.

Through subordinate managers, ensures all engineering projects meet the regulatory and internal scope and requirements for design, construction, and testing of facilities, equipment and instrument systems.
  • Consults with principal investigators on innovations to ensure successfully meeting current and future research engineering needs. Provides feedback and strategies for the successful completion of projects encountering difficulties in meeting target deadlines. Initiates sponsor negotiations and facilitates solutions including modifying terms and conditions of contracts, reassigning staff or accessing consultants to reach a satisfactory outcome.

Determines HR-related decisions and recommendations following Campus policies and procedures.
  • Reviews SFO and Principal Investigator project plans and participates in finding solutions when projects are in jeopardy. Serves as point of contact for faculty, industry, and other departments on major CE-CERT-centric campus initiatives.
