Generic Scope
Oversees through subordinate managers one or more large, complex departments or business units with multiple functional disciplines/occupations, OR manages a program, regardless of size, that has critical impact upon the organization as a whole, such as most or all of a campus, medical center, UCOP or the UC System. Has significant responsibility for formulating and administering policies and programs, manages significant human, financial, and physical resources, and functions with a very high degree of autonomy. Oversees through subordinate managers the accountability and stewardship of department resources and the development of systems and procedures to protect organizational assets.

Custom Scope
Participates with other higher-level managers to establish strategic plans and objectives. Makes decisions on operational matters and ensures achievement of objectives for a large college or operating unit with a direct impact on a major segment of the organization, or with significant multi-organizational or multi-institutional influence. Reviews and approves recommendations for operational planning and control. Erroneous decisions will have serious impact on the overall success of the department, division and/or the organization.

Department Custom Scope
The Chief Financial and Administrative Officer (CFAO) and Chief of Staff (COS) leads the Central Office Budget, Finance and Human Resources Units supporting multiple campus organizations (Orgs) including Orgs 25 & 38 (Vice Chancellor Student Affairs and Intercollegiate Athletics). The CFAO provides central management oversight of all operating budgets in the Divisions across multiple complex funding sources ($51.5M in VCSA and $16M in Athletics), including establishing a mechanism for systematic review and evaluation of budgetary and financial performance and ensure accountability across the organization(s). Under the direction of the Vice Chancellor of Student Affairs, and in collaboration with the Director of Intercollegiate Athletics, the CFAO serves as a key member of the senior management team by participating in organizational vision setting, decision making, and integrated problem resolution. As a member of the senior management team, the incumbent is responsible for compliance, resource planning, and decisions overall fiscal, administrative, and human resources functions; ensuring proper controls, performance, and accountability structures are in place. The CFAO/COS provides administrative leadership in the development, management, and enhancement of strategic and operational planning, budgeting, financial management, risk management, business processes, human resources management, and policy development.

Key Responsibilities

Determines and establishes organizational structures and supervisory relationships; often responsible for managing a major segment of the organization.
  • Serve as the CFAO and COS for the Vice Chancellor of Student Affairs organization and CFAO for the Intercollegiate Athletics organization, overseeing funds from various sources such as; General Funds, Student Fees, Sales & Service, Auxiliary Enterprises, Gifts, Contracts & Grants, and Student Financial Aid. Provide central management oversight of all operating budgets in the Divisions across multiple complex funding sources ($51.5M in VCSA and $16M in Athletics), including establishing mechanism for systematic review and evaluation of budgetary and financial performance and ensure accountability across the organization(s). Oversee grant and contract management ensuring timely reporting, cost sharing, and appropriate use of funding source. Oversee Annual Business Reporting for all Auxiliary units, as well as oversee monthly reporting of all income generated funds. Ensure sound financial conditions, the integrity of financial reports, and compliance with relevant policies, procedures, and financial standards. Oversees the review of monthly and quarterly financial management reports and manages the year-end fiscal closing process. Advise the Vice Chancellor and direct the development of organizational short and long-term goals and objectives. Oversee the day-to-day operations of the Vice Chancellor's central office including the supervision and development of finance and HR staff.

Makes decisions on administrative or operational matters and ensures achievement of operation's objectives (operational and budget processes, academic and/or staff FTE, finance, recharge administration, fundraising, human resources, IT and space planning).
  • Oversee the human resources management for the central office supporting Org 25 & Org 38 (VCSA and Intercollegiate Athletics) including recruitment and selection, classification, equity, organizational structure analysis, development and training, performance, policy interruption and guidance, and labor relations. Employee representation includes CX, EX, HX, K5, SX/TX, NX, DX and non represented title codes (99). Manage the human resources processes involving a varied assortment of employee types and levels from MSP to contract and limited appointments. Consults and coordinates with campus Human Resources staff regarding additional approvals or complex HR matters. Provide additional training resources to staff, managers and supervisors related to HR policy, practices, and systems. Establish policy and procedure for managing and allocating centrally held resources including turnover, salary savings, employee benefits, and other resources. Responsible for communicating and clarifying campus and VCSA internal policies to the organization(s). Develop, establish, and implement the budget planning process across the control unit, including General Fund request, SSFAC process, and Annual Business Reports. Respond to campus budget processes and facilitate organizational responses in concert with senior management and Student Affairs strategic goals. Review, analyze, and approve all new and/or revised fee or rate setting models for the VCSA organization prior to implementation.

  • Establish an atmosphere that encourages innovation. Responsible for creative solutions to complex financial issues within the constraints of UC and external agency policies and mandates. Provide leadership in developing short and long range objectives for the organization, anticipating needs and identifying critical issues.

Represents the organizational unit in organization-wide and systemwide meetings and discussions.
  • Provide advisory support to ASUCR and the officers of student government. Serve as ex-officio on Student Services Fee Advisory Committee (SSFAC). Participate on UCR and system-wide committees. Represent the Vice Chancellor in their absence as requested. Respond to campus issues under the purview of VCSA/Athletics as called upon. Serve on campus committees related to HR systems and policy changes as appropriate to represent VCSA/Athletics department interests. Ensures compliance with all university, state, and federal regulations and guidelines.

  • Maintain relationships and work with other campus units and executives on campus-wide initiatives and collaborations and ensure organizational plans are in concert with campus plans, goals, and objectives. Represent the campus at system-wide meetings in relevant areas.

Manages, prepares, administers, and directs organization-wide programs.
  • Direct the development of enrollment planning models and provide support to the campus decision processes related to campus enrollment projections and planning. The VCSA CFAO also has campus-wide purview over the Student Services Fee Funds which are managed on-behalf of the campus. The Athletics component of the CFAO position has responsibility over the financial aid scholarships for Athletes. This individual is responsible for managing the allocation, funding, and tracking of scholarships given to students who are recruited to UCR, approximately a $3.5M scholarship budget.
