Custom Scope
Independently oversees a moderately sized academic or research program and represents the program to outside organizations. Oversees all administrative operations, finance, human resources and facilities for program. Designs and develops major program components, and administers the full range of the program's operational requirements. Works with faculty on formulating short-term planning and procedures. Develops and organizes conferences and other public forums. Works under direction of Principal Investigator to establish center agenda, funding, objectives.

Department Custom Scope
Reporting to the Director of Alianza UCMX, the Associate Director for Research and Innovation oversees the day-to-day operations of the development, planning, and implementation of binational multi-disciplinary research projects/grants, education programs, and undergraduate/ graduate exchange programs between the University of California and Mexican institutions of higher education. Including the programs derived from the Agreement of Cooperation in Higher Education and Research Between the Regents of the University of California (UC) and El Consejo Nacional de Ciencia y Tecnologia (CONACYT). The Associate Director administers existing programs and initiates calls for proposals to develop new programs. The Associate Director participates in all phases of special research projects, works independently with staff, students, and faculty to ensure the successful implementation of the Alianza UCMX efforts. The Associate Director's day-to-day responsibilities are diverse and require knowledge of research, outreach and external relations, strategic planning, program development, project management, and development activities. The Associate Director develops metrics, individual program criteria and makes recommendations to improve overall efficacy, impact, and functionality for approved grants and special calls for proposals. The Associate Director's responsibility is to apply best practices from across the UC and use their judgment to develop procedures that ensure the principled administration of Alianza UCMX?s programming. When requested, the Associate Director acts on behalf of the Alianza UCMX Director for academic institutional partnership agreement/linkages between educational and research institutions and governmental offices in Mexico, Alianza UCMX, and/or any of the 10 UC campuses. In consultation with Alianza UCMX senior staff for budgetary and policy considerations, the Associate Director assists in negotiating financial arrangements for matching fund and cost-sharing agreements between Alianza UCMX and various higher educational institutions and governmental offices in Mexico and the US. The Associate Director is responsible for coordinating and facilitating local and international academic meetings, workshops, conferences, and research symposia. The Associate Director leads the coordination of special visits by dignitaries from Mexican education and government offices. As requested by the Director, the Associate Director serves as an official representative for Alianza UCMX at professional meetings, college advisement, and research programs, both in California and Mexico.

Key Responsibilities

Directs and administers an independent program with complete responsibility for administrative and programmatic activities.
  • Oversee day-to-day operations for Alianza UCMX?s research and innovation efforts. Manage research and non-research projects independently and in collaboration with students, staff, and faculty. Responsible for developing and implementing programs complementary to Alianza UCMX?s focus and across UC interests. In consultation with the Director of Alianza UCMX, develop short- and long-term strategic planning related to binational research, collaborative cost-sharing academic programs/grants, special calls for proposals, and student programs to include design, implementation, and evaluation process. Develop procedures and policies to ensure principled administration of all programming. In collaboration with the Director, design and direct the development and management of the credible application and peer review processes, eligibility criteria, and evaluation criteria. Ensure the implementation of the terms and conditions of awards for all programs.

Facilitates the efforts of various departments, managers, and outside constituencies to ensure interdisciplinary collaboration.
  • Develop and implement partnerships between UC campus/centers, MX partners, students, and government agencies. Work with faculty across multiple disciplines and department staff to identify research teams with necessary methodological and substantive expertise to complete projects. Keeps updates about the latest research trends and innovated multi-campus collaborations in the UC campuses to promote opportunities for collaboration with Mexico. Work with the UC campuses to place Mexican doctoral and postdoctoral fellows in appropriate UC departments. Liaison for student and faculty exchange visits, the incumbent communicates with academic heads and administrators to allow for appropriate academic and administrative services for program participants. Coordinates promotional activities to encourage research projects and potential collaborations for cost-share programs between Mexican institutions and UC campuses. Cultivate relationships and develop partnerships with external constituencies and departments across the organization to increase the reach of Alianza UCMX programming, especially binational research and student-focused and event/conference programs. Primary liaison for student and faculty exchange visits, the incumbent communicates with academic heads and administrators to allow for appropriate academic and administrative services for program participants. Provides advisement to UC Chancellors, graduate deans, and program coordinators to facilitate the application process to Alianza UCMX commissioned research projects.

Assesses program's effectiveness, and recommends changes to program's content, policies and procedures accordingly.
  • Responsible for ensuring appropriate UC and any applicable international policies regarding selection criteria, research, and student program guidelines are followed. For purposes of reporting and program evaluation, designs and evaluates tools to analyze the quality of fellowship and UC graduate programs and the performance of graduate students. Responsible for the design and implementation of analytical assessment tools and collection models for evaluative data, narrative, and financial statistics, academic performance, allocation of funds, and the productivity of fellows in all international educational programs. Develop metrics for measuring program success, including tracking progress, identifying areas for growth.

Supervise staff to support the implementation and management of grants, research, and student programs. Apply UC policies, orient students and faculty from beginning to end of all programs. Directly supervise and evaluate employees responsible for tracking all grant, research, and student information, maintaining database and grants and students records, and providing administrative support for committee and special meetings.

Participates in advanced program budgeting and accounting processes to support financial infrastructure of program.
  • Prepare and manage program budgets in consultation with Alianza UCMXs Director. Participate and provide evaluative and statistical reports. Work with financial staff to analyze issues related to financial infrastructure. Develop and present a proposal on issues across the program - including financial and budgetary considerations, programming constraints, and other topics. Identify problems, costs, benefits, and other options.

Assists in developing research, participates in professional conferences, and provides public relations support.
  • Contribute to all phases of research - including design, implementation, analysis, and administration - with faculty PI. Implement research programs and oversee all aspects of research administration relevant to faculty and Alianza UCMX interests. Develop and direct the organization for special meetings, workshops, and conferences related to grants, research, and student programs.

Identifies and pursues funding opportunities and revenue streams.
  • Independently cultivate relationships with potential sources of extramural funding to support Alianza UCMX. Prepare written reports or provides special materials for donor or grant funding agencies. Work with the Director and senior staff of Alianza UCMX in marketing-specific international research and student programs to various funding sources.

Serves on committees representing the program, participating in short-and long-term planning.
  • Work in collaboration with other senior staff and faculty to maintain academic writing standards and monitors all publications generated by UC MEXUS and other Alianza?s research programs. Participate in the department Communications Committee and provides recommendations in all Marketing and Communication efforts. Represent Alianza UCMX to outside agencies, governing boards, non-profits, and other regional stakeholders. Identify key stakeholders and independently pursue strategic relationships beneficial to Alianza UCMX's overall mission.
