Generic Scope
Spends the majority of time (50% or more) achieving organizational objectives through the coordinated achievements of subordinate staff. Manages the accountability and stewardship of human, financial, and often physical resources in compliance with departmental and organizational goals and objectives. Ensures subordinate supervisors and professionals adhere to defined internal controls. Manages systems and procedures to protect departmental assets.

Custom Scope
Manages one or multiple registrar functions/units. Oversees operations, and recommends changes to policies and procedures to ensure accurate, efficient, and timely delivery of student record and enrollment services that are in compliance with regulations and supports departmental objectives. Develops short and long term goals.

Department Custom Scope
The Associate Registrar manages the day-to-day operational functions of the Registrar's Office to include coordinating staff efforts to provide centralized services essential to the entire student body, alumni, faculty, and staff across the academic community. This individual is the primary liaison for data and system management within the office and plays a key role in the ever changing needs of the academic community related to the student academic record, degree audit, academic scheduling and course approval. This position is a member of the office management team and acts on behalf of the Registrar in the absence of the Registrar.

Key Responsibilities

Description % Time
Recommends and manages development of IT systems and interfaces with external systems to effect effective and efficient delivery of academic and student data.
  • Collaborates with Information Technology Solutions (ITS) and other campus departments to ensure production environments for Registrar systems are functioning. Troubleshoots and resolves production issues as they arise; and evaluates, tests, and implements new enhancements or systems to garner additional efficiency and enhanced services. Responsible for researching and evaluating new Ellucian Banner releases and presenting recommendations for installation within campus upgrade cycles. Manages the office Banner testing plans to proactively identify potential system issues and ensure completion by established deadlines. Ensures appropriate documentation is created and updated for all users.

Participates in the development of policies, processes, and strategies to support Academic Senate actions and campus constituencies' service needs.
  • This position must consider many factors such as the mission, goals, and priorities for the department in a highly decentralized academic decision-making environment. Ensures Assistant Registrars have a clear understanding of new or changing policies and provides guidance on expected implementation standards and deadlines. Responsible for dissemination and training of critical information related to procedures and policies to the colleges and departments across campus, as appropriate.

Makes decisions on performance, salary actions, hiring, and other human resources related issues of managed staff.
  • Directly supervises the performance of Assistant Registrars (3). Provides guidance and support to Assistant Registrars related to all staff performances and overall office climate and productivity. Provides continuous feedback to staff to facilitate successful fulfillment of performance expectations. Works in concert with Registrar to ensure staff performance, skill sets and workload meet operational needs.

Develops and implements improvements to office processes and productivity, in accordance with changing business needs, staffing and fiscal resources.
  • As part of the management team, maintains a constant mindset towards office effectiveness. While engaging with the Assistant Registrars, determines workload demand in relation to office FTE, new process impacts, and overall service level to the campus. Recommends to the Registrar, strategies to meet the demands of the office constituents while being mindful of available FTE and fiscal resources.

Participates in interpreting complex historical student record related data.
  • Provides guidance to campus constituents related to student and course data overseen by the Registrar's Office. Ensures the Assistant Registrars engage in regular audits of the student and course data to validate we are maintaining the highest level of integrity related to data stewardship.

Ensures compliance of registrar-related functions and processes with Federal, state, University regulations and policies as well as American Association of Collegiate Registrar & Admissions Officers (AACRAO) standards. Ensures security of private information.
  • Applies both university best practices and FERPA to distribution of and access to student records.

Manages operations and provides direction to subordinate supervisors and/or staff.
  • Provides leadership, planning, and operational management. Operationalizes campus policies/strategies to maximize technological efficiencies with the assurance that the integrity of the academic record is upheld. Monitors work flow and assignments to ensure all processes are handled in a timely and accurate manner. Addresses areas of deficiency, looks for enhancements and acknowledges accomplishments. Engages with campus departments related to Registrar processes, impacts and needs.

Coordinates with UC system and UC campus departments in the development of common IT systems and interfaces.
  • Participates in system-wide meetings and discussions to stay abreast of reporting and system integration requirements.

Oversees publication of the General Catalog and updates to Registrar's website with information pertaining to fees, calendars and deadlines.

Manages the dissemination of the approvals of University system-wide fees and campus base fees (to include course material fees) to campus constituents and publication to the Registrar's website. Collaborates with other administrative offices, such as Financial Aid and Student Business Services to ensure processes related to fees, payment of fees, and disbursement of financial aid are working in concert for accurate assessments, late fees and lapse processes. Ensures that the Registrar's Office has completed all quarterly fee testing.
