Generic Scope

Custom Scope
Independently develops and administers complex programs to provide holistic counseling to "at risk" student populations, including setting program goals and objectives. Provides assistance to lower level Academic Achievement Counselors on most complicated and sensitive counseling situations. Advises organization management/departments/academic programs about the special needs of underserved populations.

Department Custom Scope
Under the general direction of the Associate Director of Research and Innovation, the incumbent is responsible for the coordination of the UC Alianza MX's research and academic programs, including UC MEXUS-CONACYTs graduate fellows and postdoctoral exchanges as well as the binational collaborative research grants. The incumbent supports the Associate Director of Research and Innovation in coordinating different intercampus and binational research and academic initiatives promoted by UC Alianza MX throughout the UC system. The incumbent is responsible for gathering information regarding progress made by such research and academic initiatives and their deliverables. Also responsible for the process and coordination of the Mexican students who apply for enrollment in graduate programs at all 10 campuses of the UC in all academic disciplines. Provides advisement to current graduate fellows and prospective students about graduate programs in all areas and campuses, the application/enrollment process, and academic and administrative requirements and financial aid packages collaboratively funded by UC and Mexican institutions of higher education and government. Supervises the follow-up and tracking of all UC Alianza MXs research and academic initiatives and UC MEXUS-CONACYT fellows, other fellowship programs as well as collaborative binational research grants. In addition, the incumbent is responsible for the oversight of the application process and the advisement of postdoctoral scholars for all 10 UC campuses in the UC MEXUS- CONACYT postdoctoral exchange program and other new postdoctoral exchange programs, in accordance with agreements between the University and various Mexican institutions. Works with UC and Mexican counterparts to provide advisement to current postdoctoral scholars regarding academic, administrative, and financial requirements. Coordinates and supervises the organizing of specific events for the academic programs for UC Alianza MX. Attends & represents UC Alianza MX and UC MEXUS in meetings and conferences with Mexican counterparts in Mexico and all 10 UC campuses. **The budgeted hiring range is up to $93,200 annually.**

Key Responsibilities

Plans, develops, and administers specialized and complex programs and projects that are designed to enhance student success; manages program funds.
  • Primary liaison to UC Alianza MX's doctoral and postdoctoral fellowship administration in Mexico works with the management of these areas to resolve administrative or funding issues that arise during the course of fellows' stays. Reviews 4th and 5th year funding extensions and provides recommendations to Associate Director of Research and Innovation, based on a professional assessment of progress. Determines that fellows are in good standing to receive continued support. Oversees tracking of fellows' academic performance.

Handles most complex/sensitive multicultural, academic counseling across disciplines and colleges/schools to "at risk" populations (e.g., low-income, first-generation college, underrepresented populations, etc.).
  • Advises specific populations (Students and scholars from Mexico, including those undocumented who fall under the "Dream Act," regarding the specifics of the CONACYT and the University's application process and timelines. Advises currently enrolled doctoral fellows and postdoc fellows regarding administrative and financial matters during their time at the University. Oversees and advises prospective Mexican applicants during the application process regarding preparation for UC graduate admission.

Establishes and implements short and long term program goals and objectives.
  • Coordinates and consults with Mexican counterpart/CONACYT to ensure that fellowships application requirements are consistent with UC-CONACYT agreement and other established agreements. Conducts independent research and analysis to provide reports and recommendations to the Associate Director of Research and Innovation. Makes recommendations for updating guidelines and policies. Also maintains processes in writing and detailed workflows.

Works collaboratively with staff, faculty, administrators, alumni, and students to explore/research innovative approaches in meeting the needs of a diverse and changing student body.
  • Conducts research and provides advising on system-wide policies for graduate student support and non-resident tuition and fees at all 10 campuses. Provides recommendations to the Associate Director of Research and Innovation regarding changes to UC health insurance and benefits. Collaborates with UC Alianza MX Chief Operating Officer to determine appropriate budgetary procedures for these areas. Maintains and develops ad hoc reports for our various counterparts that may include financial data (award allocations and returned funds).

Provides multicultural academic counseling, training, and guidance to staff, faculty, administrators, alumni, and students in other academic support units.
  • Advises UC departments and faculty hosts regarding program guidelines and funding provided by UC MEXUS-CONACYT and other agencies. Provides interpretation of UC policies and requirements to all campuses and Mexican institutions. Primary liaison to UC administration regarding all matters related to the doctoral and postdoc fellowship programs.

Primary responsibility for design, implementation and oversight of maintenance of master database containing large levels of information of program applicants, fellows and alumni. Responsible for creating and developing reports from the database that include graphs and charts. Responsible for creating and maintaining assessments and evaluation tools of programs. Responsible for assisting with agency annual and mid-year reports on all academic and research programs.

Oversees electronic application process for postdoctoral fellowship applicants. Reviews applications to ensure that they are complete and appropriate. Communicates with applicants regarding requirements, advises them regarding eligibility, conditions and requirements for application or continuation. Advises UC faculty and administration regarding fellowship requirements related to benefits and required contributions. Oversees administrative procedures to ensure adherence to UC policy. Prepares all fellowship documentation for review committees.

Oversees process for special events, meetings, conferences and symposia involving Academic and Research Program participants. Coordinates all aspects of the tri-annual UC MEXUS-CONACYT Doctoral Symposium.
