Department Custom Scope
The position's purpose is to strengthen UCR SOM's strategic planning and implementation capacity as well as amplify project management and grant funding efforts focused on UCR SOM's strategic plan priorities. Reporting to the Chief of Staff/Assistant Dean for Strategic Initiatives in the Dean's Office, this role requires an understanding of UCR SOM's priorities, attention to detail and timelines, project management experience, ability to collect, analyze, interpret and display data and metrics, excellent communication skills and clear and compelling writing skills. The Strategic Planning and Project Manager is responsible for strategic planning, data and metrics collection, project management, grant research and application and other special projects. Will meet with department chairs and develop strategic plans for their units, ensuring alignment with with SOM overall plan. Also responsible for planning and overseeing special projects. Will identify opportunities and facilitate the writing and submitting of public non-NIH institution-level grant proposals to help support UCR SOM's strategic priorities, Will also collect, organize, analyze and communicate key data and metrics for SOM. Under general supervision, this position will work collaboratively with numerous stakeholders across the School of Medicine and UCR Health including Executive Leadership, Education and Student Affairs, Clinical and Research Department Chairs, Government Relations Office, Development / Advancement Office, and Office of Research, and Finance and Administration. This position?s scope includes all UCR SOM missions, encompassing patient care, research, education and community service. UCR SOM's major priorities include, but are not limited to, growing student enrollment, expanding research, caring for vulnerable patient populations, supporting a diverse and inclusive culture, and bolstering capital and IT infrastructure as well as developing innovative education pathways and support for tomorrow's clinicians and scientists.

Proposes, leads and/or participates on policy and planning committees and working groups. Provides strategy development for organizational or research initiative.
  • Strategic Planning Facilitation and Analysis: Convenes and facilitates interprofessional groups to develop compelling, realistic strategic plans across UCR SOM's four mission areas, including working directly with department chairs to align department level plans with the SOM overall plan. Develops and monitors implementation plans and timelines. Monitors plan implementation and progress. Conducts and presents research and data analysis to inform UCR SOM senior leadership's business decisions. Meets with department chairs and develops strategic plans for their units. This involves developing strategic plan templates, keeping to established timelines, facilitating planning sessions with department leaders and faculty, assisting in accessing and analyzing data such as physician productivity compared to external benchmarks, market analyses and physician supply/demand databases.

Provides analyses for complex budget, financial, academic, data, systems and resource projects working directly with all levels of managers.
  • Strategic Metrics Data Collection, Analysis and Reporting: Facilitates the consistent collection and reporting of key strategic plan metrics, working collaboratively across units at the SOM. Develops effective reporting tools (e.g. dashboards, key metrics reports, etc.) to allow regular monitoring and communication of metrics and goal achievement. Collaborates with Finance and Administration department and CIO to integrate and align data sets and reporting. Systems used will be power BI with coordination across UCR financial systems, HR systems, etc. Responsible for development of implementation plans and tracking their progress.

Develops scope of work, budgets, and reports for project requirements.
  • Project Management: Determines and defines project scope and objectives. Develops and manages a detailed project schedule and work plan. Provides project updates on a consistent basis to various stakeholders about strategy, adjustments, and progress. Develops strategic plan leadership retreat every other year and/or mini retreats in the interim. Requires working with Dean or other SOM leaders and Chief of Staff to set objectives, agenda, program, speakers, activities and follow up plan. Coordinates applications for SOM awards and recognition, including the AAMC Spencer Foreman Award for Community Service, which requires collecting information across departments and coordinating deadlines.

Researches and drafts complex proposals, reports, briefings, executive summaries, and speeches. Establishes and maintains contacts internally and with external constituents for the collection and exchange of data.
  • Grant Research and Application Coordination: In collaboration with existing internal resources, identifies potential funding opportunities aligned with UCR SOM priorities. Explores potential opportunities further by using internal resources as appropriate- i.e. engaging with funding sources and through information sessions such as RFP webinars. Facilitates grant application process with key mission area leaders and sponsored research and programs including applications, budgets and supporting documents. Works with relevant internal teams to develop content, data and analyses for each submission. Coordinates with central business units to ensure realistic proposal outcomes and benchmarks. Connects with internal resources to obtain relevant letters of support. Researches opportunities for programmatic grants such as First 5, state funded grants, etc., ranging from several hundred thousand to several million dollars.
