Works on proposals and awards of diverse scope where analysis of data requires thorough understanding of complex regulations. Completes and approves transactions for signature by manager or other authorized institutional official. Works on complex proposals and awards that may involve multiple investigators and/or multiple sub awards. Guides less experienced staff. Central Role(CR): Is eligible for delegated signature authority (may vary by campus). Department Role(DR): Typically works on complex proposals such as grants/contracts which require task budgets, option years, multiple investigators and multiple sub awards.

Department Custom Scope
Under the general direction of the Chief Operating Officer, the Research and Academic Exchange Fund Administrator provides high level administrative and technical support for the approved contract and grant submission process, active programs, and post award fund administration for Alianza MX programs. The incumbent will be responsible for supporting approved proposals and awards of diverse scope, will perform high-level budget/resource analyses, coordinate proper documentation to include award letters and conditions of awards, and prepare monthly financial reports utilizing campus financial systems. The Research and Academic Exchange Fund Administrator will provide ongoing analysis and reconciliation, initial fund set up, process financial transactions using UCR systems, proactively resolving issues, and providing post-award support. In addition, the incumbent will support with ad hoc Alianza MX reporting needs for research and academic mobility programs, policy interpretation, and contract and grants closeouts.

Key Responsibilities

Description % Time
Provides post-award financial administration and management for research funds in accordance with organization policy and agency requirements.
  • Maintains financial management and fiscal integrity for all awards provided by Alianza MX and agency-specific terms and conditions, the University of California policy and procedures, campus Internal Audit and the Business and Finance Financial Bulletins. Ensures compliance with the Federal Government OMB circulars for all awards.

(CR): Applies contracts and grants concepts to review complex grant or contract proposals and obtain/verify necessary compliance approvals, and recommend/negotiate needed changes to proposals with PIs and/or department administrators. Researches, develops and implements new research initiatives.

Provides guidance and counsel on complex research administration matters, including compliance regulations, to principal investigators and department administrators.
  • Advises PI on reporting requirements including technical, financial and cost sharing reports to close out or renew awards. Works closely with PI prior to close out of project to ensure all funds are committed and all charges will be reflected on ledger by the expiration date of the award. Advises and assists PI on rebudgeting, no-cost extensions, to ensure adherence to all policies, procedures and guidelines.

Coordinates and implements budget allocations, conceives of and maintains chart of accounts or other data management tools, and related business processes. Prepares journal entries, maintains and reconciles ledger accounts. Participates in gathering data from the general ledger for the collection of information for UBIT, preparing summary schedules, and either answering questions from departments or coordinating getting answers.
  • Reviews general ledger reports for departmental and extramural fund sources and reconciles expenses on a monthly basis to ensure accuracy and compliance with all agency and university policies, procedures and requirements.

(DR): Prepares complex proposal budgets and support documents that are required by proposal guidelines.
  • Prepares cost analysis to ensure adequate funding is requested for projects and programs that are funded by Alianza MX.

Assists in support of audits as directed by senior staff.

Strong writing skills in a variety of styles to draft persuasive text for a variety of audiences while ensuring adherence to funding sponsor's guidelines. Required
