Department Custom Scope
The Lead Access Control Mechanic performs journey-level access control and locksmith services throughout the UCR campus to ensure the safety and security of the campus community. Oversees critical day-to-day operations in supervisor's absence; acts as subject matter expert and provides leadership to team members. Installs, programs, troubleshoots, repairs and maintains a variety of networked access systems and stand-alone access systems. Creates and maintains multi-level master key systems, cuts and issues keys, maintains accurate key holder records; re-keys as locks as needed, cuts and re-issues necessary keys. Installs, repairs and replaces building, door and mechanical hardware. Installs, modifies, troubleshoots and maintains surveillance equipment; maintains and monitors related surveillance systems. Provides other security and access control support, including parking lot access, safe access, and access procedures for operational closures. Maintains clear and accurate documentation of all inspections, testing and maintenance (corrective and/or preventative) performed. Updates equipment documentation, specifications and drawings, as needed. Reviews and updates all shop logs, both paper and electronic according to updates and changes. Leads and responds to emergency situations to mitigate and/or resolve immediate access control concerns or safety issues. Reviews and creates blueprints/drawings, and specifications for new construction and retrofit/renovation projects according to building code requirements. Responds to emergency situations during or after hours for the purposes of resolving immediate safety concerns. Performs all job duties in adherence with University and departmental safety guidelines. Maintains a positive attitude and communicates effectively with colleagues, supervisors, staff, faculty and students.

Locksmithing - Installs, modifies, repairs and replaces mechanical and electronic locking systems, including: hardwired, stand-alone, battery powered, door, cabinet, desk, cylindrical, mortise, deadbolt, mailbox locks, auxiliary locks, etc. Creates and maintains interchangeable cores A2 & A4 systems, as well as multi-level master key systems; cuts and issues keys. Re-keys as locks as needed, cuts and re-issues keys to users. Installs, repairs and/or replaces building, door and mechanical hardware. Troubleshoots and repairs ADA/Auto doors. Resets sensors, pads, mats and beams, reprograms and/or calibrates door travel, speed and force. Repairs and/or replaces mechanical door closers. Adjusts closing speed, force and backcheck. Ensures proper credentials and/or necessary approvals are obtained in order to grant students, faculty and staff access to buildings, classrooms, labs, gates, etc. Tracks and maintains accurate key holder records; adds, deletes and/or updates information as needed.

Surveillance Systems & General Maintenance - Installs, replaces, repairs, troubleshoots and maintains surveillance equipment such as IP cameras, analog cameras, and DVRs. Cleans and adjusts equipment as needed. Monitors and maintains surveillance systems (ONSSI) and DVR systems to ensure proper functionality and recording. Pulls video footage as necessary. Programs, troubleshoots and maintains software, controllers, cards and readers for parking lot access. Repairs and/or replaces parking lot barrier arm and components. Repairs and/or replaces spike strips and components. Performs lock down procedures for annual campus closure; replaces main entry door cores and disables card readers/access systems to restrict access. Reverses all lock down procedures at the end of the closure period. Performs move-in procedures for incoming residents; performs programming on buildings and access systems to ensure successful move-in. Prepares and issues mailbox keys, room keys/cards, facility keys/cards. Supports Summer Conferencing & Events operations; re-keys locks, cuts and issues keys, and grants other necessary access. Installs and/or replaces safes as needed. Installs, replaces and programs electronic safe locks. Drills or manipulates lock on safe to gain entry due to lock failure. Ensures proper credentials and/or necessary approvals are obtained in order to grant students, faculty and staff safe access. Tracks and maintains records of parking lot access, keys, and safe access with applicable user information; adds, deletes and/or updates information as needed. Performs other general maintenance and repair duties as directed.

Access Control Systems - Installs, programs, troubleshoots, repairs and maintains a variety of networked access systems and stand-alone access systems, including: Hirsch systems, card-key systems, keypads, magnetic stripe readers, proximity readers, various biometric systems, elevator control systems, and ADA access systems. Monitors and maintains line and low-voltage supply systems, software and servers that support the access control systems; performs troubleshooting and programming to repair connectivity and operational issues. Activates and issues applicable cards, pins, codes, etc. to students, faculty and staff. Ensures proper credentials and/or necessary approvals are obtained in order to grant students, faculty and staff access types, keys, parking lot access, and safe access. Tracks and maintains records of access types, keys, parking lot access, and safe access with applicable user information; adds, deletes and/or updates information as needed.

Shop Lead & Administrative Duties - Leads, guides, clarifies instructions for the maintenance, repair, installation, troubleshooting, modification and inspection of service requests. Acts as a subject matter expert. Makes recommendations on staff, equipment, materials and other sources of cost savings or efficiency improvements. Makes recommendations on work assignments based on individual skill sets. Trains new team members on campus systems, procedures and methods. Establishes and maintains a high level of professionalism that supports collaboration and problem solving while building strong working relationships with customers, supervisors, colleagues, contractors and campus partners. May perform job walks or scope work, as necessary; develops estimates for labor and material; take-off's, isometrics and drawings/plans in accordance with appropriate code requirements. Oversees the maintenance of tools and equipment; ensures the safe operation of equipment and safety procedures are followed when performing work. Provides administrative support by processing work order requests; prepares written documentation of work performed in a clear and concise manner. Oversees critical day-to-day operations in supervisor's absence. May oversee work performed by contractors to ensure compliance with campus procedures and safety guidelines. Responds to customer complaints and requests for information. Works with customer and campus personnel to accurately define the nature of the problem, determine the appropriate course of action, make recommendations and follow up to ensure resolution has been effective.

Shop Support - Maintains working knowledge of the proper and safe usage of access control and locksmithing equipment and maintenance skilled trade. Keeps track of shop materials/parts. Performs computer input within the work order system for recording of labor and materials used in work performed; maintains clear and accurate documentation of all inspections, testing and maintenance performed. Updates equipment documentation, specifications and drawings as needed. Cleans truck/shop and maintains organization of materials and tools; performs routine maintenance or coordinates for repair or replacement of tools and equipment, as required. Accounts for shop parts/supplies inventory and reports supply needs to be restocked. Consults with supervisor and/or lead for technical information, as needed. Interprets prints, schematics, wiring diagrams, flow charts and written descriptions of functions and project requirements. Supports maintenance projects and programmatic work assignments. Adheres to the scheduling and completion of work assignments through the work order system.

Shop Support - Maintains accurate work order records and completes paperwork in a neat and timely manner. Defines and describes materials, tools and/or equipment, work methods and task sequences. Obtains materials and equipment, as required. Serves as liaison with clients, relaying their needs and requirements to the appropriate department or supervisor. Maintains a positive attitude and communicates effectively with colleagues, supervisors, staff, faculty and students. Communicates and reports to a supervisor and/or staff regarding any potential issues, not limited to potential safety hazards (e.g. broken glass, regulated materials, damaged steps, excess water, fire, etc.), or liabilities during the day-to-day operations. Contacts Facilities Services teams, as necessary, when further action is required. Responds to customer complaints and requests for information. Works with customer and campus personnel to accurately define the nature of the problem, determine the appropriate course of action, make recommendations and follow up to ensure resolution has been effective.
