Department Custom Scope
The Citrus Shared Service Center, as part of the Strategic Operations division and Staff Experience unit, provides technical and professional payroll, personnel, and accounting services to a diverse group of staff, by-agreement instructors, and student employees at UCR University Extension. Payroll functions are decentralized to UCR?s shared service centers, with the Office of the President and University of California UCPath Center providing the computerized payroll system. Citrus Shared Service Center has the responsibility to operate within the policies and procedures established by the Office of the President and in collaboration with the UCPath Center. Payroll related services include, but are not limited to, onboarding, offboarding, payroll oversight, payroll auditing, time reporting, position management, personnel updates, leave balances, etc. The Payroll Analyst coordinates with Human Resources and Academic Personnel to ensure timely and accurate review, preparation, processing and auditing of payroll, personnel and financial transactions. The Payroll Analyst ensures accurate entry and oversight of information for biweekly and monthly payroll processes for student, staff and academic personnel (instructors). The incumbent exercises significant independent judgement in the interpretation of moderately complex regulations and policies related to payroll administration. Maintains personnel and payroll records in accordance with retention policies. Responsible for monitoring UCPath inquiries and escalated inquiries, works on moderately complex payroll issues, and provides support on payroll related matters. The incumbent will provide data analytics for reporting purposes and to assist in identifying trends and process improvement. Additionally, the incumbent will provide support for leave administration, compensation, benefits, records management, recruitment and retention, training and development, recognition, and performance management.

Key Responsibilities

Description % Time
Assists departments with questions concerning eligibility, enrollment, and payment issues.
  • Processes moderately complex UCPath transactions to include staff, academic and student payroll as well as coordination of the following actions: onboarding, offboarding, position management, accruals, final payment, leave administration and direct retros. Assists with the assignment of tickets in the HR ticket systems.

Reviews and analyzes reports for discrepancies, and works with departments to make corrections.
  • Reviews instructor agreements for accuracy against payroll reports.

Applies professional concepts in analyzing and reviewing department payroll actions appearing on overpayment/underpayment reports to determine processing errors.
  • Submits and provides follow-up on cases and escalated payroll matters with UCPath.

Interprets pay policies (for example, vacation, leave of absence, disability, workers compensation, union contracts, government regulations, withholding exemptions, et cetera), and ensures appropriate amounts/deductions are calculated and applied to the various accounts correctly.
