Custom Scope

Normally receives little instruction on day-to-day assignments with some guidance provided on new projects.

Department Custom Scope
This position serves as part of the Administrative Services and Strategic Executive Team (ASSET) as the Senior Human Resources Generalist, advising and providing service delivery of a full range of human resource functions to the campus' senior leadership, as well as for divisions and units in the Chancellor's, Provost & Executive Vice Chancellor's (PEVC), Planning, Budget, and Administration?s (PB&A), and Associate Vice Chancellor for Health, Well-being, and Safety?s (AVC, HWS) organizations. The position reports to the Human Resources Manager and serves as a point of contact for a diverse workforce; responds to inquiries, questions, requests, and concerns. Provides high-level analytical and administrative support in collaboration with the Human Resources Manager in the implementation and delivery of HR services and programs, including recruitment (including executive searches), employee relations, performance management program administration and reporting, compensation programs, leave administration, departmental policy development/revisions, payroll, training and development, and other ad hoc requests for reports and information.

Key Responsibilities

Reviews resumes and applications and interviews applicants for a full range of staff positions.
  • Manages the recruitment process for all levels of searches conducted within assigned units. Reviews or oversees the review of resumes and applications and participates in the applicant interview process for senior-level positions. Serves as a strategist for successfully attracting, recruiting, and retaining top-tier talent for supported units; responsible for developing comprehensive recruitment strategies. Develops job descriptions in consultation with division/department management.

Advises all levels of managers, supervisors, and employees in developing job descriptions, resolving benefits issues, and providing guidance on compensation programs, personnel policies and procedures.
  • Develops/analyzes salary offer recommendations. Performs preliminary job analysis in connection with position reviews e.g., equities, reclassifications, promotions, etc. and in connection with reorganizations and recruitments. Conducts analyses and makes recommendations in accordance with policy, campus local procedures, collective bargaining agreements, organizational unit procedures, state/federal laws, and governing regulatory agencies. Manages Family Medical Leave, workers' compensation, and other leaves.

Provides support to departments in administering policies and programs in the areas of employment, labor relations, wage and salary administration, training, and other areas of HR.

Counsels employees concerning sensitive and difficult to resolve work-related problems and conducts termination interviews, providing feedback to management.
  • Analyzes and applies policies; consults with the Human Resources Manager, Central Human Resources, the ASSET CFAO, Director of Business Operations (DBO) of ASSET, and the relevant unit management, and presents courses of action to employees.

Provides support for campus executive searches as needed, including project management and maintenance of ongoing, overlapping executive search processes for the campus. Partners with the Human Resources Manager in the development of the position description and recruitment and advertising plan, and coordinates approvals by the Equal Employment Affirmative Action (EEAA), the Vice Provost for Academic Personnel (VPAP), the Chancellor and the PEVC. Solidifies and strengthens close partnerships with the hiring official, search committee chair, EEAA leaders, and Human Resources. Applies techniques of administrative analysis to problem solve; develops recommendations and presents same in writing or verbally to senior leadership.

Counsels department managers and supervisors on employee and labor policies, procedures, and appropriate practices.
  • Coaches managers and supervisors regarding disciplinary actions, dismissals, release during probationary period, layoffs and separation of employees.
